Strategi Perang Semesta (Total War Strategy) is a journal published by the Faculty of Defense Strategy, the Republic of Indonesia Defense University. Strategi Perang Semesta is an interdisciplinary journal which is mainly concerned with the field of defense and war theory and analysis. Whilst attempting to be scholastic, Strategi Perang Semesta is designed for exchange of ideas, methodological approaces in defense studies, and supporting academic development as well as involved in the analysis of war, defense and military strategy. Strategi Perang Semesta is a journal focused on strategic studies promoting the fresh thinking among scholars and practitioners alike. The specifying feature of Strategi Perang Semesta is it dedicates to interdisciplinary spheres to the study of defense and war. It is designed to be a forum for exchanging perspectives, ideas, and concepts among scholars and practitioners. It is open for articles discussing and analyzing a wide range of modern warfare, defense policy and modern strategy. Abstract

Abstract - The background of the research is that the phenomenon of human trafficking is still rampant despite the Government already sets up the Law No. 21 Year 2007 on Combating Human Trafficking. The research intends to analyze how the prevention of human trafficking has been implemented under the Law No. 21 of 2007 reviewed from the perspective of national (nirmilitary) defense, and what factors are obstacles to the implementation of human trafficking prevention.This research uses qualitative methods with data collection through interviews, observation and library research. In discussion of this thesis, the resulted data discussed with conceptual literature and frame of thinking that developed by writer. The conclusion is that the implementation of the human trafficking prevention in the form of socialization/empowerment as well as law enforcement are not optimal because of weak Institutional Task Force which only have coordinative capacity and the system and practice of sending Indonesian workers that not yet provide early protection due to lack of nir  military defense capability.  The weak of law enforcement is also becaused of several law officers involved due to the low level of their nationalism.Keywords: prevention, human trafficking, nirmilitary defense Abstrak - Latar belakang penelitian ini adalah bahwa fenomena perdagangan orang masih merajalela meski Pemerintah telah menetapkan Undang-Undang Nomor 21 Tahun 2007 tentang Pemberantasan Perdagangan Manusia. Penelitian ini bertujuan untuk menganalisis bagaimana pencegahan perdagangan orang telah dilaksanakan berdasarkan Undang-undang No. 21 tahun 2007 yang ditinjau dari perspektif pertahanan nasional (nirmiliter), dan faktor-faktor apa yang menjadi hambatan pelaksanaan pencegahan perdagangan manusia.Penelitian ini menggunakan metode kualitatif dengan pengumpulan data melalui wawancara, observasi dan penelitian kepustakaan. Dalam pembahasan penelitian ini, dihasilkan data yang didiskusikan dengan literatur konseptual dan kerangka pemikiran yang dikembangkan oleh penulis.Kesimpulannya adalah bahwa pelaksanaan pencegahan perdagangan orang dalam bentuk sosialisasi / pemberdayaan serta penegakan hukum tidak optimal karena lemahnya Satuan Tugas Kelembagaan yang hanya memiliki kapasitas koordinatif dan sistem dan praktik pengiriman tenaga kerja Indonesia yang tidak memberikan perlindungan dini karena kurangnya kemampuan pertahanan nirmiliter mereka. Kelemahan penegakan hukum juga disebabkan beberapa petugas hukum yang terlibat karena rendahnya nasionalisme mereka.Kata kunci: pencegahan, perdagangan manusia, pertahanan nirmiliter

