Abstract

This research is conducted to determine the performance of Village Secretary at Sub District Northern Tolitoli of District Tolitoli. Type of research is qualitative. Selected samples are 3 villages, namely village Teluk jaya, Laulalang, and village Lakuan, Tolitoli. There are seven iformants in this research. Data collection techniques are observation, interviews, and documentation. Data analysis techniques are data reduction, data organization, data interpretation and conclusions. This research uses Robbins’ performance theory seen of aspect of the Knowledge, Skills, and Motivation. Research result shows  that  the performance of Village Secretary of sub-district Northern reviewed on indicators of Knowledge, Skills and Motivation, is still not optimal, for knowledge indicator it is due to the lack of guidance to the village secretary also low education level affects the ability in implementing the main tasks and functions as administrators  in the village administration, to see the result of skills indicator or the village secretary skill, it is also not maximized due to the influence of the secretary knowledge in applying the skills capabilities, interacting and utilizing the facilities and infrastructure supporting administrative services in the village, while the motivation indicator is not optimal due to the minimum facilities and infrastructure supporting the performance of the village secretary at Sub-district Northern Tolitoli of District Tolitoli.

Abstract

This research aims to know and to analyze the effect of Loan to Value and Repayment Capacity on Credit Quality of Mortgage Loan at PT Bank Negara Indonesia (Persero) Tbk, Palu Branch Office. Population of this research covers 1.297 debtoers and 149 out of them have been chosen as the sample for this research using purposive sampling method. Based an the result of multiple linear regression show that: (1) LTV and Repayment Capacity simultaneously perform significant effect on credit quality of mortgage loan at PT. Bank Negara Indonesia (persero) Tbk Kantor Cabang Palu. (2) LTV performs significant negative effect on credit quality of mortgage loan at PT. Bank Negara Indonesia (persero) Tbk, Palu Branch Office. (3) Repayment Capacity partially performs positive effect on credit of mortgage loan at PT. Bank Negara Indonesia (persero) Tbk, Palu Branch Office. Determination Confficient (R2) 0.143 means that only 14.3% is affected by other variables that are not investigated in this research.

Abstract

This research aims at describing the fund management of School Operational Assistance in Sekolah Menengah Pertama Negeri 1 Parigi, Parigi Moutong Regency. This research used descriptive qualitative method and the data collection techniques were observations, interviews, and documentations. Five informants were taken by using purposive sampling technique. The results shows that the fund management of School Operational Assistance at Sekolah Menengah Pertama Negeri 1 Parigi is not optimal, some aspects that were examined, for example the aspect of planning is good, the aspect of organization has been good, the aspect of scaling has been good, but the aspect of control is notgood.

Abstract

The objective of the research was to identify the prisoner restoration effectiveness in Palu  Prison House, Class II-A and the effect of recidivist restoration in Palu  Prison House, Class II-A. The research questions were (1) how effective the prisoner restoration in Palu  Prison House, Class II-A, was, (2) how effective the prisoner restoration in Palu  Prison House, Class II-A, was. The researcher adopted juridical empirical approach by relating the prevailing legal aspects, law and regulations to real facts in the community. The law that was supposed to be one of instruments to combat crimes has a series of long histories of changes and developments in terms of ‘revenge’ to criminals, change to be an instrument to protect one from others and protection to community against crimes as well as restoration media for prisoners to normally live a life in the community.  A prison is supposed to be the estuary of a criminal justice system assigned by a country to deliver restoration, rehabilitation and protection. Unfortunately, the restoration was sometimes inconsistent with the prevailing standards and regulations, leading to unoptimum results and crime recurrence. The sentences to recidivists by the judges shall be re-engineered in terms of better restoration and imprisonment in consistence with the prevailing principles of imprisonment. However, it was not yet practically exercised.

Abstract

This study aims: 1) To analyze and determine the simultaneously impact of education, health, employment, government policy and social relations on social inequalities in the business group of table salt processing in Donggala district; 2) to analyze and determine the partially effect of education, health, opportunity, employment, government policy and social relations on social inequalities the business groups of table salt processing in Donggala. There were 80 members as the sample of this study and they are the members of 8 groups of table salt processing businesses in Donggala district. This study applied census as saturated sampling techniques so that all members of population have an opportunity to nominated as respondents. Multiple linier regression methods is used to analyze the findings. This study found that there are simultaneously and partially affect of education, health, and employment opportunities, public policy and social relations on the social inequality in the business groups of table salt processing in Donggala district.

