Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

This article aims to argue that territory is ahistorical concept rather than a constant one in explaining political conception of state and other political entities. Referring to liberalism and political realism, territory has been one of the core concepts in the study of political science. This paper will then elaborate the concept of territoriality and its problem in the era of globalization, which will also describe the existence of territory of non-state actor in private and public sphere. At the end of this article, I will outline the possibility to have a different reaction against the threat of non-state actor when the notion of territory is not taken for granted anymore.

Abstract

This article attempts to explore the explanative factor behind the ineffective Indonesian security sector reform. In general, Indonesian military reform can be divided into several aspects: normative regulative framework), substantive (military doctrine), structural (military organization) and defense economics. This article applies Horowitz’s framework of military diffusion, which mainly sees financial intensity and organizational capital as the principal factors in explaining military innovation adaptability in international systems. At the end of this article, I conclude that both aspects have proven to be the main factors behind Indonesian ineffective defense transformation.

Abstract

In this last decade, a closed cooperation of rural development “Saemaul Undong” between South Korea and Vietnam has been formed. Saemaul Undong is a success model of South Korea’s rural development. Along with it, question related to the possibility of adopting Saemaul Undong by developing countries arises. With this regard, this research attempts to explain the reasons why this cooperation has been formed. By using concept of cooperation, this research tries to observe the existence of goals and benefits in “Saemaul Undong” cooperation between South Korea and Vietnam. Result of this research affirmed that goals and benefits spurred “Saemaul Undong” cooperation between both parties. South Korea aimed to internationalized its Saemaul Undong, while Vietnam aimed to attain the success of rural development. In this context, South Korea was able to provide funding, experience, and knowledge in mobilizing rural people’s participation, while Vietnam was able to justify the possibility of adopting SU by developing countries. Finally, this research showed that cooperation can not be separated from goals and benefits of parties.

Abstract

The global civil society is often regarded as a progressive moral force that provides advocacy and protection of marginalized groups in the global political arena. Nevertheless, departing from the belief that civil society has great power and influence over global dynamics, it sees that the legitimacy claims they articulate and articulated by academics are essential to be evaluated, especially with regard to their representation and accountability groups and individual beneficiaries. This paper concludes that the claims of legitimacy of civil society are less justifiable, both normatively and empirically. From the normative point of view, claims for civil society representation are problematic because they are often less ethical and thus have a counterproductive effect on the benefit of beneficiaries. In addition, they are more accountable to donors and the sustainability of related institutions than the interests of beneficiaries. From the empirical point of view, the legitimacy of civil society is also questionable because it is now emerging discourses from their own beneficiaries who oppose the actions of representatives and the lack of accountability demonstrated by International Non-Governmental Organizations over Beneficiaries. This paper concludes with a recommendation to the International NGOs to put the Beneficiaries' interests as top priority and stop projecting beneficiaries as passive, mute, and without political agency.

Abstract

Japan has reinterpreted Article 9 as the fundamental constitution of their antimilitarist culture and shows its willingness to play a more active role in the International security. This article seeks to examine the changes of Japan’s security and the potential shift of antimilitarist strategic culture, arguing that despite the continuous changes, Japan has not changed its strategic culture due to perpetual debates within the domestic politics that are vital in shaping the security identity. The changing security practices are merely a natural response to the current dynamic of International security environments. Therefore, it remains unlikely for Prime Minister Shinzo Abe to achieve his aim for a constitutional reform.

Abstract

This article tries to explain how misperception can trigger conflict between countries. The article would employ spiral model of conflict proposed by Robert Jervis as a theoretical framework to scrutinize contemporary US and Chinese contemporary competition. As a result, this paper shows how threat assessment could trigger a spiral of conflict through state’s tendency to overestimate threat level and its failure to perceive that defensive behavior can be interpreted as offensive by the belligerent. Based on this analysis, the probability of conflicts can be reduced as each country tries to comprehend motivations that drive other behavior, perceptions and reactions that might arise as a result of the strategic empathy.
