Abstract

This study aims to: 1). Seek and analyze simultaneous influnce of murabahah financing operational cost, and cost of credits on profit at PT. Mega Syariah Bank Sulawesi Area; 2). Seek and analyze partial influnce of murabahah financing, oparational cost, and cost of credit on profits at PT. Mega Syariah Bank Sulawesi area. The study is conducted in 20 KC and KCP offices in Sulawesi Area by focusing on their financial report in 3 years. The result of multiple linear regressions indicates that: 1). Murabahah finance, oparational cost, cost of credit simultanneously influence the profit gained by PT. Mega Syariah bank Sulawesi Area; 2). Murabahah finance positively and significantly influence the profit of PT. Mega Syariah Bank Sulawesi Area; 3). Operational cost negatively and significantly influence the profit of PT. Mega Syariah Bank Sulawesi Area; 4). Cost Of credit negatively and significantly influence the profit of PT. Mega Syariah Bank Sulawesi Area.

Abstract

This study aimed to analyze the implementation of the policy of the Social Rehabilitation of Persons with Tuna Grahita in Panti Sosial Bina Grahita Nipotowe Palu, as well as supporting and inhibiting factors. Methods: The qualitative research with descriptive method, the informant as much as 7 people and are selected based on purposive sampling. Data collection techniques with interview, observation and documentation. Results of the study explained that, the implementation of rehabilitation policy of mentally disabled persons. because of the four dimensions studied, there is one dimension that implementation is not maximized, namely: first communication, especially the aspect of socialization maximum, second, human resources quality is adequate but the quantity is still lacking, infrastructure and funding shows the results sufficient for implementation of the policy, namely the third disposition implementer support and attitude regarding honesty, democratic nature and a commitment has been executed by the implementer, but not maximized, so that the implementation is less effective. While the bureaucratic structure that is SOP and the division of tasks was clear, so there is no fragmentation, and be flexible. Factors that inhibit the lack of professiona lhuman resources

Abstract

This study aims at analyzing the Organizational effectiveness on the Office of Technical Implementation Unit (UPTD) of Tolitoli Representative in Palu using qualitative descriptive analysis. Informants of this research are the officers in Technical Implementation Unit Office (UPTD) of Tolitoli Representative, other associated institutions and staying guests, which are determined purposively with data collection methods consisted of observation, interviews and documentation, while the technique of data analysis includes data reduction, data display and drawing conclusions and verification. Results of the research show that the organizational effectiveness of the UPTD office of Tolitoli representative has not been completely worked well yet, due to several factors of organizational effectiveness which are not executed, i.e. the factor of organizational characteristic where in the arrangement of the organizational structure, it is necessary to repair or realignment by adding some level of departemenization for grouping tasks and responsibility into multiple unit/section, environmental characteristics, namely internal environment, especially the provision of office facilities and accommodation needs to be recovered and revamped to improve the quality of service, and to its external environment in terms of the relationship with the institutions in the capital of Central Sulawesi province is already running well. The officers characteristics, considering the human resources, need to be increased in terms of capability and expertise through education, training and courses, as well as the implementation of policies and management practices needs to set up the Operational Procedures Standard (SOP) and the Minimum Service Standards (SPM) to improve the quality of service to the organizational effectiveness.

Abstract

Forest as a gift and the mandate of Almighty God bestowed upon the people of Indonesia is a priceless natural wealth; therefore, it must be grateful. His gift is a mandate, therefore, forests must be managed and utilized wisely as a manifestation of gratitude to Allah SWT. Production forest in the KPH areas DampelasTinombo which is in ParisanAgung Village, Dampelas Sub-District indicates that about 410 hectares are in damage, therefore,  it is needed a study about the composition and the potential production forest in Parisanvillage forplanning utilization and plantation forest development which aims at providing welfare for the people who live around the forest area without changing its main function. This research was conducted for 3 months starting from September to November 2015. This research is located at production forest area in the territory of KPHDampelasTinombo which is still territory of ParisanAgung village, Dampelas Sub-district, Donggala, Central Sulawesi. The composition of productional vegetation forest in ParisanAgung Village are 28 vegetation types. The tree level vegetation in the plot is 165 individuals of 25 species of vegetation, the poles vegetation is 140 individuals of 25 species of vegetation, sapling level is 146 individuals of 28 species of vegetation and seedling is 154 individuals of 28 species of vegetation. The potential volume of trees that were in observation plot is 162.53 m3 of 165 individuals, mompi species have the highest volume with 13.17 m3 and the volume level of the pole inside the observation plot is 17.89 m3 of 140 individuals, perupuk kind has the highest volume with 1.63 m3.

