Abstract

Kondisi yang terjadi di lapangan ternyata prinsip-prinsip demokrasi tidak berjalan ideal sesuai dengan harapan-harapan dan cita-cita luhur rakyat Indonesia. Hal ini seperti tampak dalam pesta demokrasi berupa pemilihan Presiden dan Wakil Presiden, pemilu legislatif, pemilihan kepala daerah. Dalam perspektif ideal prinsip-prinsip demokrasi, pemilihan Presiden dan Wakil Presiden, pemilu legislatif, pemilihan kepala daerah yang telah berlangsung ternyata sarat dengan berbagai kecurangan-kecurangan, sehingga hal ini mencerminkan preseden buruk bagi citra demokrasi di Indonesia. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Berdasarkan hasil penelitian diperoleh gambaran bahwa implementasi prinsip-prinsip demokrasi di Indonesia belum berjalan dengan baik. Hal ini dapat dilihat dari salah satu contoh kongkrit berupa pelaksanaan pemilihan kepala daerah yang masih banyak diwarnai dengan berbagai macam kecurangan. Dengan fenomena seperti ini membuktikan bahwa sistem pemilihan Presiden dan Wakil Presiden, pemilu legislatif, pemilihan kepala daerah yang merupakan bentuk pesta demokrasi di Indonesia belum memenuhi harapan dan cita-cita luhur seluruh rakyat sebagai elemen penting dalam pemerintahan yang menggunakan sistem demokrasi.

Abstract

Pelaksanaan pembangunan di desa Danasari kecamatan Cisaga kabupaten Ciamis yang masih belum berjalan secara optimal terutama pemerataan pembangunan infrastruktur yang disebabkan oleh lemahnya koordinasi antara Pemerintah Desa dengan Badan Permusyawaratan Desa. Tujuan penelitian untuk mengetahui seberapa besar pengaruh koordinasi Pemerintah Desa dengan Badan Permusyawaratan Desa terhadap Efektivitas Pembangunan. Metode penelitian yang digunakan deskriptif kuantitatif, dan teknik penarikan sampel menggunakan stratifikasi random sampling,  jumlah sampel 40 responden. Selanjutnya untuk menguji besar pengaruh variabel koordinasi terhadap efektivitas pembangunan, maka dicari dengan menggunakan rumus product person moment dan koefisien determinasi. Berdasarkan hasil analisis statistic, diketahui bahwa koordinasi terhadap memiliki pengaruh positif dan signifikan terhadap efektivitas pembangunan. Hasil peneltian menujukan pada variabel koordinasi diperoleh skor rata-rata sebesar 73,15%. Efektivitas Pembanguan diperoleh skor rata-rata 74,46%. Dan pengaruh koordinasi antara Pemerintah Desa terhadap efektivitas Pembangunan di desa Danasari Kecamatan Cisaga Kabupaten Ciamis diperoleh hasil sebesar 98.01% yang artinya pengaruhnya sangat tinggi dan 1.99% merupakan epsilon penelitian.

Abstract

Penelitian ini di latarbelakangi dari lemahnya perhatian pemerintah dalam penyelenggaraan layanan permasyarakatan. Hal tersebut terlihat banyaknya kompleksitas permasalahan akut dalam Lapas Cipinang di antaranya terkait masalah higenitas, sanitasi, kelebihan kapasitas, minimnya fasilitas, dan perubahan prilaku menyimpang seksual warga binaan. Lemahnya upaya perbaikan terhadap problematika tersebut berangsur mengaburkan tujuan hakiki dari permasyarakatan sesuai amanat Undang-Undang Nomor 12 Tahun 1995. Tujuan penelitian ini yaitu menganalisis kualitas layanan pada pemenuhan hak kebutuhan biologis warga binaan melalui conjugal visit di Lapas Cipinang, penelitian ini menggunakan teori pelayanan publik yang dikemukakan oleh Berry (1990:175) dengan berfokus terhadap aspek tangibles (bukti terukur), dan emphaty (empati). Penelitian ini menggunakan metode kualitatif, pengumpulan data dilakukan melalui observasi dan wawancara secara mendalam, sedangkan teknik pemeriksaan kredibilitasmenggunakan trianggulasi sumber. Hasil penelitian menujukan penyelenggaraan permasyarakatan di Lapas Cipinang masih mengalami masalah klasik berupa kelebihan kapasitas lebih dari 200% yang otomatis banyak mengorbankan hak-hak warga binaan.  Hal tersebut diperparah dengan ketiadaan fasilitas conjugal visit sebagai pemicu perilaku seks menyimpang warga binaan seperti homoseksual, lesbian, pelacur sesama jenis, dan hubungan seksual dengan binatang. Kondisi tersebut didukung lambatnya respon pemerintah dalam mengakomodir kebutuhan biologis warga binaan yang berdampak pada arus balik permasyarakatan ditandai perilaku seksual menyimpang, pelecehan seksual sesama narapidana dan maraknya praktik prostitusi dalam lapas, di samping menjadi kesempatan bagi petugas yang mengais remah-remah keuntungan dari ketidakmampuan pemerintah.

