Abstract

Rail transportation is a mass transportation mode which needs high investment. Conventionally railway operation financing comes from government funds. However, the current financing of railway operation can come from the private sector. This is in line with Law No. 23 of 2007 stating that the private sector can play a role in railway operation, there should be a separation between the role of the regulator and the operator, and the elimination of monopoly in railway operations. The railway operations offered to the private sector could be through Public Private Partnership (PPP) scheme, which needs a set of criteria so that the project could benefit the government as well as the private parties. This study aims to develop criteria to be used as the base for decision making in the selection of PPP projects in the field of railways. These criteria are divided into two groups namely Must Criteria (Kriteria Utama) and Want Criteria (Kriteria Tambahan). The data used were obtained from interview involving some respondents The results show that the criteria for the selection of PPP consists of  30 sub-criteria including Must Criteria, 16 sub-criteria including Want Criteria, and 4 sub-criteria that do not belong to any of those groups. Kereta api adalah suatu moda transportasi masal yang penyelenggaraannya memerlukan investasi yang besar. Secara konvensional pembiayaan penyelenggaraan perkeretaapian bersumber dari dana pemerintah. Tetapi saat ini pembiayaan penyelenggaraan perkeretaapian dapat bersumber dari pihak swasta. Hal ini sejalan dengan Undang-Undang No. 23 Tahun 2007, yang menyatakan bahwa swasta dapat berperan dalam penyelenggaraan perkeretaapian serta adanya pemisahan antara peran regulator dan peran operator dan penghapusan monopoli dalam penyelenggaraan perkeretaapian. Penyelenggaraan perkeretaapian yang ditawarkan ke pihak swasta dapat melalui skhema Kerjasama Pemerintah Swasta, yang membutuhkan seperangkat kriteria sehingga kerjasama tersebut dapat menguntungkan pihak pemerintah maupun pihak swasta. Penelitian ini bertujuan mengembangkan kriteria yang menjadi dasar dalam pengambilan keputusan pemilihan proyek Kerjasama Pemerintah Swasta di bidang perkeretaapian. Kriteria-kriteria tersebut dibagi menjadi dua kelompok, yaitu Kriteria Utama dan Kriteria Tambahan. Data yang digunakan diperoleh dari wawancara dengan sejumlah responden. Dari penelitian ini diperoleh kriteria untuk pemilihan proyek KPS adalah 30 subkriteria yang termasuk kelompok Kriteria Utama, 16 subkriteria yang termasuk kelompok Kriteria Tambahan, dan 4 subkriteria yang tidak termasuk keduanya yang dapat digunakan sebagai kriteria pemilihan proyek Kerjasama Pemerintah Swasta.

Abstract

Jakarta and Jabodetabek area (Greater Jakarta) developed very rapidly in the last ten years. In addition, the development in this region led to the increased of motor vehicle ownership, particularly motorcycles. The growth in the number of vehicles that are not followed by the addition of a sufficient length of road causing traffic problems in the Jabodetabek area. Within about 10 years, travel time increased or travel speed dropped significantly in Jakarta. In addition, the implementation of several development programs, as results of the Study on Integrated Transportation Master Plan for the Jabodetabek (SITRAMP Jabodetabek) are not going according to plan, caused by weak legislation, lack of financial resources, difficulties in land acquisition, institutional constraints, and constraints in the implementation of traffic restrictions.Keywords: motor vehicle ownership, travel time, SITRAMP Jabodetabek

Abstract

At present, the influence of overloaded freight vehicles only associated with damage to the road structure and road congestion or services. Overloading is not considering the effect of the increase of carbon oxides. Increased carbon oxides on overloaded vehicles occur due to increased fuel consumption and heavy vehicle engine work. This study aimed to obtain the relationship between axle load overloading offenses with increased carbon oxides carried by freight vehicles in the Province of East Java. The method used is direct measurement in several weigh in East Java Province. The excess weights of freight vehicles were measured and then carbon oxide emission tests were performed to measure the carbon monoxide and carbon dioxide emissions. The results indicate that there is a linear relationship between the excess loads carried by freight vehicles with increased carbon oxides. Carbon dioxide increased significantly in line with overloaded heavy freight vehicles. Therefore, the policy to implement sanctions, such as fines for overloaded freight vehicles should include cost components due to increased emissions of carbon oxides, such as reduction cost and community loss affected by these pollutants.Keywords: heavy vehicle, overload, freight vehicle, carbon oxides

