Abstract

This Research tries to give explanation scientifically about the Source, History, Culture, Situation and Tenggarong’s native position in the past and contemporary which is almost could not understand and unrecognized by the most part of society.Thus, Tenggarong’s native people is kutai’s lampong society who has been living in Tepian Pandan for centuries, before the arriving king of kutai and new comer nowadays.It is proven by the history archive, site, artifact, language, and culture that have difference with most of kutai people.Key words: Tepian Pandan, Lampong, Kedang, Bengkuring, Bensamar.

Abstract

One of our national  goals is to realize people well-being. When local autonomy was applied, it is the mutual responsibility between local government and central government for making people prosperous. The government of Kutai Kartanegara District, in its effort to eradicate poverty, has issued Local Regulation Number 2 Year 2007. Based on the data analysis, it can be concluded that the implementation of Local Regulation Number 2 Year  2007 did not run well. This can be seen from the fact that some of the policies and programs did not work well. This was caused by the quality of Local Regulation Number 2 Year 2007 which was not good enough because it only regulated technical and operational matters. TKPKD as a coordinating forum for poverty eradication did not play its role and function optimally; there was still sectoral ego from each SKPD in implementing the poverty eradication program; data and information used as the basis for poverty eradication were old data that make  their reliability unguaranteed and the budget allocated for poverty eradication was very low and it was not comparable with the number of poor people in Kutai Kartanegara District. The outcomes of this Local Regulation showed that there was a decrease in the number of poor people in Kutai Kartanegara District either in macro level (survey) or micro level (census), while seen from its effectiveness, this Regulation was not effective in eradicating poverty in Kutai Kartanegara District. Abstract

The purpose of this study was to determine whether the leadership of an impact on people's participation in development. To obtain the necessary data, the authors conducted research in sub Desa Tanjung Batu Seberang Tenggarong Kutai regency.Thus the Leadership Village Chief affect people's participation in rural development in sub Desa Tanjung Batu Seberang Tenggarong Kutai regency acceptable because it has been proven the true.Key words: leadership, participation, development, Tanjung Batu.

Abstract

Masyarakat terus mengalami perubahan, maka organisasi kecamatan harus mampu melakukan adaptasi dan inovasi agar berkembang menjadi organisasi yang efektif.Penelitian ini bertujuan melihat pengaruh efektifitas individu terhadap efektifitas organisasi, pengaruh efektifitas kelompok terhadap efektifitas organisasi, dan pengaruh efektifitas individu terhadap efektifitas organisasi.Penelitian ini menggunakan kuesioner sebagai instrument koleksi data.Alat analisis yang digunakan Structural Equation Modelling (SEM).Keseluruhan data dianalisis dengan menggunakan aplikasi computer program SPSS ver 17 dan AMOS 18.Hasil penelitian menunjukkan bahwa efektifitas individu tidak berpengaruh terhadap efektifitas organisasi kecamatan di Kabupaten Kutai Kartanegara.Efektifitas kelompok berpengaruh langsung terhadap efektifitas organisasi kecamatan.Efektifitas individu tidak berpengaruh langsung kepada efektifitas organisasi, karena terdapat variabel efektifitas kelompok yang memediasi variabel efektifitas individu. Kata Kunci :Efektifitas individu, efektifitas kelompok, dan efektifitas organisasi.

This study tries to provide an overview of the conflict that often occurs at the village level, is expected to manage the village, the village head of the village along with BPD can work together to achieve the common goal of building the village together. In the implementation of the machinery of government in the village there are definite differences in the vision to see something happen, whether it comes to governance, village regulations, funding issues or other issues .. Abstract

