Development Innovation Journal published starting from volume 01 of 2013 when it was still under the Bappeda Lampung Province in the Field of Research and Development under the name Journal of Development Innovation. Then since the enactment of Local Regulation of Lampung Province No. 3 of 2014 Regional Research and Development Agency of Innovation Lampung Province was formed on August 8, 2014. Field of Publication and Information one of the main tasks is the journal and journal title changed from Journal of Development Innovation to Journal of Innovation and Development. Furthermore, based on Regional Regulation No. 8 of 2016 Regional Research and Development Agency (Balitbangnovda) Lampung Province again changed into Regional Research and Development Agency (Balitbangda) Lampung Province, Division of Science and Technology oversees Sub Division Data Dissemination and Publication Kelitbangan as a manager of journals and the name of the journal was again changed to Journal of Development Innovation. Abstract

The experiment was done at the Cage Poultry Trial and Laboratory of Animal Husbandry, Departement of Animal Husbandry, the State of Politechnics of Lampung. The experiment began in July to September 2013. The experiment was conducted to determine the productivity and broiler carcasses using cassava leaves-based rationwithan addition of black cumin. The experiment was done in a Completely Randomized Design and tested for significance with a Duncan Multiple Range. Eighty four final stock CP 707 broiler chicks were used and the birds were placedrandomlyafter divided into 7 treatments and 4 replications. The treatments were R0 (without cassava leaf meal nor black cumin), R1 (7.5% cassava leaf meal only) R2 (7.5% cassava leaf meal + 1% black cumin), R3 (7.5% cassava leaf meal + 2% black cumin) R4 (15% cassava leaf meal only), R5 (15% cassava leaf meal + 1% blackcumin), and R6 (15% cassava leaf meal + 2% black cumin). Parameter measured were feedconsumtion, body weight gain and feed conversion ratio, carcass weight, and percentage of carcass weight. The result of this experiment showed that addition of 1% black cumin in adiet containing 7.5% cassava leaf meal improved the productivity and broiler carcass. Abstract

The research was conducted in Kupang district from February November 2013. The data collection methods used were interview and record technique through observation on 115 people. Technique of data analysis was descriptive and multiple regression was done to resolve the second goal. The results of this research were (1) milled rice demand was influenced jointly by local milled rice, the price of imported rice, the number of constumers, the expenditures on advertising, the product attributes, the consumer taste and income; (2) variable of import price significantly affected the demand for imported rice at 99 % confidence level, and the variable of the local milled rice price, the number of consumers, the product attributes and the expenditures for advertising affected on the level of 90 %. The variable of consumer taste and incomewerenot significant because (1) public income of the City of Kupang was low so the need for rice was restricted by cash held; (2) the average consumersearned as civil servants with meager salary they werefocus on consuming rice ration while the community who were not civil servants consumed other low-price rice; and (3) people did not give priority to the taste of varieties of rice because of the limited abilityon the taste of varieties of rice in the market.

Abstract

The aim of the research was to see the effect of the utilization of Buton asphalt as subtitution in part os cement asphalt and fine aggregate on the characteristics and parameters of asphalt mixture. There were seven characteristics and parameters which requirements should be fulfiled in order that a an asphalt mixture could be made which were stability, fatique, Marshall quotient, air pores or voids in mixtures (VIM), pores within aggregates or voids in mineral aggregates (VMA), air pores filled with asphalt or void filled with asphalt (VFA) and VIM in the condition of absolut density or percentage refusal density (VIM-PRD). A hard asphalt of 60/70 penetration of a Pertamina product and aggregates from Batu Makmur stone crusher, Lampung Selatan were used in the research. The Buton asphalt used was in original form from its deposit without any special treatment in advance and was containing 32 % asphalt and 68 % minerals. Graded density of wearing asphalted mixture or asphalt concrete wearing course (AC-WC) with total asphalt content of 4.5 7.0 % divided into 3.0 % hard asphalt and the rest was Buton asphalt. The result indicated that material proportion could be used in the asphalted mixture complied to all characteristics and AC-WC parameters was 3 % hard asphalt, 88.2 90.7 % aggregate (crushed stones), and 6.3 8.8 % Buton asphalt.

