Abstract

The objective of the research was to analyze the performance of civil service unit of CentralSulawesi Province in duty enforcement on society protection unit  which reviewed through Lenvine model (1990: 43)  that emphasizing on aspects Accountability, Responsibility, and Responsiveness. This was a qualitative research with 6 informants selected purposively as the sample. The research results revealed that the performance of civil service unit of Central Sulawesi Province in duty enforcement on society protection unit was not optimal yet. It could be seen from the aspects. The first was accountability aspect showed that the consistency level of policy and the activity in civil service unit was not appropriate with society aspiration, the ability of increasing initiative and apparatus careness for the society dealing with target achievement was just at the beginning, the conflict level on society could not be minimized. The second was responsibility aspect showed that both civil service unit and society protection had not applied the administration principles orderly. It  was  due  to  the  principles  of  administration  that  have  not  applied  orderly,  namely:  (1) cooperation and coordination particularly concerning service quality of civil service unti to society protection had not run well, (2) service management concerning quality service of civil service unit to society protection was not maximally reached. The third was responsiveness aspect showed the maximal result of program and service give bybcivil service unit with the needs and aspiration of society protection members. The facators influencing the role of civil service unit against society protection could be seen from internal variables, such as: the first was human resources variable, they were lack either in quantity or in quality, the level of unqualified officers shoud be identified and adjusted to the field, and the lack of technical ability of the officers. The second was financial variable which lack   in funding duty and function and for supporting operational cost to reach mission and vision of organization. Those variables influenced the role of civil service unit against society protection.

Abstract

This  research  aimed  to    analyze  the  effect  of  Commitment,  Competence,  and  work experience on employee’s performance simultaneously and partially. Respondents on the study were 68  Alkhairaat University employees and the sampling method used was census technique.A multiple  regression  analysis  was  employed  for  this  research.  Study  result  shows  that commitment, competence, and work experience simultaneously and partially have positive and significant impact on employee’s performance of Alkhairaat University Palu. The determination coefficient as indicated by R-square has a value of 0.563 which shows that 56,3% variability of employee’s performance is affected by commitment, competence, and work experience,while the rest as much as 43,7% is explained by other variables that are not studied in this research.

Abstract

This  research  is  aimed  at  analyzing  the  implementation  of  the  national  program  forstrengthening their self-funded community. In addition, it is also aimed at analyzing factors both hampering and supporting the implementation of the national programs for community self- empowerment at the village of Mamboro. The research method applied is descriptive-qualitative. The Informan of this research are The Leader Of  PNPM Unit, The Village Chief of Mamboro And Mamboro Barat, The BKM Nadoli member, The Village Supervisor, and The Targeting People. The types of data are primary data and secondary data. The data of the study is obtained through observations, interviews, and documentation. The result of the study indicates that the implementation of PNPM policy has run well although some hampering and supporting factors still take place during the period of the policy implemtation.

Abstract

The  objective  of  the  research  was  to  find  out  Organizational  Performance  in  RegionalIntegrated Licensing Service Official of Central Sulawesi Province. The used theory from Goggin and Joedono, Structure,Human Resourses, Financial, Tecnology and Leadership.The method employed in the research was qualitative with 5 informants chosen purposively as sample. The technique of data collection done through observation,interview and documentation. The research results revealed that the implementation organizational Performance of Regional Integrated Licencing  Service Official  of Central  Sulawesi Province have not  been  maximal  due to  some dimensions run unwell such as structural dimension not ideal; it still focused on license sector not to service fungcion. Whereas the recources dimension ; it still have double job and need discipline improvement to understand the duty and fungsion. The technology dimension; it wass already available but still not optimal due to the resourses limit. Financial dimension;basically it was already available but not used as the fungsion. Mereover, leadership dimension; it was always centered but not democratic. Based on the research result, there were some suggestions as solution for the problem namely;it needs to have a review  related to organizational structure to be more oriented to service function;;apparatus resourses have to change their mindset and paradigm, be more innovative,need to add the number of gualified apparatus  to avoid double job, conducting education of training for the unqualified tecnical staff with their main duty ,conducting foreign language cources to serve foreign investor,and be more democratic in conducting the leadership duty.

