Abstract

Ketuk Pintu Layani Dengan Hati (KPLDH) is a health program from the Government of DKI Jakarta that has been planned and executed since 2015. This program aims to make health access near to the people, especially middle to lower class. In this program, a health team (consists of 3 medical personnel: doctor, midwife, and nurse) visits people’s homes. This research focuses to one of the program’s implementations: Home Health Promotion, which aims to educate people to have a health paradigm in Kecamatan Kebayoran Lama District. Among other districts in South Jakarta, statistically this district is the most densely populated with high numbers of newcomers. Also, the accomplishment of the KPLDH program in this district is the lowest among others. This research focus to describe the implementation of Home Health Promotion, and to discover supporting and obstacle factors of the implementation of its activity using qualitative approach with data collection technique using field observation and in-depth interview to the program’s planner, executors, and recipients. The result of this research shows that health promotion holds an important role in people’s empowerment in the health field. The main supporting’s factors of this programme are from Head of the Puskesmas and positive response from the beneficiaries, while the obstacles of this programme are limited budget, lack of human resources, and lack of work’s facilities.

Abstract

Village development is a new concept of development paradigm from the Government driven development model or community driven development into Village driven development which positions the village as the subject of development. Villages that drive development with local initiatives are also the spirit of the government's ideals as well as the third point of the President's Nawacita which states that it will develop Indonesia from the periphery by Strengthening Regions and Villages within the framework of a unitary state. The local authority of the Muris Kecil village recognized by the central, provincial and district governments is evident in the provision of large funds, but in the 2015 Village Development Index, the village of Muris Kecil is classified as a village with a lagging village category. Because it is interesting to see how the implementation of development management in the village of Muris Kecil to independent villages, where transparency and accountability in planning, implementation, and reporting of each development activity is carried out. This research was conducted using a qualitative approach and using in-depth interviewing techniques and observation. The results of the research have shown that the implementation of local authority is hampered by a lack of Human Resources and community access to information regarding the importance of development to improve people's welfare, the weak role of local institutions in supporting community participation in development activities, and the lack of awareness of village officials to realize governance accountability-based village governance.

Abstract

This paper discusses the implementation of the resocialization of school dropouts, the role of social workers, and obstacles arising in the PSBR Bambu Apus Jakarta. The study used a qualitative approach with descriptive research methods. The results of the study describe: (1) the implementation of the school's resocialization of dropouts in the PSBR Bambu Apus Jakarta includes internship supplies, the implementation of resocialization, and monitoring internships; (2) the role of social workers as a brokers, educators, mediators, enablers, group facilitator, analyst/evaluator; and (3) barriers arising include less optimal role assistance by social workers in the internship site, the time of limited internship activities, there is no cooperation letter in writing with the partner agency, the limitations of school dropouts, behavior and attitudes adolescent dropout of school that are not ready to adapt to their roles and responsibilities, lack of confidence adolescent dropout in serving customers, and the difference equipment used by PSBR Bambu Apus Jakarta with those used by the company in the internship activities.

Abstract

Inadequate houses and slums are part of the welfare problems of low-income families. A community-based approach is believed to be an effective way of providing housing for low-income families, as it is seen as an effort to empower them. This study describes the stages in community based housing program in Mauk Sub district, Tangerang District, conducted by a non-governmental organization, Habitat for Humanity Indonesia (HFH Indonesia). This study aims to describe how the stages being implemented with the community based approach. This qualitative research using purposive sampling techniques. Data collected with a semi- structured in-depth interview with the representatives of the local leaders in Mauk, representatives of local committee, representatives of HFH Indonesia staff, and representatives of Mauk’s community members. This study found that the program carried out in 6 stages, namely: Survey and Assessment, Local Committee Formation, Home Partner Selection, Social Preparation, Program Implementation, Monitoring, and Evaluation. HFH Indonesia has been implementing the community based approach in its program as an effort to empower the community. Yet, the study revealed there is need a termination phase as a part of the program sustainability. In this phase, the local committee needs to be officially and legally institutionalized, and capacity building to be a Community Based Organization. This study also confirmedthat the housing provision program for the low income families need to be carried out with the community based approach which implemented community participation and building the community’s capacities in order to empower and enable them to solve their housing problem(s) with their own resources and capacities. This study also revealed that if there is not any local organization partner as the community workers in the particular program area, then it can start with the local committee formation.

Abstract

Protection of children is a guarantee that has been agreed globally. The form of protection that can be provided is to ensure that children's rights are fulfilled wherever they are, including when they are not in Indonesia. Children of Indonesian Migrant Workers (PMI) experience multiple vulnerabilities, especially when children have to be born and live in the country where PMI works. The most obvious problem is the emergence of stateless children. Child without a birth certificate or citizenship certificate, has limited access to basic needs and government services. Guarantees for the protection of children has become the responsibility of all parties. So, through a qualitative approach and in-depth interview methods, the authors try to see to what extent PMI's role and efforts as parents, the state through the Indonesian Consulate (KRI), and the company where PMI works in fulfilling children's rights in the Palm Oil Plantations in the Tawau Region, Sabah, Malaysia. The authors' findings show that various positive efforts have been made by the company and KRI in Tawau to fulfill children's rights to education, health, and other needs related to the life of children's growth and development. However, it was found that the awareness of parents in particular to fulfill children's rights to education is still low so that there are still children who have to work with their parents. Meanwhile, educational facilities and infrastructure in the form of Community Learning Center (CLC) has continue to be developed by the corporation, starting from the teachers to the curriculum. Another challenge faced is the reluctance of PMIs who enter illegally to report themselves and their families, so that outreach efforts to PMI's children are still not optimal. This study shows that the fulfillment of the rights of PMI children can be done better with collaboration and synergy between parties. The combination of awareness and willingness of parents to open children's access to services along with optimized facilities from the company and KRI can contribute to better fulfillment of children's rights.