Abstract

This research was motivated by the problems of the P2WKSS program (Increasing the Role of Women Towards a Healthy and Prosperous Family) which was implemented in Sukakarya Village in 2018, namely there were still assisted women who did not develop their potential, lack of government socialization regarding program objectives and lack of concern for the P2WKSS program after coaching was completed . The purpose of this research is to find out how effective the P2WKSS program has been implemented in Sukakarya Village, Sukakarya District, Bekasi Regency. This research is a qualitative research with descriptive methods. Data collected through observation, interviews, triangulation and documentation. The results of this study indicate that the P2WKSS program has not been effective because of several factors, including the unwillingness of the assisted women and they think it is not important to develop this program, which is more focused on improving infrastructure, there is still the husband's participation in the process of developing assistance, and the unclear use of sewing machine assistance. only kept by the village government after the guidance is complete.

Abstract

This research is motivated by the condition of elementary schools in Kutawaluya District, Karawang Regency, most of which have minimal facilities and infrastructure, seen from the damaged school room. This is very influential on teaching and learning activities (KBM), that the fulfillment of facilities and infrastructure is the responsibility of the Regional Coordinator for Education (Korwilcambidik) Kutawaluya as a government organization at the forefront of providing services to all primary school (SD) needs both in physical and administrative terms. The purpose of this study was to determine the performance of the Kutawaluya Regional Coordinator for Education (Korwilcambidik) in the provision of facilities and infrastructure in public elementary schools in Kutwaluya District, Karawang Regency. This study uses a descriptive method with a qualitative approach, by obtaining information from predetermined informants. This study uses the basis of analysis in measuring organizational performance from Soesilo (2014) which consists of aspects of organizational structure, management policies, human resources (HR), management information systems, and facilities and infrastructure. The results showed that the performance of the Korwilcambidik Kutawaluya organization in the service of facilities and infrastructure for public elementary schools in Kutawaluya District, Karawang Regency has not been optimally implemented. This can be seen from the lack of ability of the apparatus in carrying out work according to their main duties and functions, constraints on synchronization of accurate data regarding real needs related to facilities and infrastructure in 26 elementary schools (SD), not using the principle of the right man on the right pleace in organizations, In addition to the minimal mastery of information and communication technology due to the weak skills of the apparatus, this condition is exacerbated by the absence of operational vehicles, which results from the suboptimal performance of the Kutawaluya Korwilcambidik.

Abstract

This article discusses the potential, challenges and opportunities of the region in relation to the policy of forming customary villages. To examine this problem, Charles O Jones's (1996) policy implementation theory and James Coleman's (2008) theory of social capital are used. According to Jones (1996), the success of policy implementation can be seen in a broad dimension and concretely distinguished by the dimensions of organization, interpretation and application. Meanwhile, social capital in society is considered as an adhesive element so that policies can be implemented. This study is a literature study using regulations, government documents, scientific references and news as the main data source. The data analysis was done qualitatively with an effort to describe and explore the object under study as a whole. This study concludes that the policy to form customary villages has potential and opportunities within the framework of special autonomy accompanied by social capital support rooted in indigenous Papuan indigenous and tribal communities. However, the challenges of realizing special autonomy also vary, particularly in relation to the organizational dimensions and interpretation of policy implementation. The exploitation of existing potentials and opportunities as well as efforts to overcome challenges in policy implementation are crucial issues in the effort to form customary villages that are effective and sustainable.