Abstract

Abstrak - Prajurit yang berusia menjelang pensiun,  secara mental akan mengalami rasa cemas dalam menghadapi masa pensiun, kekhawatiran terhadap kemampuan menanggung beban hidup dihadapkan pada kondisi fisik yang sudah tua, sementara penghasilan jauh menurun. Hal ini menimbulkan beberapa permasalahan motivasi kerja, pertama, berusaha untuk pindah ke kesatuan yang dekat dengan kampung halamannya; kedua, cenderung mengesampingkan tugas kedinasan agar leluasa untuk mencari pekerjaan tambahan di luar dinas; dan ketiga, pada saat pensiun enggan pindah dari rumah dinas karena belum memiliki rumah sendiri. Tujuan penelitian ini adalah untuk menganalisis kondisi motivasi kerja pada prajurit yang berusia menjelang pensiun di Kodim 0807/Tulungungung, dengan metode kualitatif. Dari hasil wawancara dan observasi diperoleh gambaran bahwa ketiga permasalahan diatas benar-benar terjadi pada sebagian kecil prajurit yang dilatar belakangi oleh kondisi motivasi kerja yang beragam. Bagi mereka yang tidak mampu menekan rasa cemasnya, cenderung motivasi kerjanya rendah. Dengan demikian, dapat disimpulkan bahwa kemampuan menyikapi rasa cemas dalam menghadapi masa pensiun turut andil memengaruhi tingkat motivasi sehingga unsur pimpinan perlu melakukan berbagai terobosan untuk membantu menyiapkan masa pensiun prajurit agar supaya motivasi kerjanya dapat tetap tinggi dan terjaga.Kata Kunci: Motivasi Kerja, Masa Pensiun, TNI AD, Militer, SDM Abstract - Soldiers on retirement age, mentally, will feel afraid to face the retirement, concerns about the ability to bear the burden of life when the physical condition of the elderly, while their financial much decreased. This raises several motivation problems, first, trying to move to a unit that close to his hometown; second, tends to rule out official duties to be free to seek additional work outside the office; and third, on retirement are refuse to move out from official resident because not owning their own home yet. The purpose of this research was to analyze the condition of work motivation in retirement age soldiers in Kodim 0807Tulungungung, by using qualitative method. Based on interviews and observations obtained a description that the three problems above really happens in a minority of soldiers are motivated by diverse conditions of work motivation. For those who are not able to suppress a sense of anxiety, tend to lower his motivation. Thus, it can be concluded that the ability to address anxiety in the face of retirement contributed affect motivation levels, therefore their leader need to undertake various initiatives to help they to prepare the retirement in order to make their work motivation keep in high level.  Keywords: Work Motivation, Pension, TNI AD, HRD

Abstract

Abstrak - Perairan Pulau Nipah dan Selat Singapura yang berada di wilayah Provinsi Kepulauan Riau memiliki potensi kerawanan perompakan yang tinggi.  Jika hal tersebut tidak ditangani secara serius akan mempengaruhi opini masyarakat internasional tentang ketidakmampuan Indonesia dalam menjamin rasa aman di wilayah perairannya dan berpotensi mengundang hadirnya negara tertentu di perairan tersebut dengan alasan mengamankan kepentingannya. Pangkalan Utama TNI Angkatan Laut IV telah berupaya maksimal untuk menangani masalah perompakan di perairan tersebut melalui penindakan dan penegakan hukum, sementara di sisi lain Pemerintah Daerah juga bertanggung jawab atas stabilitas dan kondusifitas wilayahnya. Penelitian ini bertujuan untuk melakukan analisis sinergi Pangkalan Utama TNI Angkatan Laut IV dengan Pemerintah Provinsi Kepulauan Riau dalam penanganan perompakan di perairan Pulau Nipah dan Selat Singapura, serta faktor pendukung dan faktor penghambat pada sinergi kedua institusi tersebut. Metode yang digunakan adalah metode kualitatif dengan analisis menggunakan pendekatan teori sinergi, teori pencegahan dan penanggulangan kejahatan, teori hubungan sipil militer, dengan teknik pengumpulan data melalui studi literatur, wawancara mendalam dan observasi. Hasil penelitian menunjukkan bahwa masih belum terjalin sinergi antara Pangkalan Utama TNI Angkatan Laut IV dengan Pemerintah Provinsi Kepulauan dalam penanganan perompakan di wilayah perairan Pulau Nipah dan Selat Singapura. Kedua institusi walaupun telah melaksanakan program pembinaan dan rehabilitasi terhadap pelaku perompakan, namun kegiatan dilaksanakan secara sendiri-sendiri. Faktor penghambat utama adalah terkait dengan belum adanya regulasi yang mengatur sinergi program secara jelas sesuai tugas pokok dan fungsi masing-masing, serta belum ada pedoman yang dapat digunakan sebagai referensi bersama dalam menyelenggarakan kegiatan. Akibatnya penanganan perompakan sebagai salah satu bentuk ancaman non-tradisional di wilayah perairan tersebut belum berjalan secara optimal.Kata kunci:  perompakan, sinergi, stabilitas dan kondusifitas Abstract - The Nipah Island waters and the Strait of Singapore is located in the province of Riau Islands. Its have the high potential vulnerability to sea armed robbery. If these problems are not addressed seriously, it will affect the international public opinion about the inability of Indonesia to secure their own territorial seas. Its potentially invite the presence of another states by reason for securing their interests.  This research raised the phenomenon that tackling sea armed robbery by Indonesian Main Naval Base IV through prosecution and law enforcement are still not able enough to fully cope with the sea armed robbery threats in the waters of Nipah Island and the Strait of Singapore, meanwhile the local government is also has a responsibility to maintain the stability and conduciveness of their territory. This research aimed to analyze the synergy of the Indonesian Main Naval Base IV with the Provincial Government of Riau Islands in the handling of sea armed robbery in the waters of Nipah Island and the Strait of Singapore, as well as supporting factors and inhibiting factor on the synergy of the two agencies. The research method that have been used is the qualitative method of analysis, with  the approach of the synergy theory, the theory of prevention and control of crime, the civil-military relations theory, with data collection through study of literature, interview and observation. The results showed there’s still has not established a synergy yet between the Indonesian  Main Naval Base IV and the Provincial Government of Riau Islands in handling sea armed robbery in the territorial waters of Nipah Island and the Strait of Singapore. Both agencies despite implementing coaching programs and rehabilitation of perpetrators of sea armed robbery, but the activity is undertaken on their own. The main obstacles is a lack of regulations in governing the synergy program that is clearly appropriate mention the basic tasks and functions of each agencies, and there is no guidelines that can be used as a reference on those  agencies activities. As a result, the handling of sea armed robbery as a form of non-traditional threats in the territorial waters is not running optimally.Keywords: sea armed robbery, synergy, stability and conduciveness