Vision development of Gerbang Raja in 2011–2015 is “A Society of Kutai Kartanegara that propesous and equitable”. Properous here interperetd as insufficient needs outward and inward. While justice interpreted the absence of discrimination and lack of rights, ability and opportunity for the community to be involved in various development fields (RPJMD. Kab. Kukar 2011-2015). This study use qualitative approach with two methods : descriftive and survey. based on the results of the study it can be concluded that :General government performance of Kutai kartanegara regency in fiscal year 2011 realization based activities can be categorized as either, considering the uptake average achieved to 70,18%. while in the first half of the fiscal year 2012 budget realization activities generally considered bad, because the average absorption in the first half only 12,05%. government performance of Kutai kartanegara Regency seen from the Gerbang Raja mission achievements summarized in RPJMD, considered quite successful because of the 44 performance indicators that were analyzed, 22 missions surpassed the set target. Government Performance Kutai Kartanegara seen from the level of public satisfaction with public services, majority of respondents perceive satisfied (56,9%) with the public services provided by government of Kutai Kartanegara. of it can be concluded that the public service has been executed well, judging from the level of people's satisfaction on the performance of public services in Kutai Kartanegara.Key words: vision, performance, community satisfaction

Abstract

The purpose of this research objective of this study is to investigate and describe the performance of Parliament Kutai Regency Period 2009-2014 and the factors that affect the performance of Kutai district legislature in the era of regional autonomy. The data used in this study are primary and secondary data. Primary data compiled from the observations and interviews with legislators Kutai regency period 2009 - 2014 and the parties associated with the implementation of duties and functions as Parliament Karatnegara Kutai regional legislatures. While the secondary data obtained from the Parliament Secretariat and the Kutai regency General Elections Commission (KPU) Kutai Kartanegara.Unit analysis in this study is the Kutai District Council as an organization.The results of this study indicate that the performance of Parliament Kutai regency period 2009-2014 still low. It can be seen from the indicators of the tasks and functions of the Council, namely the function of representation, legislation, oversight and budget. The  low  performance  of Kutai Regency Parliament is influenced by not running the  Standard  Operating  Procedures  (SOP). To enhance or improve the performance of the board in the future, need to tighten up the system of selection / recruitment process of the council members through political parties, the establishment of an integrated information service center and body empowerment honor council.

Abstract

Efforts to implement the concept of enterprise government a relevant in Kutai Kartanegara Regency because of the setting: high dependence on the mining sector (non-renewable resources) whose role has begun to decline while the District Own Source Revenue/PAD is expected to replace the role of the mining sector still has a low contribution even decreasing trend.However, efforts to implement enterprise government in Kutai Kartanegara Regency will be constrained by the paternalistic culture of bureaucracy. It can be seen from the recruitment and development of civil servants is an important determinant. The study results showed it implies: (1) a low efficiency and effectiveness in spending, and (2) lack of innovation and creativity in exploring new sources of revenue.At the planning level, the government has implemented the principles of enterprise government such as the formulation of vision, mission and goals. But at the level of implementation tend to ignore the principles of efficiency, effectiveness, creativity and innovative. Therefore, this process is called ‘pseudo’ enterprise government. Key words: enterprise government, efficiency, effectiveness, innovation, and creativity

Abstract

Trasmigrasi is a program to make the population distribution and equitable development. This study aimed to determine the placement of the background and social economic development in the village of village Transmigration Bumi Jaya sub Koubun Kutai Timur district.This research method, this phase 1 activities Heuristics collect traces of historical data related to economic development. 2 Critics of this stage, the critiques of the historical sources that the testing and assessment of the historical sources. 3 Interpretation of all of the facts and the data collected and arranged in chronological order, it can draw a conclusion or derived meanings of interrelated facts obtained. 4. After going through the stages heuristic historiography, criticism and interpretation, the authors conducted the last stage of the study of history is poured in a systematic, analytical and chronological with all his thoughts into writing a history paper. Within a few decades transmigration Participants perform interaction or socializing with other participants from outside the area or locals, they exchanged experiences go hand in hand doing various activities so that they get a sense of kinship with each other closely. Thus the problem is in the face will be resolved easily together and they know each other, they also do mixing culture with mixed marriages. Last transmigration areas in east Kutai district has experienced fairly rapid economic growth and promise as potential availability of land is developed for.
