Abstract

AbstractOne of the consequences of globalization for Indonesia is the migration of Indonesian workers abroad, especially women in low-ranking domestic workers. Globalization demands changes in governance (governance). The quality of governance is inseparable from the quality of public management. Changes due to globalization in all fields increase the interdependence and interconnection among all countries in the world today, as well as the placement of Indonesian migrant workers abroad. From various studies conducted, it is found that the placement of Indonesian migrant workers presents the presence of international actors in the migration process. Many facts reveal that the migration industry as an international actor has a stronger power relation role in determining the migration process and holds control in the recruitment process for prospective Indonesian migrant workers. This study tries to analyze from the perspective of the concept of sound governance where to produce good governance, the dimensions of sound governance need to be a support in the implementation of the placement of migrant workers. From the results of case analysis by comparing various studies on the placement of Indonesian migrant workers, it is found that currently, the Government in managing the placement of migrant workers has not implemented a sound governance perspective. Furthermore, in order to improve governance, the dimensions of sound governance offered in this paper can be a step in improving all aspects of the placement of Indonesian migrant workers.Keywords: sound governance, governance, Indonesian migrant workersAbstractSalah satu konsekuensi dari globalisasi bagi Indonesia adalah adanya arus migrasi tenaga kerja Indonesia ke luar negeri khususnya perempuan pada jabatan rendah domestic worker. Globalisasi menuntut perubahan tata kelola dalam pemerintahan (governance). Kualitas tata kelola tidak terlepas dari kualitas manajemen public. Perubahan akibat globalisasi di segala bidang meningkatkan saling ketergantungan dan interkoneksi di antara semua negara di dunia saat ini, demikian juga dengan penempatan pekerja migran Indonesia ke luar negeri. Dari berbagai penelitian yang dilakukan, ditemukan fakta bahwa penempatan pekerja migran Indonesia menghadirkan adanya actor-actor internasional dalam proses migrasi. Banyak fakta mengungkap bahwa Industri migrasi sebagai actor internasional memiliki peran relasi kuasa yang lebih kuat dalam menentukan proses migrasi serta memegang kendali dalam proses rekruitmen calon pekerja migran Indonesia. Penelitian ini mencoba menganalisis dari perspektif konsep sound governance dimana untuk menghasilkan tata kelola yang baik, dimensi-dimensi sound governance perlu menjadi dukungan dalam pelaksanaan penempatan pekerja migran. Dari hasil analisis kasus dengan membandingkan berbagai penelitian tentang penempatan pekerja migran Indonesia, ditemukan fakta bahwa saat ini, Pemerintah dalam mengelola penempatan pekerja migran belum menerapkan perspektif sound governance. Lebih lanjut untuk melakukan pembenahan tata kelola, dimensi-dimensi sound governance yang ditawarkan dalam tulisan ini dapat menjadi tahapan dalam melakukan pembenahan dari segala aspek penempatan pekerja migran Indonesia.Kata kunci: sound governance, tata kelola, pekerja migran Indonesia

Abstract

AbstractSanitation management is an important part of sustainability in line with the Sustainable Development Goals (SDGs). For this reason, the Directorate General of Human Settlements (IPLT) has built an infrastructure for sewage treatment plants (IPLT) in an effort to increase public access to sanitation services. For optimal and sustainable IPLT, it is necessary to separate the functions of regulator and operator managing the sanitation sector through institutional development of the technical implementing unit (UPTD). The focus of the discussion of this article is on the analysis of the institutional development of the UPTD for the management of IPLT Infrastructure in Ponorogo Regency in 2021. The results of the research are that institutional development is running according to the SE Ministry of Home Affairs No 061/4338/OTDA concerning Consultation Guidelines for the Establishment of Branch Offices and UPTDs, however, in the consultation process for KA UPTD PALD Ponorogo Regency at the Bureau of Organization of East Java Province was delayed because of the "Acceleration Process for Equalization of Positions in the Regional Government Environment" agenda by the Ministry of Home Affairs as stated in a Circular from the Ministry of Home Affairs Number 800/6078/OTDA. Untuk hal tersebut infrastruktur instalasi pengolahan lumpur tinja (IPLT) telah dibangun oleh Direktorat Jenderal Cipta Karya upaya meningkatkan akses masyarakat terhadap layanan sanitasi. Untuk optimal dan berkelanjutan IPLT maka perlu pemisahan fungsi regulator dan operator pengelola bidang sanitasi melalui pengembangan kelembagaan unit pelaksana teknis dinas (UPTD). Fokus pembahasan artikel ini pada analisis pengembangan kelembagaan UPTD untuk pengelolaan Prasarana IPLT Kabupaten Ponorogo tahun 2021. Hasil penelitian adalah pengembangan kelembagaan berjalan sesuai SE Kemendagri No 061/4338/OTDA tentang Pedoman Konsultasi Pembentukan Cabang Dinas dan UPTD namun demikian, pada proses konsultasi KA UPTD PALD Kabupaten Ponorogo pada Biro Organisiasi Provinsi Jawa Timur tertunda karena adanya agenda “Akselerasi Proses Penyetaraan Jabatan di Lingkungan Pemertintah Daerah” oleh Kemendagri sebagaimana tertuang dalam Surat Edaran dari Kementerian Dalam Negeri Nomor 800/6078/OTDA. Abstract

