Abstract

The issuance of Law number 6 of 2014 concerning villages is an affirmation which contains an acknowledgment of the position of the village and contains implementing regulations in regulating villages so that they can be used as guidelines and references in implementing village governance and contain consequences that must be followed up. The establishment of the Ministry of Villages and Development of Disadvantaged Regions and Transmigration through Presidential Regulation Number 12 of 2015 is in the context of the task of assisting in carrying out government affairs in the village and rural areas, empowering rural communities, accelerating development of disadvantaged areas and transmigration. Policies issued by the government related to villages are one of the goals for the welfare of all Indonesian people. The village is an area that is in direct contact with community groups who want to be prospered in the context of achieving national goals and functions as an institution that strengthens the structure of the Indonesian state government, therefore, in the implementation of village governance, it must comply with the laws and regulations related to villages which are implemented through village policies.

Abstract

The problem in this research is that garbage is not picked up every day causing a lot of piles of garbage in the city of Pekanbaru which has an impact on creating an unsanitary environment, this is of course inseparable from the lack of public awareness regarding waste management, especially the city of Pekanbaru. The purpose of this study was to analyze the development strategy in waste management by the Dalang Collection waste bank in Pekanbaru and to analyze the factors that influence the development of waste management in the Dalang Collection waste bank. This research uses descriptive qualitative method with SWOT analysis. The results of this study indicate that the strategy in developing the dalang collection waste bank can be said to be optimal, namely in the form of planning, training, outreach and visits that have been realized through increased activities for the community. From the results of the study, the proposed strategy that can be used in developing the management of the dalang collection waste bank is to improve the internal quality of the organization by balancing external organizational factors and the factors that influence the strategy for developing the waste management of the dalang collection waste bank, namely support from the government, customer loyalty and facilities adequate infrastructure.

Abstract

The Public Service Mall in Pekanbaru City has consistently received awards as the best public service provider in 2017, 2018, and 2019 so that it becomes a role model for other areas. This thesis aims to analyze how the implementation of the Public Service Mall in Pekanbaru is based on a whole of government approach using a qualitative descriptive method. Data collection techniques in this study were based on the results of interviews, observations, and documentation in the form of secondary data related to this research. The results of this study indicate that the Pekanbaru City Public Service Mall is well organized based on the consideration of the basic values ​​of the whole of government, namely the coordination that exists between the leadership and the superiors of each agency, as well as from the superiors of their respective subordinates. Then for public services incorporated in the Public Service Mall in Pekanbaru City, it is well integrated so that data and information related to the community can be more synchronized and the Public Service Mall in Pekanbaru City can reach the stage of simplifying public services both in terms of time, procedures, flow, as well as costs.

Abstract

A pandemic situation like the one faced some time ago has caused part of the community's economy to decline. Therefore, the government and the private sector are always trying to explore various innovations in increasing the economic capacity of the community in the midst of a pandemic. The Baturaja People's Credit Bank (BPR Baturaja) together with the regional government of Ogan Komering Ulu Regency, in this case the Department of Trade and MSMEs, are partners in implementing community empowerment programs affected by the co-19 pandemic. The purpose of this study was to determine the partnership between the government and the private sector in carrying out innovative community empowerment programs, and to measure the success of the empowerment programs carried out. More specifically, this research is intended to determine the strengths and weaknesses of the program being implemented, so as to produce recommendations to strengthen the program. This study uses a qualitative research method, in order to examine in depth about public-private partnerships, which is not possible to study quantitatively. Based on research, the community empowerment program carried out by a government-private partnership in the Ogan Komering Ulu district was realized in the form of a program providing catfish seeds and a set of equipment for communities affected by Covid-19. In this empowerment program, the local government acts as a decision maker, target setter, facilitator in linking the community with the private sector, and as a supervisor in program implementation. Meanwhile, the private sector (BPR Baturaja) acts as a provider of capital and oversees the implementation of the program.

Abstract

The 2019 simultaneous elections are known as complicated and difficult elections, especially for election organizers at the Adhoc Election Organizing Body (BPP) level. So that many victims fell from the BPP Adhoc election. The capability of the Pekanbaru City KPU in managing the ad hoc BPP is the main problem in the implementation of the 2019 simultaneous elections. This study aims to find out how the Pekanbaru City General Election Commission (KPU) is capable of managing Ad Hoc Election Organizing Bodies (BPP) in the 2019 Simultaneous General Elections. used in this study is the core capability of public organizations according to Leonard-Barton, which has 4 variables, consisting of Knowledge and skills, Technical Systems, Managerial Systems, and Values and Norms. This research use desciptive qualitative approach. Data collection techniques were carried out by interviews and documentation. The results of this study are that the General Election Commission (KPU) is not yet capable of managing the Ad Hoc Election Organizing Body (BPP) in the 2019 Simultaneous General Elections. rumi, the Ad Hoc BPP Managerial System is not yet capable, then the Values and Norms carried out by the KPU in the Ad Hoc BPP Management have been achieved, although there are still deficiencies on various sides, especially in the implementation of voting at TPS.