Abstract

Abstrak - Presiden RI telah menggagas Indonesia sebagai poros maritim, dengan menggali kembali budaya maritim. Wilayah pesisir adalah daerah yang memiliki budaya maritim. Namun  saat ini masih ada permasalahan di wilayah pesisir terhadap timbulnya konflik sosial. Kondisi itu mengindikasikan bahwa  peran teritorial belum optimal. Oleh karenanya penelitian ini, akan menganalisa peran Korem 083 Bhaladika Jaya yang meliputi bagian timur dari Provinsi Jawa Timur, dalam melaksanakan pembinaan teritorial  pada aspek budaya wilayah pesisir dalam mendukung terwujudnya poros maritim. Penelitian ini menggunakan metode pendekatan kualitatif.  Dari penelitian ini  dapat diketahui bahwa peran Korem 083 Bhaladika Jaya yang dimulai dari peran pembinaan satuan di bidang intel, operasi dan personel belum akurat. Selanjutnya peran pembinaan teritorial program komando atas sudah akurat. Sedangkan peran pembinaan teritorial  aspek budaya di wilayah pesisir belum akurat. Hal itu disebabkan karena pembinaan teritorial pada aspek budaya dengan unsur teknologi dan unsur kesenian belum terlaksana. Guna mengoptimalkan peran Korem perlu disarankan untuk mengatasi permasalahan yaitu 1) Apter belum memahami sebagai Bapulket; 2) kemampuan teritorial tidak sama; 3) Kekurangan personel; 4) Pembinaan pada unsur teknologi dan unsur kesenian belum terlaksana; 5) Masih ada rasa dendam akibat konflik sosial; 6) Sarana kelautan terbatas; 7)  Penggunaan bom berdetonator untuk mencari ikan; 8) Dugaan peredaran narkoba dikalangan nelayan. Sehingga dengan mengeliminir temuan di atas. Diharapkan pembinaan teritorial di wilayah pesisir dalam rangka mendukung terwujudnya poros maritim Indonesia, sebagai bagian dari pertahanan semesta Indonesia akan lebih optimal.Kata kunci: Peran Korem, Pembinaan Teritorial, Wilayah Pesisir Abstract - President of the Republic of Indonesia has announced, that Indonesia as a maritime-axis. For realizing that, Indonesia needs to raise again  the Maritime Culture. The seashore area is part of mainland which has a link with the Maritime Culture. The issues that happened recently are about the changing of culture in that area. It causes the decreasing of fishermen‘s prosperity and sensitive of social conflict. Those situations are indicated that the role of the army territorial units did not work well.  Basically, that role is a part of effort to maintenance the Indonesian Total Defense. Therefore, this research is about the role of the 083th Military Command Resorts “Bhaladika Jaya” which covers eastern part of East-Java Province and it is focused on the culture perspective in order to support maritime-axis program. The qualitative method has used in this research. As the results we have a knowledge regarding the role of 083 th Military Command Resorts “Bhaladika Jaya”.  The result of the analyzing said that the activity of Intelligent Staff, Operational Staff, and Staff of Human Resources was not accurate yet. But the role of defense territorial management has been accurate. In other hand, the role defense territorial management which is focused in seashore areas was not accurate also, because the 083 th Military Command Resorts “Bhaladika Jaya” did not conduct the programs of technology and art aspects at the seashore’s community. Therefore,   the Defense Territorial Management in seashore areas was not optimum. For improving the Defense Territorial Management in seashore areas, the 083 th military command resorts “Bhaladika Jaya” needs to solve all the matters. Those matters as follow ; 1) many military personnel  did not have knowledge as an intelligent agent; 2) Lack of capabilities; 3) Lack of personnel;  4)  Technology and art aspects programs; 5) Social conflict ; 6) Lack of equipment; 7) The utilize of traditional bombs; 8)  The issues of drugs. If they could solve all the matters in above, it will support Indonesia as a maritime-axis state.  Finally, the strategy of Indonesian total defense as an outcome of this research will be optimum. Abstract

