Abstract

This research aims at finding out the causes of the ineffectiveness of the implementation of building license policy at the Department of Land Use and Housing. This is a qualitative research in terms of descriptive method. There are two kinds of data in this research, namely primary and secondary data. The techniques of the data collection are observations, interviews, documentations, and triangulation. This research uses a purposive sampling technique to obtain the informants. The data analysis used is interactive model of Miles and Huberman, consists of data reduction, data presentation, and conclusion. This research uses the theory of Van Meter and Van Horn which consists of 6 aspects, they are standard and policy objectives, resources, communications among the executives, the characteristics of the executives, social conditions, politics and economy, and the executives attitudes. Based on the result of this research, the implementation of building license policy at the Department of Land Use and Housing of Palu City is not effective yet. First: the minimum socializations cause people’s ignorance of the principles and benefits of buildings license. Second: team personnel performance of space utilization is not maximal because of lack of personnel to supervise and curb buildings. Third: the sanctions are not forceful to the offenders, so that the people are not aware and do not obey the law. Fourth: The coordination of related organizations is not maximal yet. Thus, the researcher concludes that the implementation of building license policy at Parliament is not fully maximal, because only 3 aspects are fulfilled while the others are not effective and maximal yet.

Abstract

This research aims to find aur and analyze the effect of commitmen, working motivation, and professionalism toward service quality either simultaneously or partially. The respondents of the research were 50 nurses of the hospital on intensive care polyclinic selected through census method in sampling. The research data were analyzed by using multiple linear regression analysis method. The result proves that commitment, working motivation, and professionalism simultaneously or partially affected positively and significantly toward the service quality at regional Public Hospital of Undata Palu. Meanwhile, the determination coefficient indicates Adjusted R-Squre was 0,790 showing that 79% the service quality variable influenced by variables of commitment, working motivation, and professionalism whereas the rest was 21% explained by other variable which is not examined in the research.

Abstract

The research aimed to determine the implementation of grant management conducted by the regional finance and asset management in Central Sulawesi province and the factors that influenced the implementation of the grant management carried out either support or inhibit, the informants in this study was 5 forms that consist of 3 employees of the financial and asset management in Central Sulawesi province and 2 grantees.  Informant’s determination was done by purposive sampling. Data collection using observation, interviews and documentation. Data were analyzed by descriptive qualitative. The results showed that the implementation of grant management included communication, resources, disposition / attitude and bureaucratic structure have not been effective. Implementation of these policies were also influenced by various factors both support consisted of financial management policies and the number of personnel resources and hampering consisting of regional conditions and the quality of personnel resources. Researcher also suggested that increasing the effectiveness of policy implementation grants to improve the ability and knowledge and professionalism of personnel resources owned in understanding and implementing government policies, especially policies for the management of grants, provided technical guidance related to the grant management  personnel resources in order to improve the competence and professionalism therefore, could execute all programs and government policies, especially related to grants and policy operational  standards and procedures (SOP) on the management of grant thereafter shall be a decision and can be used as the gold standard in managing grants.

Abstract

This research aims at determining the extent of regional ​​property management at the Department of Education, Youth and Sports of District Sigi having been well executed. This research uses a qualitative approach. The determination of research location and key informants was done purposively, with five informants. The obtained data were analyzed progressively based on the data information of the informants that were obtained through observation, interviews and documentation. The result shows that the regional property management at the Department of Education, Youth and Sports of District Sigi is not running well, judging from four aspects (The Use Theory Edward III). This is because the 4 (four) aspects studied explain that the communication aspect shows the lack of socialization implementation, the main source aspect specifies the lack of human resources and budgetary resources, the disposition aspect indicates the lack of responsibility of the manager of the regional property and bureaucratic structure aspect shows the inexistence of SOP of regional property made.

Abstract

This research aims at finding out the performance of district office in administration service at Poso Pesisir Utara, Poso rgency.the method of this research is a qualitative with 11 informants selected by using purposive sampling. Techniques of the data collection of this research are: observation, interviews, and documentations. The result of this research shows that the performance of district Office at Poso Pesisir Utara Poso Regency has not met the expectation of the society. It can be seen from the level of understanding of the duties and functions in accordance with applicable regulations, the sensitivity of the job duties with the results achieved and priorities to task and urgent works and consistency between the tasks and the functions of each section with the activities carried out by the District  Office at Poso Pesisir Utara and acuntability to police donor  while the level of tasks and works conformity with the result achieved and the conformity between policy and tasks implementation and work in general are in accordance with the provisions set. It can be seen that the level of productivity is quite high. To improve the pervormance it is needed to carry out and educational training and the apparatus should have high consciousness in understanding their tasks, functions and the area cirmutance which wstablish programs an policy direction.

