Abstract

This study discusses how the efforts of the Food and Drug Supervisory Agency (BBPOM) in Padang to oversee the circulation of packaged food, as well as see how the supervision and obstacles faced by BBPOM to overcome this circulation.In reality, there were still various packaging foods that were dangerous to consumefound in the Padang City, such as expiration, the useof hazardous materials, illegal marketing authorization, etc. This study used descriptive qualitative method. Data in this study were collected through observation, interview, and documentation study. Informants in this study were determined through purposive sampling technique. Then the data were analyzed with interactive analysis model consisted of data collection, data reduction, data classification, data presentation and conclusion/verification. The results of this research showed that various efforts had been carried out by BBPOM in Padang to supervise the outstanding packaged foods, but this monitoring effort had not run optimally. This could be seen from the fact that the BBPOM still found some shops (stores) in the PadangCity, which was selling expired or illegal goodsand without legal distribution licenses.

Abstract

Poverty alleviation is a policy of the central and regional government programs that are carried out systematically, planned and synergized with the business community and the community to reduce the number of poor people in order to improve the welfare of the community. This study aims to determine the Implementation of Regional Regulation Number 2 of 2013 concerning Poverty Reduction and Welfare Improvement by the Social Service in Koto Tangah Subdistrict, Padang City. This research is motivated by the implementation of poverty alleviation is not right on target. There are still many poor people, especially in the District of Koto Tangah and lack of awareness of people who claim to be poor. This research is descriptive with a qualitative approach. Informants were determined by purposive sampling and random. Data is collected through interviews, observation and documentation. The results of this study showed that the implementation of poverty reduction program policies that have not been effective.

Abstract

North Padang Subdistrict is a region that is often hit by floods and coastal abrasions, and is a red zone in the earthquake and tsunami disaster. This study discusses the factors that influence the role of the disaster preparedness group during pre-disaster to realize the preparedness of the community in Padang Utara Sub-District. This research uses descriptive qualitative research. Methods in collecting data through interviews and documentation studies. In determining informants using purposive and incidental techniques. The results of this study indicate that disaster preparedness groups in carrying out their roles during pre-disaster are influenced by several factors. Factors that encourage the Disaster Alert Group to play a role are the geographical conditions of the northern Padang sub-districts that are prone to disasters, the existence of programs from the regional government for disaster risk reduction, and the existence of a social humanitarian spirit possessed by members of the Disaster Alert Group. Meanwhile, the inhibiting factor is the absence of operational funds for activities owned by the Disaster Preparedness Group, the absence of facilities and infrastructure for supporting activities, the condition of members who are partly indifferent, and the conditions of the community in the area.

Abstract

This study tried to explain the implementation of non-cash financial management at the Local Government Secretariat (Sekda) of West Sumatera, the obstacles that arise during implementation and the efforts to overcome these obstacles. This research was motivated by the presence of Surat Edaran Menteri Dalam Negeri Number 910/1866/SJ, dated April 17, 2017 concerning Non-Cash Implementation in Provincial Governments, in each Regional Government in all provinces in Indonesia is required to implement a non-cash transaction system in regional financial management. This research is descriptive with a qualitative approach. The indicator used in this study is accountability, transparency and value of money. Research informants were determined by purposive sampling. The results showed that implementation of financial management of non-cash at the Local Government Secretariat (Sekda) of West Sumatera, had begun in September 2017. The implementation of this online-based non- cash transaction required a structured mechanism and flow for the implementation of the Standard Operating Procedure. But in its implementation, there are various obstacles that arise such as treasurers who have not all followed the flow in the SOP, applications that are still often errors, and the treasurer workload is increasing.

Abstract

This study aimed to find out the implications of the development of the new Muaro – Air Manis Road Infrastructure Development for Spatial Planning in Bukit Gado-Gado Village, Padang City. This study used qualitative approach that produced descriptive data with the intention of conducting research, describing, and analyzing the implications of the development of the Jalan Baru Muaro Infrastructure Development Area – Air Manis Against Spatial Planning in Bukit Gado-Gado Village, Padang City. Data was collected through interview, observation and documentation study. In this study the analyzed data were obtained from interviews and interpreted qualitatively in the form of abstractions, words and statements. The results of the study showthe implications of infrastructure development in the area of Baru Muaro Street - Air Manis for spatial planning in the district of Gado-Gado Hill, Padang City. The implementation of infrastructure development has been carried out in accordance with the spatial strategy carried out covering 3 things, namely : (1) consistent cultural control, (2) strengthen economic base, (3) forming an efficient development unit, but in the implementation there are stil some obstacles faced by both internal and external constraints. The efforts made by the government to marginalize the existing constraints is include in increasing people's understanding of Local Regulation (Perda) No. 4 of 2012 concerning RTRW through socialization and intercession, also increasing infrastructure development in the layout area of Gado-Gado Hill.

