Abstract

Agglomeration has become a central attention in the literature of economic geography, business strategy and national competitiveness, and regional studies. However, we still know little of how common and widespread the phenomenon of agglomeration across regions, cities, and industries. This paper explores the nature of agglomeration, where it tends to locate in DIY, and the driving forces underpinning agglomeration. It found that urbanisation and industrialisation tend to merge and form an extended city of Yogyakarta. The pattern and dynamics of agglomeration has been extending, albeit bringing wider inequality spatially. Hence, a common "spaceless" regional development strategy is urgently reformed.

On the other hand, the existence of the streets vendors in urban areas has been blamed because they are making some problems of urban traffic jams and the beautification of cities. As a matter of the fact, they are needed by many people living in urban areas because they can provide cheap goods and services. The paper is to examine the location and place where street vendors are trading during the day and night. The growth of street vendors along the Jalan Kaliurang  is due to the potential public facility established along the jalan Kaliurang such as campus, housing, and commercial facilities. The problem of poverty and unemployment become tremendous challenge to be solved by local government in this autonomy and fiscal decentralization era. Through local autonomy and decentralization, there are obviously greater opportunities to localize the problem of poverty and to take action based on local condition and local contingency factors. Poverty alleviation program initiated by local government should be oriented to be more humanistic with dignity approach, that is taking people in poor as a subject to be enhanced and entrusted to be able to escape from their poverty problem. Through the concept of self-help community, the problem of poverty can be eradicated more effective. The big challenge faced by local government concerning to the poverty alleviation program is to develop strong political and economic democration in a local context. There are at least six pillars that need deep attention to be improved and enhanced, i.e. education, people income, health, regulation and law enforcement, public service infrastructure, and institutional building.