Abstract

Abstract On time performance is a situation when the time of departure and arrival time of aircraft in accordance with a predetermined. On time performance is important because an aircraft has a value when the aircraft is in the air. This study tried to investigate the on time performance of domestic flights served by the Lion Air airline at Husein Sastranegara Airport, in Bandung. Aircraft actual data were obtained using flightradar24 application program while the aircraft daily flight schedules were given by PT Angkasa Pura II, the airport operator. The evaluation was performed on the aircraft time performance data of February 2015. The results showed that the average delay in the arrival of the aircraft is 44.31 minutes with a standard deviation of 44.54 minutes and the average departure delay in that month is 42.37 minutes with a standard deviation of 37.40 minutes. It can be concluded from this study that the Lion Air flight services at Husein Sastranegara Airport, Bandung, in February 2015 were not on time. Keywords: on time performance, flight schedules, domestic flight, arrival delay, departure delays Abstrak On time performance adalah suatu keadaan ketika waktu keberangkatan dan waktu kedatangan pesawat udara sesuai dengan yang telah ditetapkan. On time performance ini penting karena suatu pesawat udara memiliki nilai guna saat pesawat udara tersebut berada di udara. Pada studi ini dilakukan evaluasi on time performance terhadap penerbangan domestik yang dilayani oleh maskapai penerbangan Lion Air di Bandar Udara Husein Sastranegara, Bandung. Data aktual pesawat udara diperoleh dengan menggunakan program aplikasi Flightradar24 sedangkan jadwal penerbangan harian pesawat udara diperoleh dari PT Angkasa Pura II. Evaluasi dilakukan dengan mengolah data time performance pesawat udara pada bulan Februari 2015. Hasil studi ini menunjukkan bahwa keterlambatan kedatangan rata-rata pesawat udara adalah 44,31 menit dengan deviasi standar sebesar 44,54 menit dan tundaan keberangkatan rata-rata di bulan tersebut adalah adalah 42,09 menit dengan deviasi standar sebesar 37,40 menit. Dari studi ini dapat disimpulkan bahwa layanan penerbangan Lion Air di Bandar Udara Husein Sastranegara, Bandung, tidak tepat waktu. Kata-kata-kunci: on time performance, jadwal penerbangan, penerbangan domestik, keterlambatan kedatangan, tundaan keberangkatan

Abstract

Abstrak Agar dapat dihasilkan suatu perkerasan jalan dengan mutu yang baik, maka aspal yang digunakan harus mempunyai kualitas yang baik pula. Kualitas aspal dapat dinilai dari keseragaman (keajegan) hasil pengujian sifat-sifat aspal keras. Salah satu sifat aspal yang penting adalah sifat kecairan aspal keras (konsistensi). Untuk menganalisis keseragaman tersebut, maka dilakukan pengujian aspal terhadap aspal produksi dalam negeri sebanyak sepuluh sampel. Pengujian-pengujian yang dilakukan adalah uji berat jenis sebanyak dua buah benda uji untuk setiap sampel, uji penetrasi pada temperatur 25°C sebanyak tiga benda uji untuk setiap sampel, uji viskositas pada temperatur 60°C, 135°C, dan 140°C masing-masing sebanyak dua benda uji untuk setiap sampel.Metode Pengendalian Kualitas digunakan untuk menganalisis keseragaman aspal keras produksi dalam negeri tersebut. Dalam metode ini sarana yang digunakan adalah diagram pengendalian kualitas. Hasil analisis menunjukkan bahwa nilai penetrasi yang diperoleh dari hasil pengujian sudah berada dalam rentang yang disyaratkan Bina Marga. Jika nilai penetrasi ditinjau dengan diagram pengendalian kualitas juga dihasilkan nilai yang seragam. Berdasarkan pengendalian kualitas untuk hasil pengujian viskositas pada tiga temperatur yang diuji, dihasilkan nilai yang tidak seragam. Diagram pengendalian kualitas untuk hasil uji berat jenis menunjukkan adanya keseragaman nilai hasil pengujian. Jadi aspal yang diuji tidak konsisten/ajeg/seragam menurut analisis pengendalian kualitas, namun memenuhi spesifikasi Bina Marga.Kata-kata kunci: analisis keseragaman, aspal, uji viskositas, uji penetrasi, uji berat jenis, konsistensi

Abstract

Abstract            Without significant efforts to reduce the number of accidents which causes deaths, the fatal accidents in traffic road, will follow the prediction of WHO (1999) becoming “the third biggest disease” after ischaemic heart disease and unipolar major depression in 20 years period ahead until year 2020. Since the record system of road traffic accidents in Indonesia is not as same as the record system of international traffic accident, then the data of road traffic accident in Indonesia has to be converted. Based on the results of a simple study in Bandung, these review used conversion factor of 1.25 to convert data of fatal accident in Indonesia. By using this conversion factor, it is found that the number of road accident fatalities in Indonesia is 36,000 persons per year, with the rate of accident is 33 persons per 10,000 vehicles.Keywords: traffic accident, fatal accident, accident rate, data of accident, and conversion factor.

