Abstract

In 1995, ASEAN established the ASEAN University Network (AUN), a special body to handle higher education affairs in ASEAN. This study questions how the role of AUN in the process of higher education regionalization. This study uses the FOPA Model (Functional, Organizational, and Political Approaches) in analyzing the process of higher education regionalization in ASEAN through AUN. Data collection in this study uses two ways; literature study and interviews. The results of this study concluded that AUN in the process of higher education regionalization had a role as a facilitator and forum. In this case AUN seeks initiatives through two lines; system alignment and collaboration programs.

Abstract

The anti-narcotics policy during the reign of Rodrigo Duterte was intended to eradicate narcotics in the Philippines. The Philippines according to the rules of the Rome Statute are required to cooperate in the ICC investigation regarding indications of crimes against humanity in the implementation of policies. On the other hand, Rodrigo Duterte ordered local security forces not to cooperate with all forms of investigations carried out by the ICC in the Philippines. As of March 14, 2018 President Rodrigo Duterte said that the Philippines would revoke the ratification of the Rome Statute and leave the ICC membership. This study aims to analyze the reasons underlying the Duterte Decision through Graham T. Allison rational actor model theory. Based on the theory of the rational actor model, there are some policy alternatives to decide to get optimal result. Based on these, the decision to withdrawing Philippines membership from ICC is an effort to continue the implementation of anti-narcotics policies as Philipinnes national interest without ICC intervention.

Abstract

After winning the right to host 2022 World Cup, Qatar is exposed to migrant workers' problems which have attracted attention of the international community. Migrant workers building infrastructure find themselves in a discriminatory and exploitative treatment. Amnesty International identified hundreds of migrant workers employed on the Khalifa Stadium and the Aspire Zone were being subjected to human rights abuses by the companies for which they worked. According to human rights groups, this is a consequence of the kafala system which is very familiar with modern slavery practices. As one of the main actors of the World Cup in Qatar, FIFA recognized its international significance brings a responsibility to influence decision-makers in Qatar. FIFA has also urged Qatari Government to comply the ILO’s core labour standards into labour reforms, and must be introduced quickly with lasting effect. Hence, this research aims to analyze acts taken by FIFA in its efforts to influence policies related to migrant workers in Qatar. Moreover, to analyze the issue, this research will use two theoretical approaches regarding the concepts of domestic structure and international institutionalization. These two concepts are likely to interact in determining the abilility of transnational actors to bring about policy changes

Abstract

India joined SCO in 2006 as an observer country and officially became a SCO member country in 2017 Relations between China and India have not been able to accept each other so far because the two countries have quite a poor diplomatic history. This raises the question of why India decided to join the SCO amid poor diplomatic relations with China as the inisiator of the organization. To analyze these problems, the CBM concept and neoliberal institutionalism theory will be used to find out why India joined the SCO. This study us a qualitative descriptive method using secondary data. The process of collecting data needed using library research techniques. The data used in this study is information of SCO and how India use SCO as their instrument amid their relationships with China to build CBM and to pursue benefits from joining SCO

Abstract

Ennahda is the name of one of the political parties in Tunisia which initially moved within the Islamism ideological direction. But when Ennahda elected became the head of government in 2011, the party became more compromised with political reality around and set out the rational choice while determining its political attitudes and actions. In 2015, Ennahda formed a coalition government with electoral winning parties as well as political rivals from the pro-secularist group, the Nidaa Tounes party. Some of Ennahda's loyal supporters, their party's policy is seen as a form of betrayal of his own ideological values because its acceptation for the notion of secularism and those step is considered as a deviation from Islamic beliefs. Moreover, at the 10th congress on May 20, 2016, Ennahda, which was previously seen as a symbol of the Islamism party, issued an official statement that its party separate itself between religious and political activities. Therefore, this study aims to explain the reasons and factors that led to changes in political strategy that occurred in the Ennahda party in Tunisia. The analysis of changes in Ennahda's political strategy will be reviewed through the concept of Post-Islamism. In order to support the discussion of this study, the author uses secondary data collected through library research studies and analyzed using qualitative descriptive methods. The results showed that the reasons and factors that led to changes in the political strategy of the Ennahda party at Tunisia in 2016 were due to: new political challenges, That is the pluralistic condition of political environment and the demands of compromise in order to build a civil society; the emergence of hardline Islamic movements and extremist groups in Tunisia; the events of the military coup over the Muslim Brotherhood in Egypt in 2013; and an increasing in public dissatisfaction with the party-led government coalition
