Information and communication technology (JeT) is a systematic process of the design, development, utzlization, management, and evaluation of the process and resources for learning. These concept and principles can be used to solve the instructional problems including in the area of civics education. The implementation should be focused on the message (the curriculum of civics education), personnel (teachers, students, and administrative supports), hardware, software, management, and setting. The systematic strategy in implementating leT consists of five steps: design, development, utilization, management, and evaluation of the process and resources of civics education.

Social capital plays an urgent role in building and maintaining elan vital of student bodies which are up to some level fragmented into subcomponent labels and step down into internal frictions. The social capital should emerge and be maintained in any activity of students organizations and interrelation among them. Student boards and also lecturers should have conscious ness to raise and increase the social capital.

In the past times, the moral issue is a core and main face of education. The talks about education, educators, or well-educated people refer ni"'ainfy to illustration of aspect of their morality and personality. Although the paradigm of education as a inheritance of values, especialfy moral values, are considered as an old-fashioned or conseruatiie, but , such education is very relevant for the solution to improve the morality of the nation. Subjects of Civic Education have distinctive vission, namely the formation of good citizens. Definition of ''good citizens" shows that the moral content is essential. However it is often based on interpretation of the ruler. As a consequence, these subfects are regarded as more political than academic and suf?jects with a weak saentificfoundation. As a part of formal curriatium, the moral dimension in Civic Education should be abso lutefy developed from the content or material standards. Beside, teachers with the aTttonomy thry had could inculcate moral values, whether unitersal or contextual or cultural or local. Thus, it is possible for teachers to develop iiformal curriculum or hidden curriculum, beside the formal curriculum

Pro and contra responses arises release of Act of Legal Body of Education (BHP). The emergence of the forementioned Act is mandate of Act of System of National Education. The articles of Act response completelY the objections of the opposing parties against this Act. They should prosecute it through constitutional review in Court of Constitution/ Mahkamah Konstitusi (MK). They should prove the fundamental weaknesses of its content. If UNY is reacfy to change its legal body into BHP, whole aspect of its management and conduct should be adjusted to the provisions og the Act. UNY has already tried to anticipate the regulation through preparing the statute of Universiry.

Political system of Indonesia is ongoing process of democratization. There are many attitude sould be performed by citizen to respond development of democracy: first, self openness to reflect weaknesses, mainly in mentality of states aparatus. Second, appreciation toward Political System of Pancasila Democracy as a manifestation of proportional and rational political attitude. Third, political participation which appropriates the rule or regulation, namely, constructive and conventional participation toward developing the order, peaceful, civilized, and prospering democracy.

The urgenry of information technology for all aspects of lofe is not merelY a discourse. The necessity of modern and global activities requires renewal of technology is inevitable. Consequently there will be a new invention, mobilization and transformation. The phenomenon can enhance globalization of intellectual rights. Because of its urgency, present information technology threatens to intellectual works protected with patents or trade mark (brand). License is not onlYyan alternative to fulfill renewal of information technology, but also to protect the ''owners'' of the technology. Through license contract, licensor basicallY permits licensee to utilize the technology possessed As return the licensor receives royalties. In fact, imbalanced bargaining position and free/ unlimited contract are often used by licensor to 'force" a restrictivetrade clause which potentiallY limits licensee's freedom as technology receivers. Therefore it is necessary to confirm in goodwill for involved parties as good conduct to license contract making.

Civil Society Organizations play a significant role in movement of human rights. CSO's face shifting contemporary challenges, namelY, betrayal against values of human rights and weaknesses of state sovereignty. These new challenges strive for CSO's to conduct some action in two ways: retrospective paradigm and prospective one. In one hand, they should do war against forget in the past violations of human rights. In the other hand, tbey have to respond progressivelY the future challenge of human rights.

In this reform era crimes occur more and more. The level of public consciousness towards law nowadays decreases. That situation impacts to the decrease the role of Government. In the ideal dimension, state apparatus should be example to increase legal consciousness among student. But in fact, thry also disobey the law. Spread of corruption proves the situation. There are to wqys then to resolve the situation. First, educational program to increase legal consciousness among society--from is urgentlY necessary. Second, legal consciousness among society needs contribution and support from State Apparatus, especiallY through their attitude toward the law.
