Abstract

This article focused on results of assessment of PISA on level of literacy of youngsters in a number of countries including Indonesia. Key findings comprised reading literacy, mathematics literacy, and science literacy of Indonesian youngsters and those of other countries are described. Several factors assumed to have impacts on the results of assessment covered impacts of gender, engagement on learning, family background, and school characteristics. There are several constraints faced by Indonesia that make the assessment result unsatisfying, namely, input and process of education. Constraints of education input cover 1) insufficient availability of educators and educational staff; 2) unavailable learning facilities or inefficient use of the facilities; and 3) inadequate education costs. Constraints of education process comprise 1) too much structured and heavily loaded content, and 2) teacher oriented instructional method. The constraints of education process cause instructional process ineffective. There are seven solutions that need to be organized to cope with the constraints. They are 1) the development of better curriculum, learning method, and assessment system, 2) the capacity of educators’ profession, 3) the improvement of facilities and learning materials, 4) a life skill education, 5) the development of a superior school on basic education, 6) the improvement of quality and relevance of education, 7) the use of ICT for schooling and learning system.

Abstract

The objective of this study is to develop a model of fashion life skill instruction in empowering learners to reach a self reliant entrepreneurship. Research and development method through seven steps of research was used. The seven steps consisted of empiric (field), Literature review, conceptual model arrangement, model verification, model experiment (implementation), analysis and model revision, and final model. The study was conducted at PKBM (community learning center/CLCs) in Bandung regency. Research subjects were learners of CLCs who chose field of dress making, where learners of Jayagiri CLC were the control group and those of Gegersunten were experiment one. Results of study showed that the model of life skill instruction in the field of dress making in Community Learning Center proved effective in improving learners’ ability to achieve entrepreneurship independence.

Abstract

This study aimed at acquiring actual profile and relationship of basic elements of educational institution performance in developing the image of Parahyangan university performance and implication to policy on quality assurance. A mixed methodology design covering quantitative and qualitative approaches was used. The qualitative approach aimed at 1) investigating the actual profile of Unpar performance and its relevance to the Performance Excellence for Education Criteria, and 2) investigating the alternative model of policy strategies in developing the image of excellent higher education performance in the future. While the quantitative approach aimed at testing hypothesis which specifically relates to the four aspects, namely, leadership, strategic planning, student and stakeholders and their influence to staff and faculty members focus and management process. Besides, it also investigated the relative contribution of brain center to the driver triad, work core, and outcomes in developing the image of Unpar performance. Results of the study consist of three main points, namely: 1) the description of Unpar performance; 2) the influence of leadership, strategic planning, student and stakeholder focus, staff and faculty focus, and management process on Unpar’s organizational performance results and the correlation between the brain center and driver triad, work core, and outcomes in Unpar, 3) the alternative model of development policy on the image of higher education performance.

Abstract

This study aimed at developing a strategy of quality management of senior high schools in Bandung City through education services satisfying students. Qualitative and quantitative methods were used. Results of the study showed first satisfaction index score of secondary education service in Bandung City was 1.74 (unsatisfactory). Second Quality management strategy developed through five strategic elements covering arena, vehicle, differentiation, stage and economic logic. Third, Balanced Scorecard mapped the strategy result through four perspective comprising learning and growth, internal process, customer, and financial. The study suggested several recommendations. First to assure teachers’ competencies, system of quality management needs to be developed with quality standard and use of Information and Communication Technology (ICT) in order to add learning resources for teachers and students, besides, school management will be able to conduct partnership and networking for continuous quality improvement. Second policy concerning with development of blue print for quality improvement of senior high schools in Bandung need to be issued. Third performance contract between headmaster and Bandung board of education in dealing with fulfillment of the blue print based on key performance indicators need to be organized. Fourth Quality Award Program for achievement of secondary education quality that will make school proud and create new conducive climate for secondary school need to be arranged.

Abstract

This study focuses on the development value of sales, labor on ict companies in Bandung, the output value of industry sector and subsector telecommunications equipment industry, exports of communications including communications telecommunications equipment industry, as well as economic development, employment and bank lending in the form of small and medium-sized micro-credit for the years 2000 - 2008 to kabupatenkota in West Java province. Results obtained bank loan facilities for the industrial sector and the inflation rate together to have a significant impact on employment in West Java, on changes in bank lending as a whole no significant influence on the change of value of output and employment in the industry as a whole and telecommunications equipment industry,  exports of communications and telecommunications equipment communications in western Java, while the UMKM loans to agriculture, mining, processing industry, trade, hotels and restaurants, transport and communication co, construction, service businesses, community social services, and other sectors together have a significant effect on employment in western Java. So that banking institutions should give greater credit to sectors of the productive economy, and have a wider effect multipier between sectors, so the increase in credit for UMKM will positively impact employment in west Java, so does the local government to provide certainty law for licensing services, transparency, and lower cost, especially for UMKM to various economic sectors in western Java.

Abstract

suggesting its implication on the program of teacher education in Indonesia. A history of teacher education is described in the first discussion to provide a background for the idea of teaching as professional occupation. The history of teacher education starting from Ducth colonial era until the Education Law on Teacher and Lecturer number 14 Year 2005 prevailed has a complex dynamic where teachers’ qualifications before the education law existed were various. The Education law makes teachers’ qualifications more homogenous where it states that a teacher needs to have a full bachelor degree (S1) or at least diploma IV. The demand of law is reasonable because teachers’ role and responsibility are very challenging. In accordance with this, the philosophical foundation of teaching as a profession is to achieve education missions to support existence of a modern and democratic country of Indonesia based on Pancasila. It means that teachers need to be competent enough to develop competences and mould character of students based on stated competence standards. Competent teachers have to be able to arrange instructional planning, to design instructional program, to manage instructional processes, to evaluate instructional processes and achievement, to diagnose learning difficulties, to encourage and to motivate learners. To be competent teachers, they need to accomplish three stages of teacher education and training, namely: 1) academic professional education; 2) professional education and training; 3) practical professional training.

Abstract

This study investigated how Indonesian children in Australia as a foreign country temporarily switch their Indonesian language with English, what parents’ attitudes toward the children’s language is, and how Indonesian parents encourage the use of Bahasa Indonesia by their children at home (in Australia). A case study method with qualitative approach was used. Participants of the study were one family of Indonesian students comprising a 35-year-old mother with 6 and 8-year-old sons. The mother was chosen because she was considered as repositories of culture and responsible for the maintenance of tradition and language. Data collected through observation and open-ended interview. The study showed that the Indonesian children soon adopted English and gradually lost their mother language because of their less frequent use and interaction with the users. The Indonesian mother had to struggle to maintain her children’s mother tongue, since she and her family planed to go back to Indonesia. Parents had to make an effort to maintain their children’s Indonesian language skills. Use of mother tongue as the home language considered to be a good way to foster children’s Indonesian use. This could help the children re-learning Indonesian they had a good understanding of it.
