Buletin Pos dan Telekomunikasi a.k.a Bulletin of Posts and Telecommunications is scientific communication media that is currently managed and published by the R&D Center for Post & ICT Resources and Equipments, Ministry of Communications and Information Technology. The Bulletin was first published on 2003 by the R & D Center for Post and Telecommunications, Department of Transportation. Since 2006, After re-organization of the Indonesian Ministries by new elected government, the journal management was moved under the R & D Center for Post and Telecommunications, Ministry of Communications and Information and then since 2010 it has been managed and published by R&D Center for Post & ICT Resources and Equipments, MCIT, Indonesia.

Abstract

Post is one type of communication media used by the public to send goods from one place to another. The public as consumers needs protection in using postal services, especially related to after-sales services. This paper discusses and analyzes postal consumer protection regulations in Indonesia, Malaysia, and Vietnam. This paper uses legal research methods normative with the Statute Approach and the Comparative Approach. The results show consumer protection is the responsibility of the postal operator for the services provided. Each country has regulations related to the protection of postal consumers. It regulates events that can cause loss to consumers and can be requested for compensation from postal providers, such as loss, misdelivery, delay, or damage. There are slightly different regulations and specific each country. Malaysia has a special agency for consumer dispute resolution in the communication and multimedia sector, one of which is related to the postal sector. Vietnam regulates the time limit for consumer complaints and dispute resolution.

Abstract

Both fixed and mobile broadband technologies are adopted in Indonesia. This study aims to identify the competition model between both of them. Non-linear exponential model is employed to estimate diffusion pattern of both broadband services. Meanwhile, Lotka-Volterra method is applied to identify competition model between those two. Results of the study show that for Indonesia telecommunication market, competition relationship between fixed and mobile broadband are mutualism or win-win solution. Considering topography of the regions of Indonesia especially those categorized as rural area, the existence of both fixed and mobile broadband technologies are crucial to accelerate the distribution of the equal access to broadband internet for all Indonesia people both in urban and rural areas. This becomes more urgent when commercial 5G services is deployed in Indonesia.

Abstract

The readiness of mobile operators in implementing 5G technology is essential in providing an overview for the government regarding the level of readiness of mobile operators so that they can provide input for policies that the government will issue regarding the deployment of 5G technology in Indonesia. This study aims to measure the level of readiness of mobile operators in 5G technology deployment. The research method by measuring the readiness index of mobile operators includes infrastructure, spectrum, demand, revenue, and ARPU. Research data is secondary data obtained from the Ministry of Communication and Information Technology. The results showed that PT. Telkomsel is the readiest to deploy 5G in Indonesia. For the next rank, namely PT. XL-Axiata, PT. Indosat, PT. Smartfren, H3I, and the last one is PT. Sampoerna Telekomunikasi Indonesia (STI).

Abstract

Eksistensi ponsel black market tidak hanya memberikan dampak negatif bagi pemerintah tetapi juga stakeholder lain yang terlibat dalam industri telekomunikasi, termasuk pengguna ponsel. Penelitian ini bertujuan mengetahui respon pengguna ponsel terhadap penerapan regulasi ini agar regulasi IMEI control dapat memberikan hasil optimal sesuai tujuan yang diharapkan. Dengan menggunakan pendekatan deskriptif kuantitatif, penelitian ini menemukan beberapa faktor yang berkontribusi terhadap peredaran ponsel black market yaitu kondisi geografi Indonesia, pemanfaatan jalur perdagangan ilegal, penggunaan channel perdagangan online, dan harga ponsel black market. Terkait kesadaran pengguna ponsel terhadap ponsel yang IMEI-nya teregistrasi, kelompok usia 30-34 tahun, 40-44 tahun, dan 55-59 tahun, serta lulusan SMP, Diploma 1/2/3, dan S2/S3 memiliki perhatian yang kurang terhadap registrasi nomor IMEI pada saat membeli ponsel. Mayoritas responden setuju bahwa pemerintah Indonesia perlu membatasi peredaran ponsel black market di Indonesia melalui penerapan regulasi kontrol IMEI. Namun, pengguna ponsel menekankan kesiapan operator untuk melakukan blokir secara akurat, sistem pengecekan basis data IMEI secara real-time, serta kelengkapan dan keakuratan basis data IMEI ponsel sebagai faktor penting yang akan memengaruhi keberhasilan implementasi regulasi control IMEI di Indonesia. Karenanya, pemerintah perlu melakukan kalibrasi berkala untuk memastikan kurasi database IMEI, supervisi dan evaluasi terhadap implementasi regulasi, sosialisasi intensif, pengawasan ketat terhadap e-commerce, serta perlu komitmen kuat terhadap penerapan regulasi.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh antara pengetahuan terhadap digital terrestrial television (DTT) dan penggunaan media terhadap minat dalam menggunakan perangkat penerima DTT. Pengumpulan data dilakukan melalui survey kepada masyarakat yang memiliki TV namun belum memiliki perangkat penerima siaran DTT seperti set-top box (STB) ataupun televisi digital (DTV). Survey dilakukan di 12 kota besar di Indonesia. Data survey dianalisis dengan menggunakan SEM-PLS. Hasil penelitian menunjukkan bahwa indikator penggunaan media tidak berpengaruh signifikan terhadap minat masyarakat dalam membeli perangkat penerima DTT. Di sisi lain, pemahaman masyarakat terhadap DTT berpengaruh signifikan terhadap minat membeli perangkat penerima DTT.
