Jagratara: Journal of Disaster Research is an open-access peer-reviewed journal that is published by the Department of Disaster Management, Faculty of Economics and Business, Universitas Budi Luhur. Jagratara: Journal of Disaster Research promotes scholarly, theoretical, pragmatic, and contemporary research, making a clear conceptual and methodological contribution to existing international literature. As disaster research by itself is of a multi-discipline nature, we welcome submissions from across disciplines. Abstract

Indonesia is recorded as having 129 volcanoes with active status and 500 volcanoes with inactive status, and 60% of Indonesia's active volcanoes have the potential to cause quite large eruptions. In recent years, volcanic activity from several volcanoes in Indonesia has begun to increase. It was recorded that 260 people died as a result of the eruption of Mount Merapi in KRB III. Volcanic eruption events can be predicted using an early warning system. A complete and effective early warning system consists of four interrelated elements. These four elements can be used as a reference in increasing the capacity of communities in disaster-prone areas of Mount Merapi. This research aims to analyze the early warning system for Mount Merapi activity as an effort to reduce disaster risk and utilize the early warning system for disaster risk reduction to support national security. The research uses qualitative methods with exploratory research. Based on the research results, the use of the early warning system for the eruption of Mount Merapi has four main elements to serve as a guide in dealing with the Mount Merapi eruption disaster, both in the form of elements of knowledge of the risk of the Mount Merapi eruption disaster, utilization and warning services, dissemination and communication, as well as readiness and ability to cope. So it can be concluded that the early warning system in Sleman Regency has fulfilled the aspects of dealing with the Mount Merapi eruption disaster.

Abstract

The construction of permanent housing in Pandeglang District is classified as very fast with very good building construction when compared to development in other regions in Indonesia. Thus, this study aimed to analyze the post-tsunami rehabilitation and reconstruction in Pandeglang District in the infrastructure and housing sectors in terms of coordination, financing, and community empowerment. This research used a descriptive qualitative method. The results showed that post-tsunami recovery in the infrastructure and housing sectors had good diagonal coordination between units with different functions and levels. Coordination is carried out starting from the planning, budgeting, implementation, and evaluation stages. In the financing aspect, the optimization of the infrastructure sector is constrained by budget constraints, while in the housing sector, financing comes from grants and the central government's budget. Community empowerment in the infrastructure sector is limited to the aspect of supervision, which is different from the housing sector, which uses the pattern of community groups starting from the planning, implementation, and supervision stages. The infrastructure sector has not optimally supported the recovery of the lives of the affected communities in Pandeglang District. The housing sector recovered within 3 years after the Sunda Strait Tsunami disaster with the added value of the status of houses becoming property rights, sturdy buildings modeled on the Instant Steel Frame House (Rumah Instan Struktur Baja - RISBA), facilities for bathing, washing, latrines, and waste disposal facilities.

Abstract

Dental and oral health services at Indonesian Navy Dental Institution R.E Martadinata might continue during the COVID-19 pandemic so as not to interfere with the duties of Indonesian Navy soldiers. For this reason, the implementation of dental and oral treatment might implement the procedures to prevent COVID-19 transmission. This study aimed to analyze transmission prevention procedures and strategies to prevent transmission of COVID-19. This study used a qualitative method with a descriptive design. The results showed that: 1) the procedure for preventing the transmission of COVID-19 in Indonesian Navy Dental Institution R.E Martadinata was carried out by applying strict health protocols and testing; 2) The strategy carried out is to provide initial training such as Basic Life Support, COVID-19 screening training, and PCR examinations, and increase the capacity of health workers by installing air purifiers in every room, equipping dental units with High Volume Evacuators (HVE). The conclusion in the study was that the procedure for preventing the transmission of COVID-19 and the strategy carried out by Indonesian Navy Dental Institution R.E Martadinata were good for preventing the transmission of COVID-19. Thus, dental and oral treatment services can continue to run properly without neglecting the safety of health workers and patients.

Abstract

Tsunami disaster on December 2018 caused by the collapse of Mount Anak Krakatau had an impact on damage and loss of life, one of which was Pandeglang Regency, Banten Province. After the tsunami disaster, the Pandeglang Regency Government carried out rehabilitation and reconstruction activities that lasted for three years from 2019 to 2021. Three years after the implementation of post-disaster recovery, the realization of Pandeglang Regency's Original Regional Revenue has shown a decline. The aim of this research is to analyze the post-tsunami recovery index from the aspects of education, health, and economy to support development programs in Pandeglang Regency. Researchers used data collection techniques through interviews, document studies, observations, and literature studies which were then analyzed using the Ina-PDRI equation. The results show the post-tsunami recovery index in 2017 (41.71), 2018 (41.06), 2019 (46.41), 2020 (47.51) and 2021 (52.64) . Post-disaster rehabilitation and reconstruction in Pandeglang Regency has recovered since the first year (in 2019), then getting better and safer in 2020 and 2021. The trend of increasing post-disaster regional development programs can be seen through the achievements The Human Development Index (IPM) of Pandeglang Regency from 2017 to 2020, but other indicators experienced a downward trend, such as the realization of Regional Original Income (PAD) from 2018 to 2020.This downward trend in PAD is due to the Covid-19 pandemic during post-disaster recovery implementation since 2020.