AbstractCovid-19 has disrupted life and the economy. Large-Scale Social Restriction Policy (PSBB) - The implementation of Community Activity Restrictions (PPKM) to contain the spread of the COVID-19 pandemic has had a negative impact on all economic activities in Indonesia, including micro, small and medium enterprises (MSMEs). MSME actors have very limited resources and vulnerable supply chains and business-to- business/business-to-client relationships. This article focuses on a multidisciplinary methodological approach for MSMEs to innovate in an effort to new markets and make better use of their limited resources. The results of the research are insights about innovation as a means of survival for SMEs during and entering the new normal in the midst of Covid-19. The use of digital resources was identified as a key facilitator for research-based innovative networking and product design in the context of a pandemic requiring physical distancing.Keywords: marketing innovation, strategy, covid 19 pandemicAbstrakCovid-19 telah mendistrupsi kehidupan dan perekonomian. Kebijakan Pembatasan Sosial Berskala Besar (PSBB) - Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) untuk menahan sebaran pandemi COVID-19 telah berdampak negatif pada semua kegiatan ekonomi di Indonesia tidak terkecuali pelaku usaha mikro kecil menengah (UMKM). Pelaku UMKM memiliki sumber daya yang sangat terbatas dan rantai pasokan yang rentan serta hubungan bisnis-ke-bisnis/bisnis-ke-klien. Artikel ini berfokus pada pendekatan metodologis multidisiplin untuk UMKM berinovasi sebagai upaya untuk pasar baru dan memanfaatkan sumber daya mereka yang terbatas dengan lebih baik. Hasil penelitian adalah wawasan tentang inovasi sebagai alat bertahan bagi UMKM selama dan memasuki new normal ditengah Covid-19. Penggunaan sumber daya digital diidentifikasi sebagai fasilitator utama untuk jaringan dan desain produk inovatif berbasis penelitian dalam konteks pandemi yang harus menjaga jarak secara fisik.Kata kunci: inovasi pemasaran, strategi, pandemi covid-19

Abstract

AbstractHuman resources are a valuable asset for the organization. Talented employees will certainly make a lot of positive contributions to the organization. To manage these talented employees, it is necessary to implement talent management to increase the desire of talented employees to survive. This study aims to answer the problem of implementing talent management in the public sector. The research method uses a literature study. The results show that the implementation of talent management in public sector organizations faces challenges in the form of a lack of talented experts and the difficulty of retaining qualified experts to survive in public sector organizations. Factors such as organizational culture are able to influence the implementation of talent management in public sector organizations.Keywords: human resources, talent management, public sectorAbstrakSumber daya manusia merupakan aset berharga bagi organisasi. Para karyawan yang bertalenta tentunya akan memberikan banyak kontribusi positif bagi organisasi. Untuk mengelola para karyawan yang bertalenta ini, diperlukan penerapan manajemen talenta untuk meningkatkan keinginan para karyawan bertalenta untuk bertahan. Studi ini memiliki tujuan untuk menjawab permasalahan penerapan manajemen talenta di sektor publik. Metode penelitian menggunakan studi literatur. Hasil penelitian menunjukkan bahwa penerapan manajemen talenta di organisasi sektor publik menghadap tantangan berupa kurangnya tenaga ahli bertalenta dan sulitnya mempertahankan tenaga ahli berkualitas untuk bertahan di organisasi sektor publik. Abstract

Abstract This study aims to describe community empowerment for access to sustainable sanitation, a case study in Doudo Village, Panceng District, Gresik Regency, East Java. The method used in this research is descriptive qualitative research method. The selection of informants was done by purposive sampling. Data obtained through interviews, observation and documentation. The data analysis technique used qualitative analysis. The results of the research on the implementation of empowerment were carried out in three stages, namely: (a) the awareness stage by conducting socialization to the community which was considered optimal supported by high community participation to participate in the socialization, (b) the capacity stage involving program participants into activities including training activities, pre-construction activities, and health counseling activities that are considered good are supported by the delivery of detailed and clear material, and (c) the empowerment stage with the ability of program participants to help Doudo Village realize sanitation goals. Abstrak Penelitian ini bertujuan mendiskripsikan pemberdayaan masyarakat untuk akses sanitasi berkelanjutan studi kasus di Desa Doudo, Kecamatan Panceng, Kabupaten Gresik, Jawa Timur.
