Abstract

Implementation of SME's development in Tuban District. The development of SME's becomes an responsibilty for every region, because of this sector is able to absorb a lot of labor and also have positive developments in economic development efforts in the region. The theory used are economic development and SME's. The results of this study are 1) Local government commitment in the development of MSMEs is still not optimal and can be improved further by strengthening the various sectors supporting the development of SME's. 2) In the development of SME's in Tuban Regency is the responsibility of several parties, but there are still some parties whose role and business is still not optimal. 3) The types of activities that have been carried out varied and attempted responsively may be undertaken by local governments, but there are still some important records that need to be improved. Abstract

Tourism of a particular area that has been wrestled with local wisdom can become a tourism commodity in the field of promotion, that it can be sold as an attraction for a tourist attraction to the community. If a local wisdom is packaged in a form of tourism communication, it can be one of the elements of the formation of a local branding from a particular region. This research seeks to understand more about a local socio-cultural aphorism in the Carangwulung region, Jombang. Researchers wanted to know a complete and clear picture of a social phenomenon. Local wisdom in managing tourism in Carangwulung Village requires a strong commitment between various parties to obtain mutual welfare. Through the tourism management multileps model, effective communication is established in the management of tourism potential in Carangwulung Village. The bottom up system is run as a way to increase tourism based on local wisdom. Tourist attractions are managed by following IPTEK, but still based on the social and cultural conditions of the Carangwulung.Keywords: tourism communication, local wisdom, Carangwulung

Abstract

Abstract : The Role of Government in the Sustainable Agriculture Development (A Study of the Development of Organic Rice in the Government of Sragen). The role of government in development is an absolute must, is also the development of sustainable agriculture. Implementation of sustainable agriculture in Sragen itself is inseparable from the role of local government through the relevant agencies of the concept development. The relevant agencies have different roles related and complementary. Factors supporting the role of government in agricultural development is institutional, public awareness, availability of land, technology development, and the role of the private sector. While the inhibiting factor is land use, limited human resource capacity, infrastructure equity, availability and use of technology, and chemical drugs that are not environmentally friendly. The advice given is to provide assistance to the contributing factors in order to function optimally, developing regions in high-potential areas, and to improve the quality of human resources ( farmers and PPL ) and improve the distribution of agricultural inputs. Peran pemerintah dalam pembangunan merupakan hal yang mutlak, tidak terlepas juga pengembangan pertanian berkelanjutan. Penerapan pertanian berkelanjutan di Kabupaten Sragen sendiri  tidak terlepas dari peran pemerintah daerah melalui instansi terkait pengembangan konsep tersebut. Instansi terkait tersebut memiliki peran berbeda yang terkait dan saling melengkapi. Faktor pendukung peran pemerintah dalam pengembangan pertanian tersebut adalah kelembagaan, kesadaran masyarakat, ketersediaan lahan, pengembangan teknologi, dan peran swasta. Sedangkan yang menjadi faktor penghambatnya adalah alih fungsi lahan, keterbatasan kemampuan SDM, pemerataan sarana prasarana, ketersediaan dan pemanfaatan teknologi, dan obat kimia yang tidak ramah lingkungan. Saran yang diberikan adalah dengan memberikan bantuan pada faktor pendukung agar dapat berfungsi lebih optimal, mengembangkan wilayah di daerah yang berpotensi tinggi, serta meningkatkan kualitas SDM (petani dan PPL) dan meningkatkan pemerataan sarana pertanian.Kata kunci: peran pemerintah, pertanian berkelanjutan