Abstract

An earthquake is a vibration or shaking that occurs on the surface of the earth due to the movement or release of energy from within the earth. Trauma is a condition in which an individual is disturbed both physically and psychologically due to an event that is quite frightening and makes the individual unable to control his thought patterns. Through the Cognitive Behavioral Therapy (CBT) approach, individuals who are traumatized by the earthquake can improve cognitive aspects (mindsets) that are distorted due to the events they experience, so that individuals can change their mindsets to be more positive, while the behavioral aspects (behaviors) teach individuals to change the way you react to situations and how to respond to them in a healthier and more productive way. This article aims to discuss the cognitive behavioral therapy approach in reducing the trauma of the earthquake disaster. Writing this article aims to discuss the concept of a cognitive behavioral therapy approach to reduce trauma due to the earthquake disaster. This research is a library research, which is a method of collecting data by understanding and studying theories from various literature related to cognitive behavioral therapy in reducing post-earthquake trauma.

Abstract

One of the principles of disaster management in Law Number 24 of 2007 concerning Disaster Management is non-discrimination, towards gender, ethnicity, religion, race and any political sect. This principle applies at every stage of disaster management, both pre-, emergency and post-disaster. In its development, the role of disaster management cannot be generalized to just one group. Gender mainstreaming is one of the strategies adopted so that the principle of non-discrimination can work well. Efforts to apply these principles are carried out in Tabletop Exercise (TTX) preparedness training activities which are carried out for socialization, to provide an understanding of policies, procedures, plans that have been prepared, will be prepared or need to be prepared. It is hoped that the role of women in TTX can provide a more specific perspective regarding the needs and roles that can be filled by women in disaster management. Although the number of female personnel involved in TTX is limited, if they hold key positions they can provide significant results in the implementation of TTX.

Abstract

In the context of flood risk mitigation in Yogyakarta City, particularly in the districts of Gondokusuman and Umbulharjo, this study highlights the significant impact of geographical factors and high rainfall intensity. Floods not only cause damage to infrastructure but also pose a serious threat to public health. Flood-prone areas often become breeding grounds for diseases that can spread rapidly, especially in emergency conditions. This research aims to identify optimal routes for the distribution of health logistics in dealing with flood disasters in Yogyakarta City. Using the Simulated Annealing (SA) algorithm, the study compares the optimization results of distribution routes without clustering and with clustering (based on districts). Findings indicate that the use of clustering is effective in minimizing the distance and travel time of distribution, with the clustering scenario emphasizing time efficiency. The contribution of this research lies in the development of responsive and efficient health distribution strategies during flood emergencies. Thus, the implementation of the SA algorithm and clustering can serve as a foundation for better emergency response planning, providing tangible benefits for those involved in flood disaster management in the region.

Abstract

This research aims: (1) to provide an understanding of the development of disaster preparedness to students through disaster education in order to create a disaster resilient generation; (2) to be able to explain the concept of BLU-DISCARE (Budi Luhur Disaster Care) as a disaster education innovation in creating a disaster resilient generation; and to explain the implementation of BLU-DISCARE (Budi Luhur Disaster Care) as a disaster education innovation in creating a disaster resilient generation. This research uses qualitative methods with data collection techniques using literature study and observation. The findings from this research are: (1) building disaster preparedness (disaster awareness) among students in schools through disaster education aims to maintain human values and attitudes towards disaster risk, understanding related to disaster risk, knowledge and skills for disaster prevention; (2) BLU-DISCARE (Budi Luhur Disaster Care) as a disaster education innovation has a work flow starting from risk mapping, then organizing, educating, and ending with advocacy; and (3) implementation of BLU-DISCARE (Budi Luhur Disaster Care) as a disaster education innovation in the form of activities such as counseling about the risk of earthquake disasters, training in making disaster literacy media, counseling on disaster mitigation in schools using the kamishibai method, disaster evacuation simulations, and simulations. search and rescue in disaster conditions.

Abstract

This research discusses the crucial role of citizen journalism in the context of landslide disaster risk in Cianjur by applying a qualitative approach and analytical descriptive research methods. The results of the in-depth analysis highlight the importance of citizen journalism in empowering local communities with actual information, mobilizing support, and building solidarity in crisis situations. Although several hyperlocal social media accounts provide information, the involvement of citizen journalists in covering and informing post-disaster conditions is still minimal. In the context of mitigation and recovery, citizen journalism can play an important role in conveying local perspectives, monitoring the environment, and responding to specific community needs that may otherwise be overlooked. Evaluation of the impact, challenges and opportunities of citizen journalism in dealing with the landslide disaster in Cianjur is important to holistically understand its role and potential contribution in strengthening the sustainability and resilience of communities in the future.

Abstract

Approaching 2024, Indonesia will experience a process or momentum of changing heads of state and regional chiefs. Politically, if there is a new head of state, it is possible that there will be several legal policy reforms in the implementation of development, as well as disaster management policies. In terms of disaster events, natural disasters that occur during the implementation of political momentum can threaten the loss of political rights, damage to voter lists, disruption of supporting infrastructure, relocation of polling places (TPS), obstruction of logistics procurement and distribution channels, as well as delays in changing government. Thus, as a mitigation measure for disaster management during political momentum, synergy between Ministries/Institutions and Regional Governments is needed in dealing with natural disasters so that they do not disrupt political, legal and national security stability. Political momentum through simultaneous General Elections (Pemilu) and Regional Chiefs Elections (Pilkada) must be seen as momentum to emphasize the commitment of regional leaders to improving disaster management services to the community as well as realizing Indonesia as a Center of Excellence in Sustainable Resilience. Disaster issues must be given attention, including including disaster issues in the vision and mission in the Pilkada campaign and become a commitment of the elected Regional Chiefs
