Abstract

Mekong region is a geopolitical hotspot, reflecting conflict of interests between riparian countries (China, Vietnam, Thailand, Myanmar, Laos, and Cambodia) which influence forms of complexity, perspectives and perceptions that lead to tension and conflict. Composition of forces within the Mekong refers to geographical positions that determine strategic positions. China as an upstream riparian country has a more dominant bargaining position. In trying to understand phenomenon of China hegemony, qualitative method as an approach is used through literature study. China hegemony reflects in construction of dams, formation of LMC (Lancang-Mekong Cooperation) and rejection of the MRC (Mekong River Commission).

Abstract

This research is based on the phenomenon of the low performance of the employees in the Deputy for the Field of Court, Secretary General of the DPR RI. This of course cannot be tolerated because the Deputy for the Field of Court related to the task of carrying out the preparation of policy formulations, coaching, and implementation of court support to the DPR RI, is also a challenge and a tough task for the Secretary General of the DPR RI to reduce or even eliminate the negative image of the DPR RI in the eyes of Public. Using a qualitative approach, and using the theory of Dwiyanto (2005; 16), this study aims to determine the factors that influence the performance of the officials at the Deputy for Session of the Secretariat General of the People's Representative Council of the Republic of Indonesia. The conclusion is quite good in increasing the role and function of the People's Representative Council of the Republic of Indonesia, but there are still constraints on the factors of productivity, service quality, responsiveness, responsibility, and accountability

Abstract

The regional financial condition is an important instrument to assess the extent of the condition of regional financial capacity and performance. In this research, he wants to know the condition of the regional financial health in the regencies / cities in Banten Province, in the period 2016-2019. The research method used is quantitative with the results of calculations described descriptively, the data used is a summary of the realization of the TA budget. 2016-2019, and regional statistical data in numbers, such as total population and gross regional income (PDRB) of each Regency / City in Banten Province. The results of the analysis and findings show that the highest index score in the 2016-2019 period ranged from 0.724 to 0.791, while the lowest index score was between 0.124-0.159. There are 5 regions that show an increase in the index, while 3 other regions have a decrease. In terms of index scores, the regions that experienced an increase in the regional financial health index were Serang Regency (0.162), Lebak Regency (0.138), Serang City (0.084), South Tangerang City (0.023) and Cilegon City (0.003). Meanwhile, the regions whose scores decreased were Tangerang City (-0.009), Pandeglang Regency (-0.035) and Tangerang Regency (- 0.061). In terms of ranking, the highest score index is South Tangerang City and Tangerang Regency. In 2016 the highest score was South Tangerang City (0.724), in 2017-2018 there was a change in ranking, the highest was Tangerang Regency (2017: 0.791) and (2018: 0.742), in 2019 the highest ranking was South Tangerang City (0.747). The districts / cities that did not experience a change in the regional financial health index score rankings were Tangerang City (rank 3), Cilegon City (rank 4) and Serang Regency (rank 5). Meanwhile, the districts with the lowest average index were Lebak (0.244) and Pandeglang (0.147). Meanwhile, based on the type of city government, only Serang City whose score is still below the average index. Meanwhile, in the district government type, Tangerang Regency is the representative of the Regency which has a high index score. Even though Serang City is below average, but in terms of consistent scores, Serang city continues to increase and experience improvement. The regional financial health ranking index score is only compared between districts / cities in Banten Province for the 2016-2019 fiscal year. The development gap and regional fiscal ratio in Banten Province are very visible. The next research, especially to examine the financial performance of the City, can compare with other cities that are considered more equal.

Abstract

This research is based on the existence of a disagreement on the application of press law and a lack of understanding of law enforcement officials regarding legal cases related to press coverage. This kind of situation must be guarded and extended to other law enforcement officials so that law enforcement efforts do not have to conflict with the will of the people in maintaining and maintaining press freedom that has been guaranteed by the UUD 1945 and its amendments. By using juridical methods of format and approaches to several theories, namely Grand theory, Middle Range Theory and Applied Theory (as Grand Theory uses Materiel Law State Theory, Middle-Range Theory uses Development Law Theory and Applied Theory uses Criminal Law Political Theory supported by Systems Theory. Criminal Justice), this study aims to determine the application of law enforcement policies to legal cases related to press coverage in Indonesia. The conclusions obtained are as follows: 1. Law No. 40 of 1999 concerning the Press is not a lex specialis against the Criminal Code (KUHP), therefore the Criminal Code remains valid in enforcing press offenses, while civil charges resulting from press coverage can use Article 1365 and / or Article 1367 of the Civil Code. 2. Law enforcement policies in the press sector are formulated and implemented in a balanced manner between the need to maintain press freedom based on the 1945 Constitution and legal guarantees of individual rights to press coverage.

Abstract

In Indonesian telecommunication industry, the service providers have rigorous competition, with complex regulations and high investments. To survive, companies must have organizational capabilities to adapt, innovate, and act dynamically. The companies in this industry require deep external knowledge from outside of the organization to adapt to new technologies and to make new products and services. However, the success percentage of a project in the industry is still low only 39%, globally. This research mainly focuses on the discussion about improvement of team performance in the development projects of the telecommunication operator companies in Indonesia. This research also relates to knowledge acquisition, knowledge transfer, and knowledge creation and their relationship to development competence, to achieve optimal project performance. The hypotheseses were tested using the Structural Equation Modeling (SEM) approach with SmartPLS software. Valid data obtained from 133 respondents of project leaders of telecommunications operator companies in Indonesia.The result shows the significant effects of knowledge acquition, transfer, and creation among them and also towards development competence, moreover development competence towards organizational performance in development project team. This research has given theoretical and managerial contributions to strategic management. All of these will extend and enrich management theories.

Abstract

Allocation of village funds is a balance between central and regional financial funds received by districts / cities, which in the distribution for each village is distributed proportionally, namely at least 10% (ten percent). The allocation of village funds is intended for the implementation of village government and community empowerment. This research uses qualitative methods with a descriptive approach. The results showed that normatively and administratively the management of village fund allocations was carried out well, but in substance it had not yet touched the true meaning of empowerment. In addition, some stakeholders have not carried out their roles optimally, only the village head as the implementing team dominates the management of the village fund allocation. The paternalistic culture of the village community causes the community to be indifferent and put full trust in the village head in the management of village fund allocations, as well as the dominance of the sub-district in the preparation of a letter of accountability which causes a lack of village independence. Therefore, this study aims to describe the effectiveness of village government policies (namely the village fund allocation policy) in supporting the empowerment of village communities. The results of this study indicate that the allocation of village funds serves as a stimulus to encourage the Caturtunggal Village community to develop and maximize their potential. The physical development budget is also directed and focused on improving the economy of the village community by involving them in projects and other social activities in the village and by involving them to care about their village development.
