Abstract

This research is aimed to analyze the result of East Kalimantan governor election in Kutai Kartanegara Regency. This research uses descriptive survey approach. Data collection was done by face-to-face directly using the questionnaire on 28 May until 7 June 2018 in 6 subdistricts namely Tenggarong, Tenggarong Seberang, Sebulu, Loa Kulu, Loa Janan and Kota Bangun with 117 respondents. From the result of the research, it can be concluded that Isran Noor-Hadi Mulyadi and Syaharie Jaang-Awang Ferdian Hidayat who is the son of the region succeeded in maximizing tribal identity, so that they won the majority of voters from their respective tribes. The victory of Isran Noor-Hadi Mulyadi pair is due to the capability of the party machine in the winner, especially the PKS machine which is a representation of Hadi Mulyadi. It is also due to the solidarity of the couple's voters unaffected by money politics. Keywords: Pilgub, Tribal Identity, Party Machine, Solidity of Voters

Abstract

village administration services are problematic such as requiring relatively long periods of time, dependence on certain administrative personnel, non-standard letter formats and poor records. The problem makes service ineffective. This happens because in providing administrative services still processed data applicants manually and do not use the application. In Sebulu sub district there is one village of Sumber Sari Village that has been using the application to provide services to its people since 2012 so we are interested to further examine how good and effective the application is to provide services. Abstract

AbstrakKegiatan Penelitian Analisis Indeks Kepuasan Masyarakat (IKM) terhadap Pelayanan Publik Dinas Perhubungan Kabupaten Kutai Kartanegara dilakukan pada unit layanan uji berkala kendaraan bermotor pada Unit Pelaksana Teknis Pengujian Kendaraan Bermotor di Tenggarong, dan pada unit layanan angkutan sungai di Dermaga Aji Imbut Tenggarong Seberang.Manfaat dari hasil penelitian adalah sebagai bahan evaluasi kinerja pelayanan serta memberikan pedoman kepada Dinas Perhubungan untuk melaksanakan penilaian kepuasan masyarakat secara berkala.Jenis penelitian deskriptif kuantitatif, dengan metode pengumpulan dan analisis data IKM sesuaiKeputusan Menteri Pendayagunaan Aparatur Negara Nomor: KEP/25/M.PAN/2/2004.Hasil penelitian yaitu, (1) nilai IKM terhadap layanan pengujian kendaraan bermotor adalah 76,68, (2) nilai IKM terhadap layanan angkutan sungai adalah 73,86, (3) nilai IKM dari kedua unit layanan tersebut menunjukkan kinerja pelayanan yang memuaskan dengan nilai mutu pelayanan B, dan (4) kualitas kinerja masing-masing unsur pelayanan baik pada unit layanan pengujian kendaraan bermotor maupun angkutan sungai berkisar antara 2,80 hingga 3,07 yang berarti memuaskan.Kata kunci: IKM, Indeks Kepuasan Masyarakat, Pelayanan

Abstract

This study aims to determine the position of village regulations in the middle jembayan village, describe the process of making village regulations, making planning processes, and solutions in the process of making village regulations in Jembayan Tengah Loa Kulu District, Kutai Kartanegara Regency based on Law No. 6 of 2014.This research is a qualitative study, with the subject of research being the village and community apparatus that included the village head, the Village Secretary, the Chairman of the BPD, the Chairperson of the RT, and the community of Central Jembayan Village, Loa Kulu District, Kutai Kartanegara Regency. Data collection techniques used in this study were observation, interviews and documentation. This study uses two types of triangulation, namely triangulation of the first data source and triangulation of techniques or methods of data collection.Based on the results of the analysis, the following are concluded: 1) The position of village regulations in the Middle Jembayan Village, Loa Kulu District, Kutai Kartanegara Regency. The existing village regulation is a statutory regulation stipulated by the village head after it has been approved and approved with the Village Consultative Body. Village regulations are part of the regional regulations made by the Village Consultative Body together with the village head where the procedures for their formation are regulated by the designated Regency / City Regional Regulations. 2) Village regulations made in Central Jembayan Village, Loa Kulu Subdistrict, Kutai Kartanegara Regency, in accordance with Government Regulation Number 72 of 2005 concerning villages included in articles 55, 56, 57 and 58, 3) in Jembayan Tengah Village, Loa Kulu District Kutai Kartanegara Regency is: a) Initially the enactment of Government Regulation Number 72 of 2005 concerning Villages that was not immediately followed by the elaboration of regulations issued by the Government Regulations, b) Performance of members of Jembayan Tengah Village BPD Loa Kulu District, Kutai Kartanegara Regency, maximal c) Technical implementation the field still exists which cannot be done with extortion problems (liars levies) given to the community every year. 4) Efforts made by the village government and BPD of Jembayan Tengah Village, Loa Kulu Subdistrict, Kutai Kartanegara Regency to complete preparations that appear in the process of making Village Regulations include: a) The BPD meets once every Monday night to arouse public awareness of the results village regulations. Abstract

