This type of research is qualitative research. The focus of the researched is the indicator of the accountability according to Dwiyanto (2012: 55). Data collection techniques used are by interview, observation and documentation. Data analysis technique used in this research is descriptive technique consisting of data reduction phase, data presentation and conclusion. The results of this study indicate that the accountability of building permission license services at the Public of Investment and Integrated Licensing One Door of Ogan Ilir Regency has not been fully accountable in providing services. Seen from the service reference is in accordance with the relevant local regulations. But in the implementation there are irrelevancy such as the length of service time and there's still an extra cost which must be spent by service users also the convoluted service requirements. Whereas seen from the service solutions provided by officers there have been improvements such as responses and better attitudes to the service users compared to previous years. Last seen from the interests of service users has been continuously made innovations towards service improvement such as with the surveys of services and management of feedback from service users is good enough. But it needs to be fixed is the action or development of new policies that need to be made so the service optimization could be achieved.

Abstract

The purpose of this study is to determine whether there is an influence of endorser credibility on purchasing decisions of NEO Coffee products and how much influence is given. The theory used to measure the effect of endorser credibility (independent variable) is the TEARS Model Theory proposed by Shimp (2014) and for purchasing decisions of NEO Coffee products (dependent variable) using Kotler and Keller's (2009) theory. The method applied is a quantitative method with descriptive analysis techniques and explanatory techniques that use simple linear regression parametric statistical analysis tools. Data collection was carried out through the distribution of questionnaires to 70 respondents of the 2019 Palembang NCTzen Community Consumers who consumed NEO Coffee Products with a purposive sampling technique. The findings from the analysis of the data in this study were obtained through hypothesis testing using the ???? test that itungcount greater than abeltable where itungcount 8.404> abeltable 1.994, which means that there is an influence of endorser credibility on purchasing decisions of NEO Coffee products, and the effect exerted at 50.9 % and the rest are influenced by other factors. The linear regression equation obtained is ????̂ = 8.269 + 0.879 ???? which means that each addition of one endorser credibility value will give an increase of 0.879 to the decision of purchasing NEO Coffee products among 2019 NCTzen Palembang community members who consume NEO Coffee products.

Abstract

This research is about the Implementation of Village Ministerial Regulation, PDTT Number 21 of 2015 in the utilization of Village Funds for Community Empowerment in Embacang Kelekar Village and Suban Baru Village Kelekar District of Muara Enim Regency in 2016. The research aims to find out the implementation of Village Ministerial Regulation, PDTT Number 21 of 2015 in utilizing village funds for community empowerment in Embacang Kelekar Village and Suban Baru Village Kelekar District Muara Enim Regency in 2016 and what factors are the obstacles to the success of the Implementation of the Village Minister Regulation, PDTT No. 21 2015 in Utilizing Village Funds for Community Empowerment in both villages. This study uses qualitative research methods with a descriptive approach. The data used are primary data and secondary data. The results of this study, in terms of the many developing programs, of course the government of Embacang Kelekar Village is better than Suban Baru Village because in Embacang Kelekar Village out of 8 groups of goat management only 2 groups failed and 6 other groups succeeded. Whereas in Suban Baru Village, out of 3 programs, only 1 group developed and the rest failed. This indicates that the impact in Embacang Kelekar Village is better than in Suban Baru Village. However, as a whole, when viewed from compliance and smooth routines, functions such as supervision are still not good in both villages. Therefore, when referring to the theory that is used as a reference, namely Ripley and Franklin's Theory, which states that even though the level of compliance is high, routine functions can be carried out smoothly, policy implementation can have a positive impact. However, if one of the three dimensions is flawed, the implementation of the policy is said to have yet to succeed. So the conclusion that can be drawn is the implementation of the Minister of Village Regulation, PDTT No. 21 of 2015 in the utilization of village funds for community empowerment in the Village of Embacang Kelekar and Suban Baru Village Kelekar District of Muara Enim Regency in 2016 can still be said to be unsuccessful.
