Abstract

The tourism industry has been most affected in the pandemic era. Until now, the development of the tourism industry, especially in big cities, has only focused on public and private sector actors. while in big cities there are two groups of people, namely local communities and urban communities. This community group has never participated in the tourism development process. The city of Surabaya is the second largest city in Indonesia, where the development of the tourism industry is quite massive. From these problems, the researcher wants to see how the process of developing Surabaya's tourism development process runs. Qualitative methods used in this research method, and data collection techniques with in-depth interviews. Ansell and Gash's collaborative governance theory was used in the data analysis of this study. The results showed that the cooperation of the city of Surabaya was not in sync with other players. This can be seen from the government itself which has two tourism promotion agencies, but these two institutions continue to operate independently. Even the people themselves are not involved in the tourism development process, this can be seen from the people who do not know when tourism development takes place in their place of residence. In turn, private individuals who act as developers in the development process do not use local communities as employees. It is clear that the management of cooperatives in Surabaya has not been effective.

Abstract

Public service is a form of activity that is sought to assist service needs that refer to the laws and regulations for citizens and residents in the form of services, goods, or administrative services that have been provided by the public service providers. The government is obliged to carry out public services optimally based on law number 25 of 2009 article 1 paragraph 1 which explains that public service is a form of activity carried out by the government to fulfill the basic rights of its citizens. Therefore the provision of public services is required to be carried out in an optimal manner. optimal. One of the efforts to form public services held by the government is in the field of population administration. As a government agency in charge of providing all population administration services, especially for the Surabaya area. In developing a smart city using e-governance, it is none other than the Surabaya city government, especially the Surabaya City Civil Registration Department, which aims to provide better and excellent public services and provide convenience in interacting with the community. There is a need for reform which is intended to improve and even improve the quality, efficiency, and effectiveness of public service delivery. Through these reforms, systems, methods, and technologies will be created that can reduce costs, shorten service time, and cut bureaucracy. This study aims to determine the application of e-klampid in realizing good governance in the city of Surabaya and to find out the inhibiting and driving factors for e-klampid online. The research method applied in this study is a qualitative method. The results of his research refer to the four indicators of good governance, namely community participation, transparency, supremacy, effectiveness and efficiency.

Abstract

This study aims to determine the effectiveness of the library and archives service in increasing people's love of reading, based on Law Number 43 of 2007 concerning Libraries, libraries are facilities or places to provide reading materials. The research was made using qualitative method, with an on-site observation process, structured and academically, the data obtained from interviews with related parties, documentation and descriptions. The result showed that, the East Java Provincial Library and Archives Service succeeded in increasing the love of reading for the people of East Java beyond what was targeted in the Strategic Plan. This was due to the active efforts of librarians to continue to invite people to read online and offline and to invite children to make reading a habit. Even so, according to SAKIP, the performance of librarians tends to decline due to the pandemic that hit and remains categorized as good. There are several factors that influence the people's love to read, such as the lack of human resources, the lack of awareness of the people of East Java towards reading and making reading a culture, and the lack of development and development of types of libraries. With the factors that affect reading habits, there are efforts that can be made by the East Java Provincial Library and Archives Service to increase people's reading habits such as socialization and promotion to the public about the importance of reading, increasing the number of human resources, and leveling the development and development of libraries. libraries throughout East Java.

Abstract

The establishment of a market value policy is expected to increase the PAD of Karangasem Regency. However, in its application, the Karangasem Regency BPKAD still finds differences in the selling value of non-metallic minerals and rocks among entrepreneurs. This study focuses on the implementation of market value policies in collecting taxes on non-metallic minerals and rocks in Karangasem Regency, obstacles and efforts to overcome obstacles. The study used descriptive qualitative methods and data collection techniques using interview instruments, observation, documentation studies and online searches. The results of the study found that the implementation of the market value policy in collecting taxes on non-metallic minerals and rocks in Karangasem Regency has not run optimally due to several obstacles.

Abstract

A tourist village is a rural area in which it offers rural authenticity, both social life, culture, customs and is supported by tourist potential and supporting facilities presented in the structure of village life. Besan Village is one of the villages that has been designated as a Tourist Village. By establishing it as a Tourist Village, it will increase the Village's Original Income. This study uses a qualitative descriptive approach that aims to describe the management of tourist villages to increase village original income. This research is a qualitative research using the Penta helic theory in which the development of the Tourist Village must be focused on the integrated development of 5 (five) important elements consisting of Academics, Business, Community, Government, and Media. This research was conducted in Besan Tourist Village, Klungkung Regency. The type of data used is qualitative with data sources consisting of primary and secondary data. Data collection techniques used are in the form of observations, interviews, documentation studies, and online data searches. Data analysis techniques are carried out by collecting data, reducing data, presenting data and drawing conclusions. The results of this study indicate that the management of the Besan Tourist Village in the context of improving the original village in the Besan Tourist Village is an integrated development of 5 (five) important elements consisting of Academics, Business, Community, Government, and Media. From the results of this study the researchers concluded that the Management of Tourist Villages in the Context of Increasing Village Original Income in Besan Village in Klungkung Regency has been going well but still experiencing some obstacles.