Abstract

The purpose of this research is to understand the compliance of Mayoral regulation objectives on the implementation of the billboard through the implementation process. This study was conducted by using qualitative methodology rules as the basis. The concept used in this study comes from the implementation of Van Meter and Van Horn, the basic sizes and policy objectives, policy resources, communication among organizations and implementation activities, characteristic of the implementing agencies, economic environment, social and politic, tendency of the implementers. The results of this research show that basically, the six indicators have been quite good, but the communication among the institutions needs to be improved in order that the coordination of the five agencies that implement the policy can work well. Besides, Human Resources are also not maximal in implementing the policy due to lack of personnel that making it difficult to maximize the Mayoral regulation.

Abstract

This research aims at ascertaining The Implementation of Village Fund Allocation Policy in Kinovaro Sub-district, Sigi Regency. This research uses Edward III theory, namely communication, disposition, bureaucracy structure, and resource. This research uses a qualitative approach. The research setting and informants were determined purposively. The collected data were analyzed in stages based on the information from the sample which obtained from observations, interviews, and documentations. The informants are 5 (five) persons. The techniques of the data collection are observations, interviews, and documentations. The results of this research show that: the implementation of village fund allocation policy in Kinovaro Sub-district, Sigi Regency is not optimal yet. Because from four indicators investigated, three of them did not run well, they are communication (lack of socialization), resource (human resource and facilities and infrastructure are inadequate), disposition (lack of commitment), the only indicator that runs well is bureaucracy structure.

Abstract

Public servant issues concern with designation, task, duties, rights and development of public servants. Among quite number public servant issues, the ones on the rights and obligations of public servants, including their rights to nominate themselves for a post of Regent/ Mayor/ Governor, will be elaborated. In Indonesia, the essence of rights of an Indonesian citizen are provided in Article 27 Section (1) and Article 28D Section (3) of the Indonesian Constitution Year 1945 concerning with the rights of Indonesian citizens and universal principles of freedom. Article 123 Section (3) of Law Namber 5 Year 2014 about Civil Apparatus provides about Nomination to be Regent/Mayor/Governor, requiring a written resignation as of the date of nomination. Accordingly, there is potentially a conflict with the Article 27 and Article 28D of the Indonesian Constitution Year 1945, providing about the intention of ‘each Indonesian citizen’. In order to study the issue, this research adopted juridical and normative approaches. They were both adopted as the researcher focused on laws and regulations, legal principles, doctrines or concepts related with reviews to the composition of rights of public servants qualitatively analyzed based on the laws. Normatively, Article 123 Section (3) of Law Number  5 Year 2014 about Public Servant provides that despite his duties to serve the people, any public servant nominating himself for a post as Regent/ Mayor/ Governor shall first resign from being a public servant and remain neutral and professional. Being neutral is supposed not to use any state facilities, to be proportional and accountable in delivering services to the people.

Abstract

This study aims to determine how the impact of social and economic impacts as well as differences in socioeconomic levels before and after the construction of hydropower plant in the village of Sulewana, North Pamona district in Poso Regency.The type of analysis in this research is quantitative descriptive analysis. There were 80 people in Sulewana Village involved in this study as the respondents, and the data were obtained by interview and respondents filled the questionnaires. Then, the data were analysed by SPSS software through  t-test paired sample test. The result of this study shows that social conditions which are include education, health and safety level as well as economic conditions that include income level, the level of employment and the welfare level have significant and positive impact on the local development. The indicators were analysed by t-test showsthat there are correlation between the existence of hydropower before and after construction by 0793 or 79.30%.It can also be seen from the significant t value (0.000 <0.05 ) and then the hypothesis is accepted. Thus, the social and economic have an impacton the level of social and economicof Sulewana villagers after the construction of hydropower.

Abstract

The purpose of this study are: to know and analyze the percentages proposed program development plan proposed since musrenbangdes until musrenbang SKPD in Sigi, the cost spent on planning forums at village and sub-district to produce the proposed development program in Sigi, and allocation of funds with no accommodation of the proposed development program at the village level in Sigi years 2014-2015. The results of this study are: the percentage of the proposed program development plan proposed by each of the selected villages in each district an average of 6% -14% only the plans that can be implemented, the allocation of funds for planning forums at village and sub-district levels vary, not at par between one village to village, and when referring to the allocation of funds musrenbangdes their respective villages in three districts, that the proposed development program is set to the value of funds on average between one village to another village.

Abstract

The study aims to seek and analysze simultaneous and partial influence of workload, work environment, and discipline on employees’ performance in The Research and Development Center of Animal Diseases Donggala. The sample consists of 40 employees, who selected to be the respondents of this research, based on census sampling technique. The study is causal descriptive, which is analyzed with multiple linear regressions. The results indicate that workload, work environment, and discipline simultaneously influence the performance of employees in The Research and Development center of Animal Diseases, Donggala. Partially, workload and discipline have significant influence on employees’ performance in The Research and Development Center of Animal Diseases, Donggala while work environment has insignificant influence on employees’ performance.