Abstract

The success of the implementation of development at the Village level is basically determined by the extent of commitment and consistency of the government and village communities to work together to build the Village. The success of development carried out in a participatory manner starting from planning, implementation to monitoring and evaluation will further ensure the sustainability of development in the village. On the other hand, problems and distrust of one another will easily arise when all communication and information space for the public is inadequate. The purpose of this study was to determine the accountability of the use of Village Fund Allocation (ADD) in village development in 2018 in Kori Village, Kodi Utara District, Southwest Sumba Regency. The use of Village Fund Allocation requires definite accountability related to the use of the funds itself. Accountability for the use of Village Fund Allocation (ADD) in village development is seen from legal accountability, process accountability and program accountability. So far, the management of Village Funds in Kori Village has been running in accordance with the regulations set by the Central Government and the regional / village government itself. Based on the results of interviews conducted by the author with several informants, it can be said that the legal accountability for the use of Village Fund Allocation has not yet been implemented in accordance with applicable regulations where there are village governments that do not comply with all applicable regulations.

Abstract

The HIV AIDS case is a serious health problem or case, the case is not only in Indonesia but HIV AIDS has already become a health problem in various countries, and has become a global health problem, its spread is increasingly rapid in the world and in various countries. big. Through the Millennium Development Goals Program initiated by the United Nations, the United Nations has made HIV AIDS cases a focus to be tackled seriously. In tackling HIV AIDS in Indonesia, the government is working with WHO as a special agent for World Health. In writing this thesis, the aim that the writer wants to achieve or achieve is to find out what are the roles of WHO in overcoming the HIV AIDS problem in Indonesia to find out what factors are the obstacles in WHO's cooperation in tackling HIV / AIDS in Indonesia. The qualitative research writing method has meaning to understand the phenomena experienced by research subjects, for example a behavior, perception, motivation, action and so on. In an effort to tackle HIV AIDS in Indonesia, WHO has issued several programs, namely prevention, care and treatment programs, support for people living with HIV, the last is a research and evaluation program, with various efforts being made, but the number of HIV AIDS in Indonesia itself continues to increase every year, In this study the authors found obstacles in implementing the programs that have been attempted, including socio-cultural factors in Indonesia which are still high in stigma and discrimination against PLWHA, economic factors, especially in care and treatment programs, political factors, especially in services health.

Abstract

Yogyakarta Special Region (DIY) is an area that has a unique government structure called special. Its specialty is also found in the different governmental institutional regulations from other regions. In this case this feature can be seen in the formation of institutions in the Yogyakarta Istemewa Region which have special duties in accordance with the task of regulating privileges. Descriptive qualitative research methods. The results of this study are the features that exist in the regional government system in DI Yogyakarta, namely, in the special institutions of Yogyakarta there are four institutions, namely Parampara Praja, Paniradya Ka Privileges, Kudha Kabudayan (Cultural Service) and Kundha Niti Mandala Sarta Tata Sasana (Department of Land and Spatial Planning). Name changes not only in the Dinas department but also in the sub-districts and kelurahan in the Regency / City have also experienced this name change. For sub-districts there is a difference in the names of the sub-districts in the city which are named Kemantren while the sub-districts in the Regency are named Kapanewon. Some of the names of the existing structures in the sub-district also changed, such as the camat to become Mantri Pamong Praja, the sub-district secretary to be Mantri Anom, and others. Meanwhile, the Kelurahan becomes the Kalurahan, which is directly below Kapanewon. However, the name change does not change the actual task and function.

Abstract

This research departs from a Social Welfare problem in West Karawang District. The high poverty rate and being in the top three of the highest poverty rates in Karawang Regency raises the question of why West Karawang District, which is in the city center, has the highest poverty rate. This research uses descriptive qualitative method. Data collection techniques were carried out by observation, interviews and documentation. The data were taken from selected sources based on purposive sampling technique. This study uses the Budiani effectiveness theory, namely: program target accuracy, program socialization, program objectives, program monitoring. The results of this study indicate that there are many factors that make West Karawang Subdistrict have a high poverty rate, TKSK has been maximized and has streamlined its time and performance for West Karawang District, but there are several other factors that increase the poverty rate, namely urbanization, low education, competitiveness, population density, and availability of jobs. Karawang Regency, especially the social services and government apparatus of West Karawang District, have synergized with TKSK to alleviate social welfare problems in West Karawang District by making existing programs effective to help the community.