Absatrak--TNI  Angkatan  Laut  bertugas untuk melaksanakan tugas TNI matra laut di bidang pertahanan, menegakkan hukum,dan menjaga keamanan di wilayah laut yurisdiksi Nasional sesuai dengan ketentuan hukum Nasional dan hukum internasional yang telah diratifikasi. Lantamal III sebagai pendukung operasi pengamanan wilayah yuridiksi Nasional diwilayahnya membutuhkan alutsista KRI handal yang siap tempur. Kebutuhan yang sangat mendasar bagi operasionalisasi KRI adalah ketersediaan bahan bakar minyak jenis HSD. Selama ini, dukungan HSD sangat kurang hingga berdampak terhadap operasional KRI. Dalam penelitian ini digunakan metode deskriptif dengan pedekatan kualitatif. Untuk evaluasi kebijakan digunakan Teori Evaluasi Kebijakan menurut Badjuri dan Yuwono (2002) yang meliputi pencapaian tujuan dan akuntabilitas kebijakan yang telah diimplementasikan, serta memberikan masukan terhadap kebijakan publik yang akan datang. Teknik pengumpulan data melalui studi pustaka, observasi, dan wawancara.Hasil penelitian menunjukkan bahwa pencapaian tujuan kebijakan dukungan HSD masih bersifat terbatas, akuntabilitas dalam proses perencanaan masih belum sesuai, serta kondisi yang ada belum dijadikan bahan masukan untuk penentuan kebijakan selanjutnya. Di sisi lain,akibat dari kurangnya dukungan HSD dalam operasi KRI di wilayah kerja Lantamal III telah mengakibatkan reaksi dari setiap instansi untuk mengeluarkan kebijakan masing-masing sesuai kepentingannya.Guna mengoptimalkan kebijakan dukungan HSD, maka perencanaan dalam merumuskan dukungan anggaran untuk HSD KRI agar dimaksimalkan. Dukungan dalam bentuk bentuk kuantum sehingga sasaran gelar operasional KRI yang direncanakan dapat dilaksanakan. Selain itu diperlukan peningkatkan pengawasan terhadap akuntabilitas sehingga kebijakan dapat diterapkan secara optimal.Kata kunci:  evaluasi kebijakan, dukungan HSD KRI, Lantamal III Abstract--- Indonesian Navy as a part of Indonesian Armed forces has main tasks as follow, to conductsea defense, law enforcement, and security at the sea jurisdiction of the Republic of Indonesia. It is based on national and international laws. Readiness and mainstay of weapon-system is required for supporting the security of national sea jurisdictions. The basic need of Indonesian warship for sea operation activity is a fuel and its type is high speed diesel (HSD). Therefore, if we lack of HSD, it will has implications for warships operation.Qualitative method has used in this research for analyzing the policy of HSD supply for warships operation. This research uses Policy Evaluation Theory from Badjuri and Yuwono (2002) which is composed of the achievement of goals, accountability, and giving inputs for the next policy. The ways to collect data are interviews, observations and literature study. The result of this research has prevail about the achievement of goals are limited and the planning section is unaccountability. It does not appropriate with the capability, and they did not use the policy evaluation as inputs of the next policies. In the meantime, insufficient of HSD to operate Indonesian warships in areas of the 3th Navy Main Base has caused reactions from every institutions to generate their own policies. To maximize the policy of HSD supply is needed the good formulation of planning and should use quantum as a requirement form. In the end, increasing controls and accountability could make optimum of the policy.Keywords: Policy Evaluation, Indonesian warship fuel supply, Naval Base
