Abstract

Trip Generation Models in Palembang applying Radial Basis Function Neural Networks (RBFNN) is discussed in this paper. In this study, the data of trip production and land use are derived from the origin destination survey in Palembang in 2009, where the city of Palembang divided into 16 zones. To test the reliability of the model, the results of the RBFNN models are compared with the results of the regression analysis model. The results indicate that RBFNN model can give satisfactory prediction ability and it is better compare with the results of regression analysis where it can be seen from the coefficient of determination (R2) of the two models.Keywords: radial basis function neural networks, trip generation, land use, analisis regresi

Abstract

At present, the influence of overloaded freight vehicles only associated with damage to the road structure and road congestion or services. Overloading is not considering the effect of the increase of carbon oxides. Increased carbon oxides on overloaded vehicles occur due to increased fuel consumption and heavy vehicle engine work. This study aimed to obtain the relationship between axle load overloading offenses with increased carbon oxides carried by freight vehicles in the Province of East Java. The method used is direct measurement in several weigh in East Java Province. The excess weights of freight vehicles were measured and then carbon oxide emission tests were performed to measure the carbon monoxide and carbon dioxide emissions. The results indicate that there is a linear relationship between the excess loads carried by freight vehicles with increased carbon oxides. Carbon dioxide increased significantly in line with overloaded heavy freight vehicles. Therefore, the policy to implement sanctions, such as fines for overloaded freight vehicles should include cost components due to increased emissions of carbon oxides, such as reduction cost and community loss affected by these pollutants.Keywords: heavy vehicle, overload, freight vehicle, carbon oxides

Abstract

Indonesia has been developed Integrated Indonesian Road Management System (IIRMS) since 1990’s as a tool for the management of the national road network. As the development of technology and the needs of the Pavement Management System (PMS) getting complicated and dynamic, IIRMS is left behind and, therefore, should be developed or should be replaced with another system. This study carried out to provide recommendations regarding use of PMS the better. The results show that HDM-4 (Highway Development and Management, 4th generation) can be fully used, for all of its applications and not only adopting several parts of the model, as used today. IIRMS, HDM-4 can be used together as a hybrid system for the PMS in Indonesia. HDM-4 is used as the main support for an investment decision and IIRMS is used as supporting for reporting.Keywords: HDM-4, IIRMS, pavement management system

Abstract

Toll roads, as land transportation infrastructure, have an important role in Indonesia. With a high number of road crashes in Indonesia, with about 40,000 people die on the road each year, the determination of blackspot locations is crucial. The aim of this study is to analyze blackspot location on a toll road in Indonesia and, furthermore, to provide recommendations in order to reduce number and severity of accident. A case study is carried out on a toll road, named Purbaleunyi Toll Road, in West Java. Accident rate value and UCL method are used in this study to determine blackspot locations. The results indicated that there are many blackspot locations along the toll road and recommended solutions provided are adherence to traffic regulation, adherence to vehicle worthiness,dissemination of road safety importance to road users, and the implementation of blackspot treatments continuously.Keywords: blackspot location, road crashes, toll road, blackspot treatments

Abstract

The Law No. 22/2009 on Road Traffic and Transportation dictates the national road authorities to perform proactively, reactively, and with fullest anticipation with regards to the safety aspects in administering road provision. In relation to this demand, data collection was conducted in Provinces of Riau, East Java, South Kalimantan, South Sulawesi, and East Nusa Tenggara through a series of focussed discusions involving road authorities, road traffic and transportation regulators, as well as law enforcement officers. Proactive measures that still fell short to meet the demand were related to Article 8 (stipulation of road’s level of service, optimized utilization of road segments, geometric betterment of roads and intersections, stipulation of road classes, and attainment of road worthiness). Reactive measures that still lag in enforcement were related to Article 24 (improvement of road sections with safety deficiencies, and installation of road signs at damaged road sections or roads with substandard geometric to prevent accidents). Anticipative measures in need of attention were related to Article 230 (road unworthiness as a contributing factor to cause accidents), and Article 273 (poor road conditions that might cause accidents, and in consequence of which, road authorities could face 5 year imprisonment in cases invloving fatalities).Keywords: proactive, reactive, action, road

Abstract

As a basic model, trip generation model aims to obtain the number of movement generated by each origin and the one attracted to each destination zone. Based on the movement, trip generation model is categorized into home-based trip generation and non home-originated/destinated trip attraction. Given that the different types of activities attract trips with different characteristics, it can be concluded that land use management determines the movement and activities. Remote sensing imagery has been extensively used in various research themes including land use management or land use and detailed land utility. As one of the remote sensing imageries, Quickbird imagery is advantageous with its high spatial resolution which is 0.61 cm. Therefore, it is interesting to apply the 0.61 cm spatial resolution to the trip generation model to estimate the number of trips at the trip generation. This aims is to minimize field activities which are high cost, extensive workers, and relatively time consuming.Keywords: trip generation model, trip attraction, quickbird imagery

Abstract

Road is one of the transport infrastructure that plays a role in the life of the Indonesian nation and promote the general welfare. The use of materials and non-renewable natural resources can be a problem for future generations. Giving priority to only one road users on road design phase, before and after the implementation of the road construction, will be a problem for other road users. Development program that takes into account social, economic, and environment has been proclaimed by many countries and has been a mutual agreement as sustainable development. Efforts that lead to a sustainable development in Indonesia are to consider the principles of sustainable development path that has been used by other countries. This paper identifies criteria for sustainable development and determines criteria that allow for the achievement of sustainable road in Indonesia. The results indicate that the concept into a sustainable development is the fulfillment of the needs of the present generation without compromising the ability of future generations fulfillment, improve the economic, environmental quality, and equality of rights. The criteria for a sustainable road management are efficiency, mobility, safe and comfortable, community participation, restrictions on emissions, natural resources, habitats, and ecosystems.Keywords: sustainable road, sustainable development, sustainable criteria

Abstract

Determination of road maintenance involves complex multi-criteria in decision making process. Analytical Hierarchy Process (AHP) method has been used to determine the weight of criteria in evaluating the road maintenance priority. In this study, the priority decisions for maintaining collector roads in Banda Aceh city were determined using the AHP method. The objective of this study is to describe the decision making process in determining the road maintenance handling priority accurately involving the key persons. There are 4 (four) criteria used, namely road condition, traffic volume, policy, and land use factors. The results showed that the highest criteria weight was achieved by road condition with a score of 0,454, followed by traffic volume (0.255) and land use (0.158), respectively. Surprisingly, the lowest score was obtained by policy factor. It was really beyond expectation since road maintenance priorities were usually relied on the government policy. The results indicated that road condition and traffic volume were the main factors in determining the road maintenance priorities.Keywords: road handling priority, road condition, traffic volume, AHP method
