Abstract

This paper discusses the implementation of the resocialization of school dropouts, the role of social workers, and obstacles arising in the PSBR Bambu Apus Jakarta. The study used a qualitative approach with descriptive research methods. The results of the study describe: (1) the implementation of the school's resocialization of dropouts in the PSBR Bambu Apus Jakarta includes internship supplies, the implementation of resocialization, and monitoring internships; (2) the role of social workers as a brokers, educators, mediators, enablers, group facilitator, analyst/evaluator; and (3) barriers arising include less optimal role assistance by social workers in the internship site, the time of limited internship activities, there is no cooperation letter in writing with the partner agency, the limitations of school dropouts, behavior and attitudes adolescent dropout of school that are not ready to adapt to their roles and responsibilities, lack of confidence adolescent dropout in serving customers, and the difference equipment used by PSBR Bambu Apus Jakarta with those used by the company in the internship activities.

Abstract

The Putting-out system is a working system in the informal sector, most of the production process is felt outside of the plant or in a home and place that is self-selected by its employees and takes place without supervision at all from the employer. Through this scheme, the employer can streamline the cost of production by providing wages that are not comparable to working hours and the absence of protection for homeworkers. The women homeworkers must complete the target job with the working time exceeding twelve hours in a day even more. Consequently, their economic and social rights as workers are not met and neglected. The waiver of rights for a worker signifies the absence of protection from the Government for workers of the informal sector, especially women homeworkers. A distinction difference between formal and informal workers in the presence of bargaining power on workers. This study seeks to answer research questions: How do the bargaining power of women homeworkers in the wage given by employers? To answer this problem is used by the qualitative method. Data is collected through observations and in-depth interviews with women homeworkers who are in the status of housewife with husband then analyzed qualitatively. The results concluded that bargaining power owned by women homeworkers was very weak even nothing. They didn't even have the opportunity to negotiate with the wages they received. The interesting thing about this study is the analysis of how this condition can occur,

Abstract

Various problems faced by peasants have caused the decreasing of peasants population in Indonesia. One of those problems is agrarian conflict. For instance, agrarian conflicts which are being faced by SPI (Indonesian Peasant Union) Villages Mekar Jaya and Simpang Sei Kopas bases peasant members, which are object of this research. The objective of this research are to elaborate and analyze the economic condition of peasants in agrarian conflicts situation both before and after organizing social action. Based on observation and in-depth interview with informants, it has been known that economic condition of peasant will be better when peasants control the conflicting land that had been previously converted to agricultural land by peasants, in compared when peasants are not controlling the land or experiencing land clearing. This research conclusion is that situation of land controlling over land conflict becomes determinant factor for economic condition of peasants.

Abstract

Community workers have roles and functions in empowering communities, especially those who are disadvantaged, poor, or lacking access to increased prosperity. Since 2000, the Indonesian Government has developed poverty alleviation programmes with community empowerment approaches and many Community Worker personnel recruited as PNPM Mandiri facilitators in rural and urban areas in various regions in Indonesia. Currently, the number of Community workers has reached tens of thousands but the future of this profession has a problem because the policy and law labor regulation demands that every profession that works should be able to demonstrate its competence through assessment based competency with national recognized competency standards and expressed in the form of competency certificate. Apart from the pros and cons of competency assessment ideas for Community workers, researchers think this still needs to be reviewed and developed because competency problems are issues of professional responsibility and Community Workers will experience challenges in the global future. Research on the process of competency assessment for Community workers at LSP FPM is aimed at the process of assessment processes done and the results, and hopefully can be contributed both academically and practically for the efforts of the development Community Worker profession.

Abstract

This paper discusses the role of social worker in implementing the removal of neglected children of Indonesia citizens by foreign citizens (intercountry adoption) in Yayasan Sayap Ibu Branch of Jakarta. This paper also uses qualitative approach and descriptive methods. The data collection carried out by observation and in depth interviews with ten informants consists of social workers, coordinator for child alleviation, four people of prospective parents, and four people of related ministries/institutions. The results of this paper describes: (1) the role of social workers as enabler, broker, mediator, negotiator, advocate, and also other roles, which as administrator and counsellor; (2) barriers from prospective adoptive parents in the form of incomplete documents, refusal from adoptive parents to adopted children, prospective parents are less cooperative. The barriers from inside institutions are social worker welfare and less responsive work environments for social workers. Meanwhile, limited knowledge and skills in digging information, limited foreign language skills, and also change in official/officer in related ministries/institutions are the barriers for social workers in Yayasan Sayap Ibu Branch of Jakarta.

Abstract

The Maritime Axis proclaimed by the Jokowi-JK Government should make the coast and small islands the front yard of Indonesia. however, the condition that occurs is that the small islands in Indonesia are almost virtually untouched in terms of development because the country is focused on the land areas of the densely populated large islands. This condition can be seen from the small island community services that are far from the standards in the health sector, education, transportation, and aspects related to community needs. So far, the country's attention to small islands is under the umbrella of Law Number 1 of 2014, revised from Law Number 27 of 2007 concerning Management of Coastal Areas and Small Islands. The policy was also deemed to be unable to accommodate the needs of the small island. Currently in Indonesia has many laws and regulations governing management related to the management of coastal areas and small islands. But in reality these laws and regulations are not implemented much. This is caused by weak law enforcement, sectoral egoism and weak coordination between sectors. In managing small islands, there is often a lot of debate in terms of economic, geopolitical, and even socio-cultural. This difference in perspective leads to interventions that actually harm the island community. This happened in the Zoning Plan for Coastal Areas and Small Islands (RZWP3K) which is being prepared by the Provincial Government of DKI. One of the areas affected by the implementation of the RZWP3K is Pari Island, the Thousand Islands cluster will become a tourism island. Meanwhile, more than 300 households in Pari Island work as fishermen. The majority of this research is a study that uses a qualitative approach, with descriptive research type. The results of this study indicate that policy implementation through RZWP3K does not necessarily address the problem of space on small islands, because there are inconsistencies and uncertainty from the central and regional governments to manage and utilize coastal areas and small islands.