Abstract

The local government issued a policy on the establishment of investigation committees who are in charge of supervising the pesticide provision, distribution, use of fertilizers and pesticides in a coordinated way between the center and the regions, between relevant agencies in field of fertilizers and pesticides in the use and distribution of pesticides. This study aims at finding out the description of the evaluation of pesticide control policies in District Sigi. This type of research used is qualitative research with descriptive research method. The informants are Pesticides Control Commission and Chairman of Farmers Group in District Sigi consisting of 5 people. The research result indicates that of the six indicators of policy implementation evaluation, there are two indicators which become problem and should be considered in the implementation of policy implementation namely effectiveness that is considered not running effectively based on a comparison between input and output as well as the efficiency, the amount of efforts that have been made yet it is still not satisfactory. In terms of efficiency, many efforts have been made but it is still not satisfactory. Observation results prove that the groups of farmers still need direction in the use of pesticides. By looking at the results of this research, it is expected in order to implement a policy, we should pay attention to the effectiveness and efficiency so that the program has been created and efforts have been conducted are able to run well and give a positive impact as well as to overcome the existing problems in the field.

Abstract

This study aimed to examine the effect of independent variable human relations on employee performance. The data in this study were collected by the method of observation, interview and questionnaires. Data analysis techniques used multiple regression analysis. The population in this study is all employees in the Ministry of Religious Affairs Regional Office of Central Sulawesi Province as many as 126 people. The sampling technique used is proportional stratified random sampling, which took samples of the number of respondents as many as 96 employees. The theory used the principle of human relations from Reece, Brant and Howie, while the performance used Sumarsono theory. The results of this study simultaneously showed a positive and significant relationship between human relations and employee performance by 0.649 or 64.9% with the level of the relationship amounted to 62.1% which means included in the category of Strong influence. In the other words it can be stated that if human relations increases, the performance of employees also increased, and vice versa if human relations also decreases the performance decreases. Partially, the dominant dimension of human relations significantly affect to the performance of employees in the Ministry of Religious Affairs Office of Central Sulawesi Province is Trust (x1.5), while the lowest dimension contributes is Motivation (X1.4). Meanwhile, Self-Disclosure dimension (X1.6) provide no significant effect on the performance of employees.

Abstract

This Research Aimed At Finding Out The Work Performance Of Financial Administration Staff At The Assest And Financial Management Office Of Central Sulawesi Province. This Research Used A Qualitative Method By Employing Snowball Technique In Order To Select The Informants For The Research Purpose. The Techniques Used For Data Collection Were Observation, Interview, And Documentation. The Work Performance Of The Financial Administration Staff At The Asset And Financial Management Office Of Central Sulawesi Province Did Not Run Well. Of 7 Indicators Observed, 6 Ones Were Not Optimal. 1) Objective, In Terms Of Financial Administration Management, Did Not Go Through The Existing Mechanism. 2) Financial Administration Standart Was Not Implemented Well Due To The Absence Of Information System Of Provincial Financial Management Resulting In Frequently Late Report Submission.4) Tools Of Facilities Were Limited, Particulary Computer 5) Human Resource Competence Was Limited, Only 5 Staff And They Were In Contrast Wit Their Expertise. 6) Motivation Mechanism Was Not Optimal Due To The Absence Of Reward And Punishment Program For The Staff. The Research Indicates That Indicator. 3) Opportunity Has Run Well. All The Result Of The Financial Administration Process Areaccesable And Published.

Abstract

This study aims at determining whether the Special Surveillance conducted by Inspectorate of District Sigi has been going well or effectively. This research is a case study with a qualitative approach. The determination of research location and key informants were implemented purposively. The gathered data were analyzed in stages based on the information data of the informant that were obtained through observation, interviews and documentation. The result shows that of the three indicators to measure the effectiveness of Special Surveillance carried out by Inspectorate of District Sigi using the theory H. Emerson i.e. achievement of surveillance goal, achievement of surveillance target, and punctuality of surveillance, two indicators; achievement of surveillance target, and punctuality of surveillance are not running effectively. Meanwhile, the achievement of surveillance goal factor has been running well or effectively because this factor illustrates that in doing Special surveillance, Inspectorate has followed the mechanism and the investigator team always take an understanding of the examined object and also use their professionalism in determining the content form and communication intensity so that the examined objects immediately do improvements as directed by the investigator team.

Abstract

The research aimed to describe and analyze the process of policy implementation in the civil service disciplinary Provincial Service Civil Agency of Central Sulawesi Province and supporting factors and obstacles in the process of implementation disciplinary policy of civil servant. The method used qualitative research with descriptive method,  five informants and was chosen by purposive sampling. The data collection technique consisted of interviews, observation and documentation.  Results of the research explained that the implementation of the Civil servants discipline because four dimensions that were examined, there were four dimensions were not going well, namely: first, especially communication socialization aspect was not optimal, both for human resources sufficient quantity, funding, facilities and infrastructure showed inadequate results. Third, dispositions were attitudes that supported the implementor include honesty, demokratif and commitment have been done by the implementor but has not maximum yet, therefore,  its implementation has not became effective yet. Fourth, the bureaucratic structure that the main duties and functions were clear that there was  not fragmentation and be flexible.
