Abstract

As the holder of power in the administration of government based on the constitution, the president has set a new policy, namely regarding the mechanism for granting presidential approval to draft regulations of ministers or heads of institutions. With the birth of this arrangement, every policy of ministers or heads of institutions with certain criteria must obtain presidential approval before being determined. The mechanism carried out after harmonization has indirectly obscured the stage of forming laws and regulations that are prevalent today. With juridical normative research methods that use statutory, conceptual, and historical approaches, it was found that the arrangement for granting presidential approval actually brought back classic problems. The arrangement is harmonized with other regulations. There is vagueness in sentence formulation, use of words, terms, or phrases, which causes multiple interpretations. The arrangement also comes out of the national policy framework related to simplifying regulations promoted by the president himself. In its formation, there is also the possibility of the influence of bureaucratic political practices or competition among state administrative work units in finding alternative solutions to problems that arise in society.

Abstract

Divorce is a complex problem in married life. Whatever problems occur in the household, whether in state law or religious law in force in Indonesia, divorce is the last way to solve them. Divorce can only be carried out before the court if the court fails to reconcile the two parties through mediation. Basically, civil servant divorce is the same as other communities, but the difference is that civil servants must first obtain permission from their superiors before carrying out the divorce. Civil servants must ask their superiors for permission through a hierarchical system, which takes a long time to get permission to divorce. If you look at these requirements for civil servants who are going to divorce, it is very difficult, but if divorce is the only way, then it is certain that the civil servant will receive sanctions. And in practice, permission from superiors as a requirement for civil servant divorce is difficult to issue from superiors who wish to divorce. So that in some cases the court gave divorce decisions to Civil Servants without a letter of permission from their superiors. Whereas in legal religious law in Indonesia, divorce can occur if the terms and conditions are met. This is the topic of the problem that the author wants to examine in this paper. What becomes the formulation of the problem is how is the superior's permission in civil servant divorce from the point of view of religious law? The legal research method used is normative juridical, namely a scientific research procedure to find the truth based on the scientific logic of law from a normative perspective. The approach used is a statutory approach related to the subject matter involved. If viewed from the point of view of religious law that is recognized in Indonesia (Islam and Non-Islam), divorce is indeed not recommended in the rules of religious law, but if circumstances demand this to happen then one must follow the rules and reasons determined by every legal religion in Indonesia. Because this concerns a person's right to determine a peaceful, secure and prosperous life. Through the research process above, it can be concluded that the decision in determining divorce is always given to the decision of each individual. Because freedom in determining life choices and being able to take responsibility for every risk of that choice. Every rule in the official religion in Indonesia considers divorce not a recommended action but if in reality divorce is the final solution, the rules in religion will not prevent it. This is the real basis for each individual, including State Civil Apparatus, in choosing a decision in their marriage, namely ending it in divorce. Permission from superiors is only an obstacle to solving problems in the household of an State Civil Apparatus. From this article, it is hoped that in the future, permission from superiors in the event of an State Civil Apparatusdivorce does not interfere in principled matters in the marital life of its employees, but is only administrative in nature. So that the goal of a peaceful and prosperous State Civil Apparatuslife can be carried out properly.

Abstract

This research focuses on Indonesia's role in resolving the conflict in Afghanistan through soft power, specifically through cultural and religious equality approaches. The study highlights that the conflict in Afghanistan has had a negative impact on the country's development and stability. Indonesia's special attitude towards foreign policy activities involving Muslim countries is influenced by its large Muslim population and ties with other Muslim countries. The study utilizes qualitative methods, specifically a descriptive-analytic approach, to analyze the subject matter. The research subjects range from books, documents, regulations, meeting minutes, diaries, and historical artifacts. The findings indicate that Indonesia's soft power approach through cultural diversity and tolerance, as well as religious similarity, have contributed to its role as a mediator in the Afghan conflict. The research highlights the Indonesian government's efforts as well as the involvement of Afghan people in Indonesia and moderate Islamic organizations such as the Nahdlatul Ulama and Muhammadiyah. Overall, this study sheds light on Indonesia's significant role in resolving the conflict in Afghanistan through soft power approaches.

Abstract

Meatballs are a type of food that is very well known and liked by the wider community ranging from children to adults. Meatballs made from skipjack tuna (Katsuwonus pelamis) have not been found in the market, even though skipjack tuna in Maluku is one of the potential commodities. Skipjack tuna contains 19.6 g of protein and is very beneficial for the growth of children. The use of local food to process it into one nutritious food product is very important, meaning reducing dependence on food imported from outside the region. In addition to skipjack tuna, walnuts are also one of the local foods with high protein content (12.1%), so these two local foods from Maluku have been fortified into meatballs By using several formulation treatments, namely the ratio of fish to walnuts in percent (100: 0; 80: 20; 60: 40; 40: 60 and 20: 80). This study aims to determine the best formulation of meatballs from fish and walnut base ingredients and made from sago flour filler. The benefit of this study is that consumers can consume the meatballs produced, especially for stunted children who experience protein nutrition deficiencies. The experimental design used was a Factorial Complete Randomized Design using 5 treatments, namely skipjack tuna: walnut (%): (100: 0; 80: 20; 60: 40; 40: 60; 20: 80) with two replays So that 10 experimental units were obtained. The data is sensorily analyzed to determine its characteristics including hedonic tests (very like, like, somewhat like, and dislike) of taste, aroma, chewiness/texture, and color as well as quality tests hedonistic to the texture (very chewy, chewy, slightly chewy and not chewy) as well as flavor (very savory, savory, somewhat savory and not savory). Sensory tests were conducted on 30 somewhat trained and trained panelists. The data were analyzed in a fingerprinted manner and if there was a noticeable difference, it was followed by the Tukey test with a 95% confidence level.

Abstract

Aceh officially entered a post-conflict era in 2005, in its part of post-conflict peace development, the Local Conflict still escalated between citizens, between villages, between Ethnic, with local government, with the local security force, and between students and other group conflicts. This study examines the association of the Non-Governmental Organization (NGO)/Community Organization (CO)’s to chance of having local conflict in village in Aceh. we use the data of the Indonesian village survey (Potensi Desa/Podes) in 2008, 2011, 2014, and 2018 from statistics Indonesia, and supported with interview results with 20 village leaders. We use Binary Logit to quantify the association between NGO/CO existence and the chance of likelihood of the local conflict. Our results show that the presence of NGO/CO within the village increases the chance of the likelihood of local conflict. And if there is an interaction between NGO/CO and BPD within the village, the presence of NGO/CO is decreasing the chance of likelihood of local conflict in Aceh.

Abstract

The Masamba area of North Luwu Regency has been hit by a flash flood disaster on July 13, 2020. The flash flood claimed dozens of lives, hundreds of people were injured and thousands of houses were submerged. Based on the analysis of several information, the cause of the flash flood in Masamba was due to high rainfall and landslides that occurred in the upstream area. Land movement vulnerability zoning is needed in this area to provide information in making disaster mitigation policies for post-disaster planning and development. Frequency Ratio and Weight of Evidence methods were applied in this study by using parameters such as: slope, lithology, land cover, rainfall, slope direction, slope convexity, distance from river, distance from fault and soil type. The Weight of Evidence method provides more accurate results with an accuracy rate of 99.83%. Vulnerability zoning of landslides in the Masamba area are grouped into 5 classes; The zone of vulnerability to soil movement is very high, around 6,822.27 ha or about 25.47% of the research area. The high ground movement vulnerability zone is about 4261.84 ha or about 15.91% of the research area.
