Parapolitika : Journal of Politics and Democracy Studies is the official journal published by the Department of Political Science, Faculty of Social and Political Sciences, Universitas Pembagunan Nasional Veteran Jakarta. This journal aims to publish any kinds of popular scientific papers or research discussing either political phenomena or social political thought. Publishing articles in this journal is the part of contributing to the development of political science. Parapolitika : Journal of Politics and Democracy Studies is published twice a year: in February and August. The Editorial Board of Parapolitika : Journal of Politics and Democracy Studies invites experts, scholars, practitioners, students, and intellectuals to submit their writings. Editors will select every manuscript submitted to Parapolitika : Journal of Politics and Democracy Studies using the blind reviewer mechanism from peer reviewers asked by editors. Reviewers of this journal come from national and international universities and academic institutions.

Abstract

This paper tries to explain the development and dynamics of political parties during the reform era. Post-reform democracy in Indonesia has a paradox that the existence of political parties is increasingly recognized as very important in the constitution, but unfortunately political parties as well as DPR institutions which are considered as part of the pillars of democracy are not trusted by the public. This study found that after the reform it turned out that political parties experienced symptoms of 'floating parties' as a result of the party starting to ignore ideological factors and instead trapped efforts to reach the interests of mere power.

Abstract

Perkembangan realitas perpolitikan dan demokrasi di Indonesia di era reformasi, dengan dipilihnya Pemilihan Presiden secara langsung telah mengakhiri Pemilihan Presiden melalui MPR, sekaligus memberikan kesempatan visi-misi Presiden saat kampanye sebagai acuan dalam menjalankan roda pemerintahan. Perubahan konstitusi ini juga memiliki semangat demokrasi konstitusional di Indonesia, setelah Amandemen UUD 1945 telah menempatkan prinsip supremasi konstitusi menggantikan supremasi parlemen, dan berdampak terhadap menyusutnya peran dan kewenangan MPR. Tetapi polemik yang hadir di tengah masyarakat, mengenai ketiadaan Haluan Negara bahwa rencana pembangunan negara yang dianggap tidak konsisten dan berkesinambungan sebab hanya berdasarkan visi-misi calon presiden saat kampanye. Sehingga memunculkan pula keinginan menghadirkan kembali GBHN karena menganggap bahwa dengan adanya GBHN maka pembangunan strategis negara tidak lagi ditentukan oleh selera dan kepentingan rezim itu sendiri. Konsekuensinya, eksistensi MPR juga diwacanakan diperkuat kembali. Artikel ini menganalisis kedua polemik antara Haluan Negara dan GBHN disertai analisis atas eksistensi MPR.

Abstract

This study aims to describe the political dynamics in the formulation of salt import policies in Indonesia during the early administrationin Jokowi-JK 2015-2016 which were characterized by the practice of unfair business competition in the form of rent-seeking and monopoly. The primary questions that will guide the researcher are (1) what is the portrait of salt import policy during the early Jokowi-JK administration? and (2) how the relationship between private actors and bureaucratic ones in the domain of salt import policy through the Regulation of Indonesian Trade Ministry No. 125/2015? As qualitative research with a descriptive approach, this research utilizes in-depth interviews, observation, document tracking, and document analysis techniques in which a number of bureaucrats,entrepreneurs, and salt farmers were used as informants to mine the data. The results of this study show that Nawacita's priority agenda in the form of an economic policy package became the main foundation for the formulation of import policy (the Regulation of Indonesian Trade Ministry No. 125/2015) which requires the government to abolish recommendations for import permits from the Ministry of Industry, import quotas, time of imports, and absorption of people's salt. As a result, political turmoil arose among salt farmers who considered the government reluctant to protect the salt of the people but instead prioritized the interests of entrepreneurs. Through such a policy, the state facilitated PT. Garam carries out a monopoly on the import of consumption salt to bring about the practice of unfair business competition between salt importers. This kind of political dynamics increasingly emphasizes that the formulation of public policies that do not go through a "fair" mechanism often enables the emergence of unfair business practices, monopoly, and rent-seeking.