Berbicara trekait Standar Pelayanan Minimal (SPM), tentunya disetiap instansi kesehatan memiliki standar dan tantangan tersendiri dalam penerapannya. Berkaitan dengan hal tersebut pada penelitian ini, peneliti tertarik untuk lebih dalam melihat kondisi Implementasi Kebijakan Standar Pelayanan Minimal (SPM) di Instalasi Rawat Jalan RSUD A.M Parikesit Kabupaten Kutai Kartanegara.Jenis penelitian yang digunakan adalah deskriptif kualitatif. Lokasi penelitian akan dilakukan di RSUD AM.Parikesit. Sumber data atau responden dalam penelitian ini adalah keseluruhan aparatur maupun perorangan yang berhubungan langsung dengan masalah pelayanan, informan sebagai sumber data utama dipilih secara purposive.Prosedur pelayanan yang dilakukan petugas dapat dikatakan mudah, cepat dan masyarakat selalu dibantu dan diberikan kemudahan dalam pengurusan administrasi. Ketepatan waktu dalam pengurusan administrasi yang dilakukan oleh petugas sudah cukup baik dan tepat waktu, sehingga pelayanan dapat berjalan dengan lancar sesuai dengan harapan oleh masyarakat yang berkunjung. Hal ini menunjukkan bahwa kinerja yang dilakukan sudah sesuai dengan standar yang diberlakukan di RSUD AM. Parikesit.Setiapkepengurusan administrasi tidak adabiaya apapun, hal ini dikarenakan semua pasien atau pengunjung merupakan peserta BPJS dan semua biaya sudah ditanggung oleh pihak BPJS.  Tanggung jawab yang dijalankan petugas meliputi kesungguhan dalam memberikan pelayanan, kejelasan petugas dalam memberikan informasi, kejelasan jadwal. Kelengkapan sarana dan prasarana sudah cukup memadai, ditambah lagi saat ini sudah tersediasistem pendaftaran rujukan online dengan nama SIPULAN, dimana masyarakat yang ingin berobat keadaan penyakitnya mengharuskan untuk dirujuk ke Rumah Sakit bisa langsung mendaftar registrasi melalui fasilitas kesehatan pertama. Petugas memiliki kompetensi dan kemampuan yang baik sesuai dengan kebutuhan Instalasi. Keywords: Implementasi, Standar, Pelayanan.

Abstract

This research was conducted with the understanding, describe and explain the stages of preparation of tourism development planning implemented by the Department of Tourism with using the scenario of planning and the stages of determination implemented by the Department of Culture and Tourism and Regional Development Planning Kutai KartanegaraThis research uses qualitative with descriptive approach. Data collection was done by using interview technique, observation and documentation. The validity of the data is based on fourth criteria: (1) Credibility, (2) Tiltiness, (3) Dependency, and (4) Certainty. While the process of data analysis using technical analysis of interactive data model from Miles and Hubberman.The results showed that at the stage of preparation in the planning of tourism development using scenario planning focuses on tracking, analizing, imaging and deciding so that it has shown the stages of the process against the preparation of tourism development planning. More, at the stage of determining the scenario planning of tourism development Ripparkab become master plan of tourism development. Department of Tourism became the main OPD and supported by several OPD related in the process of tourism development so that tourism development planning run in integrity.The suggestion refer to the results of research that has been elaborated. The implementation of tourism development should be more equitable not focusing on urban areas and implementing event-based tourism, the government is also more trying to attract investors to invest in Kutai Kartanegara regency so as not to burden the budget sector and can provide a good economic impact to the community around the object and influence on Local revenue in the tourism sector. Department of Tourism more synergy to OPD support for tourism development in Kutai Kartanegara so that the development of tourism sector can maximum running.Keywords: Tourism, Scenario Planning, and Development Planning