Abstract

The objectives of this research are to know and analyze the effects of competency, discipline and work environment simultaneously and partially on service quality at Regional Office of Income, Financial Management and Asset Palu City. Population of the of this research covers 5.756 tax payers. Out of those tax payers, 98 samples have been calculated using Slovin equation. Analysis technique used in this research is multiple linear regressions. The results show that competency, discipline and work environment simultaneously perform positive and significant effects on service quality at Regional Office of Income, Financial Management and Asset Palu City. Partially, the result also shows that competency, discipline and work environment perform positive and significant effects on service quality. Determination coefficient which is indicated by adjusted R square 0.472 meaning that 47,2% service quality in Regional Office of Income, Financial Management and Asset Palu City is affected by competency, discipline and work environment and 52,8% is affected by other variables that are not investigated in this research.

Abstract

This research aims at analyzing the supervision of civil servants in Health Department, Palu City. This research uses a qualitative method. This research located on Health Department, Palu City. The informants of this research were taken by using purposive sampling technique and 7 (seven) informants were chosen. The techniques of the data collection are observations, interviews, and documentations. In this research, the researcher uses Milles Hubermen Interpretation approach. This approach is to bring out the meaning and significance of the problems, cases, and situation researched. The result of this research shows that 1. Monitoring. The monitoring has been performed fairly well by the leadership in this regard by the Head of Section, Head of Division, Secretary, Head of Department. 2. Inspection. The inspection by the leadership in this case the Head of Section and Head of Division has been well performed, but not at the secretary and Head of Department. 3. Evaluation. The evaluations conducted by the Head of Section, Head of Division, Secretary, and Head of Department is categorized as well.

Abstract

Analysis of Shifting Burden of Proof System in Money Laundering by Nurdin. The research question was whether or not the shifting burden of proof system in money laundering had been consistent with the principle of Presumption of Innocence in civil law of procedures. The objective of the research was to identify whether or not the application of shifting burden of proof system in money laundering had been consistent with the prinsiple of Presumption of Innocence in civil law of procedures. The adopted research method was juridical normative. The results of the research suggested that the shifting burden of proof system did not conflict with the principle of presumption of innocence as implementation of human rights as it was naturally limited and balanced. The shifting burden of proof was limitedly applied in court proceeding and the issue evidenced by the defendant only concerned with his properties related with the civil case. On the other hand, the prosecutor remained to prove his accusation. The shifting burden of prood consistently respected the proportional balance between individual freedom protection and individual rights seizure in connection with his properties alleged to have been acquired unlawfully.

Abstract

The research problem was “How is the stealing frequency with violence at legal  area of North Mamuju Resort and how is the prevention efforts and overcoming of stealing with violence at legal  of area North Mamuju Resort?. This research employed Juridical Sociology approach to review the relationship of legal and illegal aspect with qualitative method that would expose something concerning social reality and attitude of law maintain. The research result indicates that the frequency of stealing with violence occurred at North Mamuju Resort of the last five years is from 2010 to 2014 where in 2012 increased enough with the cause of unstable of society economy. In addition, there is additional of job seekers as the interview result and what police department based on criminal statistics and overcoming effort of stealing with violence at North Mamuju Resort is doing preventive action as how they protect the society and make them wealth and maintain the law.

Abstract

This research aims to understand about the leadership style of the ministry of religion’s leader in Tolitoli regency. The theoretical perspective of Path-goal is used as an analytical guide (Robert J. House, 1960). This is descriptive qualitative inquiry. There are eight informans interviewed. The data collection consists of observation, interview, and documentation. The collected data is analyzed through three steps: data reduction, data explanation, and conclusion. The results gained by the four path-goal theoretical perspectives explain how the leadership styles of the leader of the religion ministry in Tolitoli regency are. By the directive leadership view, leadership is implemented in: instruction for the job that should officers to do; division of labor based on the procedure; and division labor based on the skill. By the supportive leadership view, leadership is implemented in: the support of the leader bases on the good impact to the interest of organization; giving jobs communicatively; and opened in time whether formal or informal time. By the participative leadership view, leadership is implemented in: the officers are involved in jobs by the competence they have; and involving of officers in terms of the making decision process. By the achievement orientation leadership view, leadership is implemented in: appreciation gift based on the job performance; giving certain incentives; sanction for violation; and the opportunities for the officers to upgrade their competency by education and training as well.