Abstract

Abstract The aim of this study is to explore the effect of motorization to the development of urban public transportation in urban areas in Indonesian city in the last decade. The study employs many statistical data regarding motorization and urban public transport. It can be concluded that the motorization will continue to grow, and the existing transport policy should be re-questioned. It roots on the lack of acceptable provision of public transport in term of quality and quantity, but also as a result of high preference on using private transport. The challenge becomes excessive and complex, since there is no appropriate visionary road map for development of urban public transport. In answering this problem, the authors propose an abstract of two sequence approach, namely setting priority in taking side in provision of acceptable mobility for all, and followed with the redefinition of urban transport development by implementing transit-oriented development.Key words: motorization, urban public transport, development, sustainability.

Abstract

Traffic safety on the highway is a complex problem involving the behavior of drivers, driving conditions, vehicle characteristics, and features of the highway. Traffic accidents can be reduced with safety programs, in an attempt to address these traffic accident problems. This study aims to reduce the severity and frequency of road accidents. An observation made in Cikundul Bridge, located at Puncak Road, West Java. This location is a dangerous location, which needs to be given priority for remedial based on analysis of existing traffic accident data. The remedial that needs to be done includes installation of better traffic signs, installation of road markings, installation of fences, improving road geometric conditions, and improved visibility.Keywords: traffic safety, accident severity, road safety program

Abstract

Abstract Sea transportation sector comes to be one golden bridge for Indonesia to increase the economy activity. In this context, Nanggroe Aceh Darussalam Province is one of the strategic provinces, which acts as a gate to enter in western part of Indonesia. Being surrounded by sea, a harbor and sea transportation in NAD is a must. One of the most important harbour in NAD province is Krueng Geukueh Harbour. NAD has very strategic position, between Malaysia and Singapore, and potential conditions, e.g. closely related with central business district, the existence of abundance natural resources, and the availability of airport. The purpose of this study is to improve the performance of Krueng Geukueh Harbour. An improvement efforts suggested include, improving unity of intermodal and multimodal in this harbour, increasing harbour’s capacity of facilities, increasing shipping safety, improving human resources quality and technology usage, and offering opportunities for investor. Keywords: harbor’s performance, intermodal transportation, multimodal transportation.

Abstract

Safer road is a global issue in the world. Regarding road conditions, traffic conditions, and accident rate in developing countries, including Indonesia, safer road is crucial. Furthermore, the problem is worse because of a number of reasons i.e. data of road geometric, road pavement surface, road furniture conditions, and traffic accident are not well recorded, difference available recorded data among institutions, and beginning level of intelligent transportation systems implementation. Moreover, to reach safer road, all stakeholders involved (road authorities, industries, experts, road users) should work together. In order to reach integrated road safety approach, the aims of this study are to determine steps to decrease number and severity of traffic accident before, during, and after accident occur, and then to recommend road safety scheme towards safer road in Indonesia. Sustainable and consistent implementation of steps and road safety scheme leads to significant improvement of safer road in Indonesia. Keywords: safer road, accident rate, traffic accident, traffic condition  Jalan berkeselamatan merupakan isu global di dunia. Terkait dengan kondisi jalan, kondisi lalu lintas, dan tingkat kecelakaan di negara-negara berkembang, termasuk di Indonesia, jalan yang lebih aman sangat penting. Selain itu permasalahan lebih diperburuk oleh beberapa alasan, yaitu data geometrik jalan, kondisi permukaan perkerasan jalan, kondisi perlengkapan jalan, data kecelakaan lalulintas yang tidak tercatat dengan baik, perbedaan data yang tercatat di institusi-institusi terkait, dan implementasi sistem transportasi cerdas baru pada tahap awal. Untuk mencapai jalan yang berkeselamatan semua pemangku kepentingan yang terlibat (otoritas jalan, industri, ahli, pengguna jalan) harus bekerja sama. Dengan memperhatikan pendekatan keselamatan jalan terpadu, tujuan penelitian ini adalah menentukan langkah-langkah untuk mengurangi jumlah dan tingkat keparahan kecelakaan sebelum, selama, dan setelah kecelakaan terjadi serta merekomendasikan skema keselamatan jalan menuju jalan yang lebih aman di Indonesia. Keberkelanjutan dan penerapan yang konsisten langkah-langkah dan skema keselamatan jalan akan menghasilkan perbaikan yang signifikan akan jalan berkeselamatan di Indonesia. Kata-kata kunci: jalan berkeselamatan,tingkat kecelakaan, kecelakaan lalulintas, kondisi lalulintas
