Abstract

"All societies have a continuing interest in the way their young people are prepared for citizenship and learn to take part in public affairs. [Since] the 1990s, this has become a matter of increased importance not only in societies striving to establish or re-estab lish democratic govemments, but also in societies with continous and long-established democratic traditions. What effective citizenship means and the role of format education in building a civic culture is important not only to govemments and policy-makers, but also to the public at large" (Torney-Purta, Schwille &Amedeo, 1999:12). 'There is an old saying that the course of civilization is a race between catastrophe and education.  In a democracy such as ours, we must make sure that education wins the race" (John F. Kennedy, 1958, daiam Print et all, 1999:9).

Abstract

The political changes that have been experiencing by the Indonesian since the era of reformation show a face of ambivalence. On one hand, the freedom comes with the exciting expectation from the peopie of this country. On the other hand, the phenom enon has been showing that the political authorization is going on the process accompanied by ethic and moral degradation. This issue has brought Indonesia in a difficult situation and far from justice, peace, and weifare. However, a religious country has been claim by Indonesian as a character of this nation. This paper discusses political Issues in Indonesia focusing on the current Indonesian politic, the root of the country's problem; the religion at the centre of the reformation, and the political value of the religion with the significant of the politicai theology.

Abstract

There is no a specific term relating to the nation of a local community in Intemational Law. In term of practical meaning, however, the word of indigineous people in international convention obviously indicates to the existing of Indonesian societies, such as Badui, Dayak, Asmat, and Kubu. Inspite of the fact, that the local communities are not identical with legal concept of indigineous people in intemational convention, the 1945 constitution and the anuthonomy of iocal govemment Act No. 32/2005, recognize the term of traditional socities or local customary rules. These are relevant element of indigineous people, but they cannot directly be addressed to name local community. This is not because all local communities in Indonesia are applied modem type of governments, but also because traditional values partly operate in certain local commuriities. In order awamess of law and human rights, it is relevant to take into account local communities and its interest to accommodate into local law enacted by the local perliement.

Abstract

Indonesia has an enourmous potency in marine and fishery resources. However, this potency of living and non-living resources has not been optimally utilized. National development based on marine and fishery sector is a stretegic step forward for national sustainable and justice development. For this purpose it is needed an internal strengten to all sectors such as institution, policy, human resources, and data information so that during exploitation will not face problemss in environmental as well assustainability of the resources.

Abstract

RecentlyIndonesia is facing the issues of the border with Malaysia. After facing the Sipadan and Ligitan conflict, Indonesia and Malaysia have been disputing to claim the Ambalat area. Aregion is an important factor of a country. The alteration of  the border of a region does not change the status of a country. Also, an unclear border of a region does not alternate the existence of a country. This paper describes some theories relating to the role of the International Law in a country's border. Some discusses the profile of the border of Indonesia relating to its neighboring countries,such as Thailand and Australia. This paper also analysis the role of the Intemational Law in the issue of country's border, particularly Indonesia, focusing the on the intemal and extemal functions of the International Law. The external function could be used as a base of Indonesian diplomacy at the international level. The intemal function would be utilizedas a tool to harmonize the National Law of Indonesia, however, this is not conducted yet.

Abstract

The problems are internal and extemal as scope of the Human Being Resources (MR) Included the Human Being Resources of Entrepreneur (HRE). As HR agent and objective in nation development process. Muhamad (2000:9) said that the human being influence in development to many problems like; planning, value sistem consideration and society. HRE prepare to everyting that become nationl problem. It is not only grow the economic sector but whatever the concerning nation development such as; confidence, skill at organizing, high level of energy, value of achievement over money, that support and keep stability all of nation development sector.The concerning about it, HRE probably seemb Inheren in ownself as the fenomena of characteristic HRE. Whereas, the role of HRE is as the important factor and certain in the economic field development. Therefopre, in totality national developmentall of society elements are needed to support stability such as; materiil, HR and included HRE. How do HRE comprehend the nationalism to or in national development?To analize this case, begin from the meaning of nationalism, the support factor bom ationalism/national identity, right and responsibility of society nationalism, characteristic of nationalism HRE, comprehension of nationalism HRE, implication of Islamic to comprehension of nationalism HRE, strategy of comprehension of nationalism HRE, and perspective view of comprehension of nationalism HRE.The result of study in this case viz; HRE have the characteristic that seemb to be examined theown personality become the civics that prepare to comprehend the nation identity/nationalism in nation development. Abstract

The goal of the economy development is to increase the welfare of a nation. The welfare is often indicated by the low or the high of the country's income per capita. However, recently the environmental factor should be included in the formulation of the income per capita of a country as a green national income. Firstly, this paper discusses the relationship between the income per capita and the income distribution. Secondly, the discussion includes the assessment of the income distribution imbalance focusing on the aspects of imbalance Ratio, Lorenz Curve, and Gini index. Lastly, Kuznet Curve is crucial to be used in the economic development analysis as an environmental factor in the income per capita of a country.

Abstract

Indonesian  tourism was grief due to the Bali bombing on October 12, 2002. The tsunami on December 2004 also made the Indonesian tourism was sorrow. The Aceh tsunami devastating some regions of Aceh and North Sumatra had killed more than 125.000 people. The sad feeling from the disaster was not overyet; however, the earthquake in Nias, North Sumatra, was happened just several months after the Aceh tsunami. Because of the Nias victims were more than 500 people, this Nias disaster was proposed as a national disaster. It was reasonable because the echo of the Nias earthquake was not only at regional level but also at the international level. Nias Island is well-known as an international surfing adventure, it was proved that aids from allover the world came to Nias. In this event, however, the condition of domestic and overseas tourists in Nias was not clear. The other question is how much the damage of the tourist facilities, particularly hotels, as the impact of the Nias disaster. This paper discusses the impact of the Nias earthquake focusing on some aspects of tourism, social-politic, regional economy, public and tourist facilities.

Abstract

In Indonesia the nationalism discourse has been placed on the debate between Tjipto Mangoen Koesoemo and Soetatmo Soerjokoesoemo. Tjipto established the Budi Utomo and the Indische Partij, meanwhile Soetomo founded the Javanese Nationalism Comiittee. In 1918 the debate was published as flyers entitle "Javanese of indische Nationalism." Soetatmo made the Javanese nationalism more in progress based on the language and culture for the national interest. On this perspective, Soetatmo proposed the role of the pandito as the creator of peace on the chaos movement by improving the relationship between people and princes; In this regard the people became the ordinary people devoting to the lord. On the other side, Tjipto stood with his Indische nationalism due to the reincarnation of the true noble with its glorious morality, through the resistance with no compromise for the oppression and exploitation conducted by the Dutch and the upper class (priyayi) to the ordinary people.

Abstract

Up to now, the discourse of the Indonesian nationalism development is still going on. Debates and questions on this issue tend to show that the birth of Indonesia was based on the porous nationalism. It was accumulated with the emerging several centrifugal conflicts in this country triggered by the issues of religions, ethnic, etc like what had taken place in Ambon, Sampit, Sambas, and Aceh. This paper discusses the concept of dynamic nationalism that should be earthed through the dialectic process from time to time. Models of repressive ideologies and political mobilization must be eliminated. For example, the collapse of Soviet Union and Yugoslavia were lesson that could be leamed from this issue. The future face of the Indonesian nationalism should be based on the human right without any forces, violence, exploitation, and suppression.