Abstract

ABSTRAK Usaha Mikro, Kecil dan Menengah (UMKM) tersebar secara merata di wilayah Indonesia. Salah satu UMKM yang khas di Kabupaten Sidoarjo yaitu batik tulis. Jumlah pelaku usaha batik tulis yang berada di Kampoeng Batik Jetis Kabupaten Sidoarjo semakin menurun. Oleh karena itu pemberdayaan untuk UMKM batik tulis sangat diperlukan agar dapat berkembang dan mandiri. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Pemberdayaan UMKM Batik Tulis di Kampoeng Batik Jetis Oleh Dinas Koperasi dan Usaha Mikro Kabupaten Sidoarjo. Jenis penelitian ini menggunakan penelitian deskriptif kualitatif. Hasil penelitian ini menunjukan bahwa Pemberdayaan UMKM batik tulis di Kampoeng Batik Jetis oleh Dinas Koperasi dan Usaha Mikro Kabupaten Sidoarjo dilaksanakan dengan baik. Pemberdayaan yang dilakukan yaitu 1) mengembangkan usaha meliputi pemasaran, sumber daya karyawan, keuangan dan penguatan lembaga sosial. Dalam hal pemasaran, Dinas Koperasi dan Usaha Mikro Kabupaten Sidoarjo telah memberdayakan para pelaku UMKM batik tulis yang ada di Kampoeng Batik Jetis Kabupaten Sidoarjo dengan mengadakan dan mengikutsertakan pelaku usaha batik dalam kegiatan pameran atau event-event lain. Dalam hal sumber daya manusia karyawan, Dinas Koperasi dan Usaha Mikro Kabupaten Sidoarjo memberikan pelatihan tentang pemasaran online atau Market Place, pelatihan kewirausahaan, pelatihan manajemen keuangan. Dalam hal keuangan, Dinas Koperasi dan Usaha Mikro memberikan fasilitas pinjaman modal. 2). Dalam penguatan lembaga sosial, Dinas Koperasi dan Usaha Mikro Kabupaten Sidoarjo memberikan informasi kepada Paguyuban Batik Sidoarjo adanya kegiatan pameran, pelatihan serta informasi adanya fasilitas pinjaman modal untuk UMKM batik tulis di Kampoeng Batik Jetis Kabupaten Sidoarjo. Kata Kunci: Pemberdayaan, UMKM Batik   ABSTRACT Small and Medium Enteprise (SME) are spread evenly in Indonesia. One of the UMKM’s unique in Sidoarjo is Batik Tulis. However, the number of Batik Tulis business at Kampoeng Batik Jetis Sidoarjo has been decreasing. Therefore, empowerment for UMKM Batik Tulis is very important in order for it to develop and be independent. The aims of this study are to describe and analyze the empowerment of UMKM Batik Tulis at Kampoeng Batik Jetis by Micro Business and Cooperative Official Agency in Sidoarjo. This study uses qualitative descriptive analysis method. The results show that empowerment of UMKM Batik Tulis at Kampoeng Batik Jetis by Micro Business and Cooperative Official Agency in Sidoarjo has been properly implemented. The empowerment taken are as follows 1) developing business, including marketing, human resources, as well as strengthening financial and social institutions. In terms of marketing, the Micro Business and Cooperative Official Agency in Sidoarjo empowers UMKM Batik Tulis at Kampoeng Batik Jetis Sidoarjo through organizing and involving the batik entrepreneurs in exhibitions or other events. In terms of human resources, the Micro Business and Cooperative Offical Agency in Sidoarjo provides training on online marketing or Market Place, entrepreneurship, and financial management. In finance, the Micro Business and Cooperative Official Agency also provides loan facilities. 2). In strengthening social institutions, the Micro Business and Cooperative Official Agency in Sidoarjo provides information to the Batik Associations in Sidoarjo about exhibitions, training as well as details on loan facility for UMKM Batik Tulis in Kampoeng Batik Jetis, Sidoarjo. Abstract

Law Number 23 of 2014 concerning Regional Government clause 29 verse 5 explains that "The strategy for accelerating regional development as referred to in clause (4) covers the priority of development and management of natural resources in the sea, acceleration of economic development, socio-cultural development, humans development resource, development of customary law related to sea management, and community participation in development. Economic growth is one indicator of economic success in Indonesia, but in the course of economic growth there are several economic problems. The main economic problems according to Adisasmita (2005: 201) are (i) consumption; (ii) production; (iii) distribution; and (iv) growth. Economic growth of Indonesia depends on the production of goods and services in the real sectors produced. Surabaya is the second largest city after Jakarta in Indonesia, it is important to explore local economic potential and regional economic competitiveness to encourage the acceleration of the regional economy. The potential of local economic may not be competitive with all districts in the East Java Economic Province. Location Quotient analysis can be a basic calculation method for determining the acceleration of economic development in a region. Based on the Location Quotient analysis, it can be seen that the three main potentials of the local economy are the company's service sector (LQ = 3.056); and the sector of providing accommodation and food drink (LQ = 2,818); financial and insurance sector (LQ = 1,937). It can be concluded that the leading sectors and competitive sectors can be used as the basis for accelerating the economic development of Surabaya City.

While the three main sectors that are competitive are large and retail trade (SS = 11,172.2); car and motorcycle repair sector (SS = 8,113,6); and the sector of providing accommodation and food drink and processing industries (SS = 7,616,7). It can be concluded that the leading sectors and competitive sectors can be used as the basis for accelerating the economic development of Surabaya City.