Abstract

This research aims to know and analyze the effects of competency, job discipline and trainingprogramme on personnel’s performance simultaneously and partially. Respondent in this research covers 38 personnel at Demography and Civil Certification Office, Sigi Regency that have been chosen using census method. Analysis method employed in this research is multiple linear regression.   The   results   show   that   competency,   job   discipline   and   training   programme simultaneously and partially perform positive and significant effects on personnel’s performance at Demography and Civil Certification Office, Sigi Regency. Determination coefficient indicates that adjusted R-square 0,653 which means that 65,3% of personnel’s performance is affected by competency, job discipline and training programme, and 34,7% is effected other variables that are not investigates in this research.

Abstract

The research purposes to consider and analize 1) The influence of working safety toward theemployee’s motivation in the stone crusher company in the Sub-Province of Donggala. 2) The influence of working safety toward the performance of employee in the stone crusher company in the Sub-Province of Donggala. 3) The influence of motivation the performance of employee in the stone crusher company in the Sub-Province of Donggala. The result of the research conludes that :1) There is a significant influence of working safety toward the employee’s motivation in the stone crusher company in the Sub-Province of Donggala, with critical rate (CR) 2,874 and probability value 0,004. 2) There is a significant influence of working safety toward the performance in the stone crusher company in the Sub-Province of Donggala, with critical rate (CR) 1,973 and probability value 0,048. 3) There is not influence of motivation the performance in the stone crusher company in the Sub-Province of Donggala, with critical rate (CR) – 1,198 and probability value 0,231.

Abstract

This studi aimed to find out and describe the implementation of village budget allocationpolicy in Malala village, Dondo district, Tolitoli regency and several aspects than influenced its implementation. This study was carried out in Malala village, Dondo district, Tolitoli regency. The informants with 9 people were selected by using purpossive sampling technique, adopted from the theory of Van Meter and Van Horn. This was descriptive qualitative research method. Technique of data collection dealt with observation, interview and documentation. The research result showed that the implementation of the policy has not portrayed the ideal condition related to performance policy and the public expectation with several regulations to organize its implementation. Based on the policy implementation model of Van Meter and Van Horn as the grand theory to analyze problem, the research result can be concluded that there were some aspects that influenced the implementation based on the fact in the filed, namely : 1). standard and aim of the policy have not been done properly and achieved well; 2). human resources still need to be organize and improved;3). the characteristics of organization executors have not seemingly understood the main job and function; 4). the attitudes of the activity executors have not been paid attention toward if they found problems in the field; 5). Communication among related organization has not been effective and the socialization intensity has  not  been  done from  government  of  the regency to  villagers  as  the targeted groups; and 6). related to the aspects of social, economic, and politic environment, the social and economic aspects of public still dominate and influence the condition of public life that becomes the target of the policy.

Abstract

The objective of this research was to analyze the implementation of village fund allocationpolicy in Mpanau Village Sigi Biromaru Subdistrict Sigi Regency and the factors that influencing the implementation of the policy. The research used of theory implementation   Edward III. The techniques of data collection were observation, interview and documentation. The data were analyzed qualitative descriptively. The research results showed that the implementation of village fund allocation policy in Mpanau Village Sigi Biromaru Subdistrict Sigi regency was not effective. It was seen from the four indicators of implementation policy such as Communication, Resources, Disposition and Bureaucratic Structure. Have not run well and the factors that influencing the implementation of policy Mpanau Village Sigi Biromaru Subsdistrict Sigi Regency which were society participation, working environment and regional condition.

Abstract

This research aims to know and analyze the effects of motivation, training and job facilities, simultaneously  and  partially  on  personnel’s  performance  at  Regional  Income  Office,  Central Sulawesi Province. There are 107 Respondents in this study that have been determined as the sample using census method. Analysis method used in this research is multiple linear regression. The results show that motivation, training and job facilities simultaneously peform positive and significant  effects  on  personnel’s  performance  at  Regional  Income  Office  Central  Sulawesi Province. Partially, motivation, training and job facilities also   perform positive and significant effects  on  personnel’s  performance.  Determination  coefficient  shows  adjusted  R-square  0,56,4 indicates that 56,40% of personnel’s performance has been affected by motivation, training and job facilities, meanwhile 43,6% is affected by other variables that are not investigated in this research.