Abstract

Technology-based fundraising, also known as crowdfunding, has emerged as a new trend in corporate funding needs. Crowdfunding is growing rapidly because of technological developments, especially the development of the internet. Today, most people are connected to the Internet. Hence, it has become an area that is in great demand by the masses. In writing this book, the prescriptive research method was used to examine and examine library materials. In this study, researchers used library materials as data to be analyzed. The survey targets are laws and government policies related to crowdfunding, as well as academic journals which are also included as secondary data. This paper examines the forms of legal protection for parties and the problems faced by financial service institutions in providing legal protection efforts to parties in crowdfunding services, and how the current crowdfunding mechanism is. This is intended to clarify whether the results of this paper explain how legal protection works in technology-assisted financing services transactions in Indonesia.

Abstract

A diploma is a document acknowledging academic achievement and/or completion of a higher education level after passing an exam held by a university. In practice, there are still many obstacles encountered in managing diplomas at the University of Riau. Starting from the slow fulfillment of requirements and documents for issuing certificates by students who are complacent in the program/faculty after the final exam, this will impact the slow preparation of files and documents carried out by the program/faculty to be sent to the rectorate. This study aims to find out the coordination of the Academic Bureau with related units in managing the issuance of diplomas and the obstacles faced by the Academic Bureau in managing the issuance of diplomas using a descriptive qualitative research method with observational data collection techniques, interviews with informants who are the Heads of the Academic and Student Affairs Bureau. Academic and Cooperation Coordinator. Rector's Academic Evaluation Sub Coordinator. PDDikti management and documentation. The results of this study indicate that with mutually agreed policies and plans as well as Standard Operating Procedures (SOP) and regulations that bind all stakeholders involved in the management of diplomas from faculties to universities, the diploma management process will run well and smoothly.

Abstract

The existence of BLK can be a place for the community to learn, increase knowledge, skills, exchange information and increase self-confidence. BLK as a center for education and potential development for the community has the task of organizing skills education in order to create employment opportunities in accordance with the real needs of the community. Computer training is also expected to be able to make the community, in this case the people of Bandung Regency, have knowledge of computer technology. To find out the context, input, process, and product as well as assess the success of a program objective faced in this case computer training, it is necessary to hold an evaluation of the training program. This study aims to evaluate the computer training program at the Al-Aitam Islamic Boarding School Community BLK Bandung Regency using the CIPP evaluation model (Context, Input, Process, Product). This study uses a qualitative description approach. Data collection is done by observation, interviews and documentation. Proof of data validity using triangulation techniques. The research results obtained in this study are that there is an increase in the quality of students in computer training programs and the percentage of students passing is 100%. It is in accordance with the indicators of achievement of computer training programs. The results of the evaluation of the computer training program are that the program can be continued with several improvements and improvements in order to produce maximum training program services and produce quality and quantity of graduates who are truly competent and professional in the field of computers.

Abstract

One of the challenges faced by the government is how to organize slum settlements, especially in areas that are growing quite rapidly. Slums are residential areas whose quality is very unfit for habitation. Because, on the other hand, slums are not only a problem but also one of the pillars that supports the urban economy, slums continue to be a challenge for district or city governments at this time which is happening in several villages/kelurahans in the city of Banjar. The purpose of this research is to find out how the Housing and Settlements Service deals with slum settlements in an effort to make Banjar City a healthier place. This study used a qualitative descriptive research method with data collection methods such as interviews, observation, and documentation. This study shows that revitalization is an increase in vitality by improving environmental quality. This aims to improve and encourage the regional economy by using existing facilities and infrastructure. Slums are housing and settlements that do not have basic facilities such as clean water, sanitation (latrines), waste management systems and rainwater gutters and are not well planned, integrated or planned. Slums are the term used to describe this type of community.

Abstract

The social contract in a political perspective is a human agreement to concentrate power in the hands of a person or an assembly that has leadership rights. At the implementation level, social contracts can be interpreted as agreements and agreements between individuals to give up their rights and then submit to leaders through the electoral process. The research method used is descriptive method with a qualitative approach. With this method the researcher tries to describe, analyze, and build meaning about the implementation of social contracts in elections in Indonesia. The results of the study explain that the social contract in elections must guarantee the trust given by voters to those they choose. Elections are a general will that is manifested in the form of civil society taking part in creating a government that is in accordance with the will of the people so that it is a manifestation of a "social contract" and becomes a political necessity based on the mutual agreement of the Indonesian people.