Abstract

Cement was an important building material for a development and the need for cement sharply increased along with the development of people structures and infrastructures. Together with the increase of demands on cement went increase the level of environment pollution due to the process of cement indutries because the process released carbon dioxide (CO2) gas to the atmosphere. Geopolymer cement was an alternative to replace the unenvironmental-friendly cement with synthetizing materials riched in silicate-aluminate in form of basalt minerals. Based on XRF analysis, basalt minerals were a pozolan meterial due to their high silica and alumina contents which were 56.15 % SiO2, 17.37 % Al2O3, 8.25 % CaO and 4.62 % Fe2O3. Basal minerals were synthetized to geopolymer in the activator NaOH solution varied to 2.5, 3.9, 6 and 8 % with the addition of 9.75 % sodium silicate thence were cured at the temperatures of 60, 80, dan 100 oC for 5 hours. The charactization of basalt-minerals geopolymer cement indicated the optimum pressurestrength on the addition of 3.9 % NaOH to 435 kg/cm2at the temperature of 60 oC, 589 kg/cm2at 80oC, dan 598 kg/cm2at 100oC. Porosity value decreased with the addition oh NaOH and curing temperature with the optimum porosity value with the addition of 3.9 % NaOH to achieve 9.82 % at 60 oC, 9.46 % at 80 oC, and 7.30 % at 100 oC. With addition of 6 %NaOH, the porosity increased back to 13.10 % at 60 oC, 12.08 % at 80 oC, and 10.18 at 100 oC. On the quality of pressurestrength, basalt-minerals geopolymer cement held high as compared with the standard of conventional cementwhich were 324 kg/cm2and the porosity of 21.28 %. Basalt minerals could be utilized as raw material to produce geopolymer cement due to the better quality of the cement than the conventional cement and feasible to develop as environmental-friendly cement.

Abstract

Poetic Archtitecture was the most effective methods to design tourism facilities in Lampung Bay. Besides as a methods having the ability to enrich creativity, Poetic Architecture could also direct architects to be more sensitive to treat nature in their designing process. The aim of applying this methods was to explore natural potentials in Lampung Bay and to invite people to appreciate nature that had been abandoned. Poetic Architecture Methods in the research was applied into the design of tourism facilities such as seats and pedestrian track. There were several steps in applying this method which were to conserve natural elements by minimizing human interventions, to literally interpret nature elements as the main design concept and to apply materials whichwould give poetics ambience

Abstract

Obesity was an abnormal condition due to the excess accumulation of fat in adipose tissue. The increasing prevalence of obesity impacted on various cardiovascular diseases. Common cardiovascular risk was blood pressure increase. The research purpose was to determine the comparison of MAP (mean arterial pressure) between general obesity and central obesity on male employees in the University of Lampung. Theresearchemployed comparative analytic method with cross sectional approach. The research was conducted in September-December 2016. The population was the male employees in the University of Lampung as many as 60 respondents. Samples were taken following the consecutive sampling technique. The results showed the samples were in the age group 40 – 49 years of age (51.7%). The mean value for MAP on respondents with central obesity averaged to 108.22 mmHg and respondents with general obesity averaged to 95.56 mmHg with a difference of 12.67 mmHg. The Student’s t test results in comparingthe MAP between general obesity and central obesity was significant at p = 0.001. There were differences of MAP between general obesity and central obesity in male employees at the University of Lampung.

Abstract

Democratization moveddynamically in Indonesia had initiated various impacts on each region level. In some regions, major or governor elected in direct election process was born leaderhaving effective leadership performance on public services. At the same time,in some regions the election didn’t change significantly with their new leaders. The hope to satisfy Lampung with competency should be supported by government competenceinresolving citizen problems. Acompetent government was expected to result from qualified democracy process. Through literature study, it would identify at least four factors which affected quality as resultedbythe democracy process of the major or governor direct election which werevoter preference quality, politician perception quality on problems and citizen aspiration he or she represented, bureaucracy (political) interest, and bureaucrat competency.

Abstract

Appointment of civil servants in the structural positions should comply to the principles of good governance, but in practice it was still dominated by various political interests, kinship and the intervention of any outside organization system of the Government. The formulation of the problem of the research was: "How was the implementation of good governance principles on Structural Echelon II Appointment Process in the City of Bandar Lampung Government?” The purpose of the research was to analyze the implementation of good governance principles on the structural echelon II appointment process in the City of Bandar Lampung Government. The study employed a qualitative research. Data was collected through interview and documentation. Data were then analyzed qualitatively following the stages consisting data reduction, data display and conclusion. The results of this study indicated that the implementation of good governance principles in the process of appointment of structural echelon II officials in the City of Bandar Lampung Environment was not been optimally applied. The process was not a transparent appointment because the nomination process from regional work units, personal proposal or suggestion from Tim Baperjakat until the signing of the Decree was kept secretive not distributed to the involved parties or the media. Appointment process of echelon II officials did not comply with the regulations of employment in effect or was not based on the supremacy of the laws. The principles of participation were still not optimally observed because the participation of the community was still in queu due to the fact that there was not any internal mechanism confidential to make the public awared of any specific appointments.