Abstract

This study aims to examine the rational choices of the Lape tribe community in 2018’s local elections as an implication of land conflict in Nagekeo. Land conflicts in Nagekeo have occurred since 2007, as a result of the formation of the New Autonomous Regions (DOB) which involves the government and indigenous peoples. Rational choice analysis based on the principle of profit and loss, that used to explain social phenomena by assuming that each actor will act as the level of the actor and choose the alternatives that are believed to bring beneficial social outcomes. The research is based on a qualitative research perspective, with the method of data collection in the form of interviews with a number of tribal functionaries, community leaders and regional leaders who are suspected of having involvement in land conflicts. The results of the study show that the behavior of choosing Lape Tribe in the 2018 is based on factors of emotional closeness to candidates, preference for non-involvement prospective candidates in land conflicts, candidates' efforts in carrying out development changes, and candidates efforts to manage and resolve conflicts through non-litigation channels. From these results it can be seen that the element of profit and loss in resolving land conflicts is crucial for the choice of the Lape people. This research is expected to provide theoretical implications on the development of political science, especially in rational choice studies and to be an input for policy makers in the prevention and management of land conflicts that occur in indigenous communities, especially in the Province of East Nusa Tenggara.

Abstract

This study is intended to determine the Quality Effect of Tangerang Live to Taman Royal Society . Conceptually, Tangerang is one of the cities that would like to apply E-Government through Tangerang Live application. Tangerang Live takes the concept of Smart City where the application has many services to make it easier to serve society of Taman Royal Tangerang and get feed back directly. In service, certain quality is a benchmark regarding whether the government conceptualizes as a smart city can be realized. The purpose is facilitating the society of taman royal Tangerang to get information directly. as well as being criticism and suggestions for Tangerang Government in services. The method used quantitaive which was taken randomly. For quality, it is assumed that the independent variable (x) and satisfaction as the dependent variable (y). The research sample was 80 respondents and the population using the Slovin formula. The results of this study indicates that there is quality effect of Tangerang live to Public Satisfaction. Evidenced by the tcount for the variable (X) of 8.761, while the ttable for n = 80 is 1,990. So 8.761> 1,990, it can be concluded that partially the variable (X) has a positive effect on the variable (Y).

Abstract

The existence of language in the reality of nation building is always interesting to study. Language, either directly or indirectly, contributes to the social life of the nation and contributes to the development of the nation through character building. Through language, language users can convey their thoughts clearly and all their thoughts can be identified correctly: the exact meaning, value and purpose of the language. The meaning, value and purpose of language are not neutral in every use in various realities of social life. In this context, language users should be responsible for the meaning of the language used in various social environments in a nation. The aspect of language or the existence of language can be said to be a spiritual element that is always inherent in itself and has always been an important part in nation building, especially the development of the character of language users. In writing this article the author uses a qualitative method with an interdisciplinary approach. This article contains a study of how the existence of language becomes a very important part in nation building.

Abstract

Coal is a crucial source of energy for Indonesia as a power plant. Abundant national coal reserves make Indonesia one of the largest coal producers in the world. Coal is the most potential natural resource commodity for Indonesia because it is able to provide a large contribution to the country's economy. With great potential, the Indonesian government then regulates business practices in the domestic coal sector so that its implementation is in accordance with regulations. This article is written to understand the coal industry from an economic, political and environmental perspective. The article is written using qualitative methods by collecting data from literature studies and online searches. Research shows that the coal industry in Indonesia has an impact on the economy, politics and the environment in Indonesia.

Abstract

A large country is born from an intelligent government, especially in solving problems and obstacles that always come their way. Likewise today, the emergence of the Covid-19 virus has become a real attack that is not only felt by one or two regions, but throughout the world. This often makes leaders move quickly and swiftly in taking action. Indonesia, which has also felt the massive impact of this pandemic, has made various efforts, both handling and prevention. The National Police, which is at the forefront of security issues in the country, was immediately deployed to curb and secure every area that became a red zone for the spread of the Covid-19 virus. The implementation of the PSBB and health protocols in each region is implemented by involving the National Police. This turned out to encourage the National Police to make new and effective breakthroughs or policies in order to maintain the situation and order during this pandemic.

Abstract

Implementing a giant sea wall in North Jakarta is one of the solutions to reduce land subsidence in Jakarta, according to geodesy’s research from ITB and UNDIP 95% that area of North Jakarta will sink by 2050. This research used elite theory and case study of qualitative methods, the authors used the Central Government and the Government of DKI Jakarta as research samples and saw how their interests are in implementation of the giant sea wall in North Jakarta. Since the beginning of implementation in 2015, it has faced political obstacles. The political obstacles are, none of definite regulation from Jakarta’s Government, discrepancy interests between Central Government and Provincial Government, and power struggle in Jakarta.
