One form of marriage that is not justified in view of Islamic law is a marriage that is conducted secretly (sir) or in this case called by Siri marriage. The marriage is not considered perfect, when it has not been published and equipped with the testament. The marriage that has been overshadowed by the elements or attempt to conceal, classified in prohibited marriage. In order not to fall into this category, then the solution is to announce. Qualitative approach was used where the data collected from Ungku and some people in Nagari Kurai Taji Pariaman. This descriptive research was analyzed using a normative-juridical-socio approach. The study found that there was clear goal to realize an ideal household life and have the force of law. But a legal guarantee by the state through the legal framework was not implemented in Nagari Kurai Taji Pariaman, West Sumatra. The study also discovered that the groom and bride were married Siri by the religious leaders (Ungku) from local society; not by Qadhi as the authorities designated by law.

Abstract

The high rate of domestic violence is influenced by the lack of institutions in completing and anticipating it, besides the tendency of indigenious culture which consider it as a common problem. Nevertheless, in West Sumatra, the strengthening of local institutions has been one of the assets that can prevent the occurrence of these domestic violences. This study found that the existence of economic institutions, the strengthening of women’s institutions and women's economic empowerment in the village can reduce the occurrence of such violence. The role of a PRT in the household becomes very important, when the family began to shift from domestic functions to public functions. The current condition shows that in the development process, poor women have disadvantage both economically and socially. They were trapped in a process that tends to be marginalized, co-opt and exploited them. In the relationship with self-acceptance PRT in undergoing work, they still looked down on this profession (PRT job is considered low because of work-related domestic/household), as well as someone who is considered abnormal conditions in the community. Abstract

The stalled needs of fulfilling sexual needs for some man who divorced or death divorced with their wives have been believed to be one of the causes of child sex perpetrator to carry out their actions. For men who have a particular social background, the desire tocommit a crime is likely to have a higher chance. This assumption begins with the tendency of men as husbands who are more eager to fulfill their sexual needs that may end positive or negative. But when a man no longer has a place tofulfill his desire, they will divert the purpose of his power to another subject that is considered vulnerable and easy to master.  Starting from field research, this research has succeeded to deepen the testimony of three child sex perpetrators who are all domiciled in Agam regency of West Sumatra. The result of exploring the three perpetrators, there are indicators that are interconnected with each other about how they approach the child. Sense of power as an adult male by giving a caring attitude, a sense of security and friendship is aimed to form a circle of power that easily weaken, control and then will attack the child.