Abstract

At present the use of information technology in government agencies is increasingly being found. One form of utilization of management information systems in government organizations is the Regional Development Information System (SIMBANGDA). SIMBANGDA application is software that is designed to simplify and integrate budget data available in each budget month to report on the development of financial realization and the state of physical realization of work carried out by the Regional Devices Organization (OPD). This research is a qualitative research with descriptive method. The informant of the research was conducted by Purposive Sampling. The technique of data collection is done by observation, interviews and documentation studies. The validity test of the data is done by source triangulation techniques, then the data is reduced and conclusions are drawn from the results of the study. The results of this study indicate that (1) consists of 3 indicators (a) In achieving the objectives it is still not maximal because there are still errors in the calculation of financial realization in the application. (c) and the adaptation of SIMBANGDA operators is still not maximal because there are still those who do not understand how to use SIMBANGDA Apps (2) the availability of sufficient hardware and software and (3) there are still operator errors in the data entry process.

Abstract

This study aimed to determine the supervision carried out by the Office of Immigration Class I Padang in an effort to prevent the emergence of non-procedural labor migrants.The method used in this research is qualitative descriptive. The techniques used for data collection in this study are interviews, field observations, and study of documents and literature. This research was conducted at Class I Immigration Office Padang. The informants in this study were selected using purposive sampling technique. Test the validity of the data using Source triangulation techniques. Data analysis techniques were carried out by reducing data, displaying data, and drawing conclusions during the study. The results of the field research indicate that the supervision carried out by Padang Class I Immigration Office in its efforts to prevent the emergence of Non-procedural Migrant Workers in its implementation has run quite well, but there are still obstacles such as many passport applicants who do not provide information when they will work abroad, therefore it is necessary to increase supervision in each service process, especially during the interview process by the Padang Class I Immigration office so that the passport issued can be used according to its function.

Abstract

This study aimed to determine the implementation of the regional government No. 1 of 2015 concerning building in Bukittinggi City.The background of this research is because there are still buildings that were built without IMB, the community still builds buildings in areas that are not in accordance with the land designation, low willingness of the community to comply with regulations and there are buildings that have permits, but the construction process is not appropriate with permission that has been issued. This research is a qualitative research using descriptive method. Data collection techniques use interview techniques, field observations, and documentation studies. The informants in this study were determined through purposive techniques. Data analysis techniques can be carried out namely data collection, data reduction, data presentation, and then draw conclusions. The results showed that the implementation of the Bukittinggi City regional government policy on building permits had not yet proceeded, such as people building buildings without permits, buildings that have permits but when the construction process is carried out is not in accordance with the provisions of permits that have been issued, the lack of supervision carried out by the local apparatus organization is related. constraints faced in implementing this policy such as communication constraints in the form of uneven socialization, the resources owned by the related local apparatus organization are inadequate and the lack of willingness of the community to comply with regulations.

Abstract

This research focused on how effective the application of SIMDA Finance in DPRD Secretariat in assisting financial management and producing accurate, quality and timely financial reports. The effectiveness measurement indicators used in this research included program success, goal success, satisfaction with the program, and overall achievement of goals. This research was qualitative research with descriptive method. This research was conducted at the Tanah Datar DPRD Secretariat. Research informants were determined by Purposive techniques. Data in this research were collected through interview, observation and documentation study. The results of the study showed that, in general, the SIMDA application has been successfully implemented in the secretariat since 2009. This application was very effective because it simplified the financial management process and reports could be produced quickly and accurately. However, the effectiveness of its implementation in the DPRD Secretariat has not been maximized because there are still several inhibiting factors such as the large number of employees who could not operate SIMDA, the absence of special training on the use of SIMDA, the lack of availability of hardware and network disruptions that hinder the SIMDA operation

Abstract

Penelitian ini dilatar belakangi karena keberadaan UMKM di Kota Padang sangat berguna untuk membantu mengatasi masalah-masalah ekonomi dan sosial, khususnya yang berkaitan dengan upaya mengatasi pengangguran serta pengentasan kemiskinan, pemerintah juga perlu untuk memberdayakan UMKM karena setiap masyarakat mempunyai potensi masing-masing yang dapat dikembangkan. Pembinaan UMKM merupakan salah satu upaya pemerintah dalam perluasan kesempatan berusaha bagi wirausaha baru sehingga mampu bersaing dalam bidang jasa maupun perdagangan. Penelitian ini bertujuan untuk mengetahui pembinaan yang dilakukan oleh Dinas Koperasi dan UMKM, kendala yang dihadapi dalam melakukan pembinaan, dan upaya yang dilakukan untuk mengatasi kendala yang dihadapi oleh Dinas Koperasi dan UMK Kota Padang. Penelitian ini adalah penelitian kualitatif menggunakan metode deskriptif. Penelitian dilakukan di Dinas Koperasi dan UMKM Kota Padang. Informan penelitian ini ditentukan secara purposive sampling. Data dikumpulkan melalui wawancara dan studi dokumentasi. Data dianalisis dengan mereduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa pembinaan UMKM belum berjalan secara maksimal dikarenakan, 1) Kurangnya sosialisasi mengenai pentingnya pembinaan, 2) Kurangnya modal yang dimiliki mengakibatkan hasil produksi tebatas, 3) Kurangnya tenaga professional dalam pembinan sehingga banyaknya pelaku usaha yang tidak mengikuti pembinaan.