Abstract

Tujuan dari Penelitian ini Untuk Mengetahui, Menjelaskan dan Menganalisis Bagaimana Proses Implementasi Program Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kantor Kecamatan Jogoroto Kabupaten Jombang dan Mengetahui Faktor Pendukung dan Faktor Penghambat Keberhasilan Dalam  Implementasi Program Pelayanan Administrasi Terpadu Kecamatan (PATEN) Di Kantor Kecamatan Jogoroto Kabupaten Jombang. Penelitian ini menggunakan Metode Kualitatif deskriptif dengan analisis data menurut Miles n Huberman. Dari Kajian Teori Tentang Pelaksanaan Program PATEN dilihat menggunakan Teori Van Meter dan Van Horn mengenai 6 Model Implementasi Kebijakan Yaitu Sasaran Kebijakan, Sumber Daya, Komunikasi, Karakteristik Badan Pelaksana, Sikap Pelaksana dan Kondisi Ekonomi, Sosial dan Politik. Hasil penelitian yang sudah dilakukan di Kecamatan Jogoroto Kabupaten Jombang dari 6 Model Kebijakan masih perlu ditingkatkan dalam Sumber Daya, Komunikasi, Karakteristik Badan Pelaksana dan Kondisi Ekonomi Sosial dan Politik. Dimana Masih Perlu Adanya Sosialisasi Mengenai Prosedur Pelayanan PATEN dan Perlu adanya penambahan Pegawai sebagai penunjang pelayanan PATEN.

Abstract

Penelitian ini dilatar belakangi dengan rendahnya kepatuhan wajib pajak dalam melakukan kewajiban perpajakan. Di KPP Pratama Surabaya Sawahan khususnya masih terdapat wajib pajak yang tidak melaporkan Surat Pemberitahuan Pajak (SPT) Tahunan. Hal tersebut berdasarkan data yang peneliti peroleh dari Seksi Pengolahan Data dan Informasi di KPP Pratama Surabaya Sawahan. Masih cukup jauh dari jumlah seluruh wajib pajak yang terdaftar. Dalam kurun waktu lima tahun kebelakang jumlah wajib pajak memang terlihat selalu naik setiap tahunnya tetapi yang patuh dalam melakukan kewajiban perpajakannya masih belum mencapai separuh dari jumlah keseluruhan wajib pajak. Maka dari itu tujuan penelitian ini yaitu peneliti ingin mengetahui dan merumuskan strategi untuk meningkat kepatuhan wajib pajak di Kantor Pelayanan Pajak Pratama Surabaya Sawahan. Hasil dari penelitian ini dengan berdasarkan metode analisis SWOT, yang mengahsilkan dua strategi yang cukup strategis.   Kata Kunci : Kepatuhan, Pajak, Strategi, SWOT

Abstract

Development of Hot Spring Tourism Object located in Pacet Mojokerto Regency is very beautiful with the original hotwater from Mount Welirang makes visitors come both inside and outside Mojokerto, not only served with hot springs butwith the beauty of the mountains fresh and cold can be felt by tourist visitors. The results showed that the Department ofYouth Tourism and Sports can see that (1) Transportation is in developing road ac cess to tourist attractions is good, there are already signs of directions are expected to add transportation agents travel agencies, (2) Service Facilities need improvement so that what is obtained by tourists is satisfied and feel happy. It can be conclu ded that the improvement of facilities must be considered again, (3) Information and Promotion can be concluded for the promotion that has been done well and developed among the media, (4) Institutional Design collaboration relationship that occurred betwe en the government based on the results of the interview above by researchers obtained institutional design that is between Disparpora, Coordinator of Tourism Object Management , Tourist Visitors, and surrounding communities and need to add a private role such as travel agency , and like the promotion of other events have been well implemented

Abstract

Public services provided by government officials to the public are very many types, one of which is public services in the manufacture of birth certificates. Everyone must have a personal identity in the form of a birth certificate, the document is issued by the Civil Registration and Population Service. Public services provided must be able to run optimally, according to SOP, and satisfy users. This study aims to describe and analyze public services in the creation of birth certificates in the Population and Civil Registration Office of Sidoarjo District. The research method used is descriptive qualitative with data collection techniques conducted by observation, interview and documentation. The focus of the research is on 1) The completeness of facilities and infrastructure is incomplete because the filing of birth certificates implements electronic systems, as well as the provision of limited waiting rooms are not in accordance with the number of people who will come to take care of population administration. 2) Timeliness, the process of making a birth certificate is not in accordance with the Standard Operational Procedure approximately 1 hour 30 minutes. 3) Responsibility, in terms of responsibility emphasizes more on village level government. Because in the birth certificate form there must be a signature and stamp lurah / head, so that if the village that provides will make it easier for the community to complete the requirements of making a birth certificate. 4) The ease of access that has been run still needs to be socialized again so that it can be better understood by the public who will use the service.
