Abstract

There are three primary aims of this paper. Firstly, it is to analyse proper role theory, especially in government sector. Secondly, this study would examine the role of Indonesian government, according to relevant role theory, in order to achieve nation’s goal. Thirdly, this paper would examine the use of technology by Indonesia government in order to achieve that goal. Furthermore, this research using qualitative data collecting methods with descriptive approach and case study strategy. There are some findings of this study. First, there are four main elements in the theory aspect of the role of the government, especially in Indonesia, namely: One, the political and social contract. Two, the process of deliberation or formulation of public policy that becomes the main point before entering into other points as derivatives. Three, the concept of implementation of public policy, in which there is a dimension of rights and obligations, both for the government and society, as both parties agree on social and political contracts, where both aspects become the fourth and fifth points. Secondly, the Indonesian government's policy in case studies that researchers use, namely the issue of radicalism, is considered to be contrary to the contract value of the nation and state. This can be further seen in pancasila related to national unity and unity and social justice. Furthermore, the dynamics of the issue are also contrary to the vision of the ministry of religion, in terms of maintaining intra-religious harmony. Even in the process of drafting a Joint Decree of the ministry related to this issue, not through an appropriate process of public policy formulation. Thirdly, even if the policy must be taken by the government, it is necessary to take appropriate public policy formulation measures. Moreover, it is beyond the vision and mission of the ministry, campaign promises and the constitution. Therefore, one of the efforts that must be taken to produce good public policy is to provide public spaces availability to participate in the formulation. Where in this case, technology, especially the presence of virtual space as an extension of physical space, has a big part in that. Unfortunately the government does not provide access for the public in this virtual space, and seems to separate certain spaces which creating divsion of personality. Abstract

This article is the result of a research which aims to describe the implementation of Smart city in Bandung in terms of technology, human and institutional aspects. The research was conducted with a descriptive qualitative approach. Data collection was carried out by semi-structured interviews with 37 informants, observation and documentation. The research findings show that the socialization related to the smart city program, especially in socializing service applications to the public, is still not widespread so that it has an impact on the lack of citizen knowledge regarding the smart city program and the Bandung City Government has ratified the Bandung Smart city master plan standard operating procedures related to information systems in order to realize smart city ​​in the city of Bandung. It is recommended to increase continuous socialization, educate the public regarding online applications in collaboration with campuses, as well as implement the Bandung Smart City master plan and conduct evaluations at each stage that has been implemented. Abstract

The use of technology of information in the government sector well known as TIP (Technology of Government Information) it was not a new concerning formally, Indonesia just had the regulation on the 2003, refer to ordinance the 2003 number 3 that consist on development of electronic government. The regulation has 6 (six) strategies and phases of TIP development comprehensively. However, Tasikmalaya City Government still faces many problems in it’s implementation. Related with this research, it capable of proof that there are several obstacles in the implementation of TIP in Tasikmalaya City Government, such as either regional regulation or Mayor Regulation Governing Regulated the implementation of TIP in a comprehensive manner TIP application have been built are still partial in each Organization of Local Government (OPD), and have not been integrated in an interoperability system. The lack of human resources who have competence in this sector, and it’s implementation does not involve to another such as the people and private parties. Based on the conditions above it will impact on the weakness of government implementation, especially on public service as a good governance indicator should be have. Abstract

All the arrangements of human life are connected with the internet network that is so massive due to an industrial revolution 4.0. The development of existing technology has an impact on government service systems, namely the service approach to the community. If the service is associated with technological development, it will make the service process effective if the government can allocate it through changes in existing technology properly and correctly. E-Court is an instrument in court as a form of service to the community in terms of online case registration, online payment, online summons, and online trial. Prior to the application of the E-Court, the community tended to experience difficulties in carrying out court activities because the community had to come to the place of court before which would take a lot of time and money, this made the lack of efficiency and effectiveness of services in the registration and trial process. , seeing the difficulties of this society, an E-Court application was launched based on Supreme Court regulations that are useful to facilitate the public in conducting court-based technology activities that save time and excessive costs in order to realize the ideals in efficient and effective public services. This study aims to determine the implementation of e-court applications in services in the Malang District Court. Abstract

This research focuses on describing and analyzing the effectiveness of the Online-Based Public Complaints Information System which been known LAPOR! from information system quality’s perspective in Bandung city. LAPOR! is a concrete step to integrate the management of public service complaints so that it requires all Ministries / Institutions and Local Governments to be involved in its management. The phenomenon of problems that occur in Bandung related to the application of LAPOR! are complaints channels of each agency that have not been integrated in LAPOR!, LAPOR!'s socialization which is still uneven, also there are reports of complaints that have not been resolved, and public perceptions about complaints online itself. The researcher used the information systems theory of DeLone and McLean (2013). Combining a qualitative theory with a descriptive approach and also using interview, observations and documents about LAPOR! conducted by the Agency of Communication and Information of Bandung city, these are how the researcher works. The results showed that the quality of information system of LAPOR! can increase the effectiveness of managing public service complaint. LAPOR! with its features and menu has been able to facilitate several community problems through the system. Some problems of information system that occur such as network, maintenance, and features availability, or technical errors still can be handled by internal experts in the agency. In terms of website interface of LAPOR!, the addition of graph report of complaint in website can improve its management. Keywords: LAPOR!, effectiveness, information systems