Abstract

The Putting-out system is a working system in the informal sector, most of the production process is felt outside of the plant or in a home and place that is self-selected by its employees and takes place without supervision at all from the employer. Through this scheme, the employer can streamline the cost of production by providing wages that are not comparable to working hours and the absence of protection for homeworkers. The women homeworkers must complete the target job with the working time exceeding twelve hours in a day even more. Consequently, their economic and social rights as workers are not met and neglected. The waiver of rights for a worker signifies the absence of protection from the Government for workers of the informal sector, especially women homeworkers. A distinction difference between formal and informal workers in the presence of bargaining power on workers. This study seeks to answer research questions: How do the bargaining power of women homeworkers in the wage given by employers? To answer this problem is used by the qualitative method. Data is collected through observations and in-depth interviews with women homeworkers who are in the status of housewife with husband then analyzed qualitatively. The results concluded that bargaining power owned by women homeworkers was very weak even nothing. They didn't even have the opportunity to negotiate with the wages they received. The interesting thing about this study is the analysis of how this condition can occur,

Abstract

The agricultural sector is one of the highest contributors to Indonesia’s GDP, even during the COVID-19 pandemic. The irony is that based on Indonesian Central Bureau of Statistics data, at least 25.14 million Indonesian were below the poverty line, with 15.15 million lives in rural areas and the majority of whom worked in the agricultural sector. TaniFund is a startup company with a vision to improve the welfare of farmers by utilizing information and communication technology (ICT). TaniFund builds partnerships with farmers in rural areas and opens access to capital through a peer-to-peer lending system. This study aims to describe the ICT in the TaniFund partnership program with farmers, using qualitative methods and a phenomenological approach through literature study, documentation, observation, and in-depth interviews. The results of the study identified the use of smartphones and internet access to support information and data exchange, communication applications, search engine sites, peer-to-peer lending systems, and long-distance remittances, as part of ICT. ICT plays a significant role as an enabler in this partnership, for TaniFund still uses several conventional approaches but it is ICT that allows the smoother, faster, more transparent, and accountable data and information exchange, also encouraging financial inclusion.

Abstract

Competition in the world of work that is getting tougher requires everyone to have good abilities in a certain field, especially in the era of the Asian economic community like now, competition with workers from other countries is inevitable. To answer this challenge, the government through the Ministry of Social Affairs established a Rehabilitation Center which is focused on providing skills training for persons with disabilities. The training conducted specifically for preparing persons with disabilities for the world of work by providing training and social guidance. However, in its implementation, there are various obstacles so that organizations need innovation. These obstacles occur because of limited human resources. That makes the implementation of the role of social workers and instructors to develop and become an important concern. This research examines the stages and processes in service programs at the rehabilitation center. The research approach is qualitative. While the technique of reading interview and observation data, as well as study documentation. The number of informants was 14 people, namely informants from instructors, social workers, and BBRVBD students. This study found that the service stages at BBRVBD were run linearly. However, based on the process, there are various security that cannot be avoided. Constraints occur because of various limitations that come from internal BBRVBD and from organizational organizations. Constraints that occur indirectly have implications for the process at the resocialization stage

Abstract

The difficulty of reaching street children in a birth certificate program is due to a poor communication process in the context of adults to street children who prefer to interact with their peers. Although there are many studies in relation with this topic that illustrate several perspectives, there is still lack of research which describe the role of peer educator on a street children birth certificate program. This study uses a qualitative research method by interviewing 13 informants and group discussion with 7 informants which selected using purposive sampling techniques. The data findings are processed by categorizing the data in accordance with the study question and conceptual framework. It was found that peer educators play their role in spreading out information about birth certificates, play role as a counselor, motivator and including influencing the decision of street children to adopt the innovation of birth certificate. Peer educator proximity with peers is a major supporting factor to perform their role well. Also, time management was considered as a constraining factor in peer educators to perform their role.

Abstract

The number of homeless and beggars are projected to further increase given increasingly strong appeals of urban areas to the villagers. The absence of sources of income, limited access to productive facilities, and lack of skills make begging as bread and butter. Furthermore, the tendency of laziness becomes a culture and societies’ permissive characters are enacting the activity of wandering and begging. This research applies qualitative approach with descriptive research type. The purpose of the study is to observe the social rehabilitation programs for homeless drifters and beggars with Panti Sosial Bina Karya “Pangudi Luhur” as a research location. In this study, the researcher determines to identify the inhibiting factors of the program and the consequences it’s created. By implementing the activities on food processing and tailoring, PSBK Pangudi Luhur equip their clients with work skills with an eye to prepare to improve their livelihood after rehabilitation. With the skills, the clients are expected to have capacities for entrepreneurship and employment. However, the implementations of the program are frequently hampered due to the lack of facilities and tools, the nonexistence of standard curriculum for the instructors, the difficulties in finding workplace to intern, and the low education level of the clients.
