Abstract

The main subject of this study is the behavior of public servant employees. This study aims at finding out the behavior of public servant employees of public relation division of regional secretariat of Parigi Moutong Regency. The theory used is theory of Bureaucracy by Miftha Thoha that formulated in five aspects: Capabilities, Needs, Trust, Experiences and Expectations.This research usedqualitative method. The informants are official employees and staff public relation division of regional secretariat of Parigi Moutong Regency that taken by purposive sampling technique. Technique of data collection  consisted of observation, interview and documentation while technique of data analysiswere data reduction, data presentation, and conclusion (verification). The results shows that the behavior of public servantemployee in public relation division of regional secretariat of Parigi Moutong Regencyhas not conducted fully by Bureaucracy apparatur. It can be seen from the Individual Characteristics. Only aspect of capability, trust and experience run well.Meanwhile, need and expectation have not been fully carried out. The ability of personnel in public relation division is categorized as good enough, but they lack of discipline in terms of office hours. In fact, good individual ability should be in harmony with good discipline. Furthermore,  in line with the aspect of needs, individuals behave differently because of the different individual needs background, but in order to achieve organizational goals, employees in public relations division have the same orientation to achive organizational goals. Regarding to the aspect of trust, each staff in public relations division gets egual trust from the leader. Each employee who break the trust given by the leader are going to recieve directly either verbal or written reprimand. In relation to the aspect of work experience, each employee of public relation division is basically good, but they must always be given guidance. For those who complete the task properly, need to be given reward while those who are negligent penalties should be applied. Therefore, the leader needs tocreate work plans that lead to the fulfillment of those needs. Last but not least, the aspect of expectations in public relation division has not been entirely fulfilled. Therefore, leaders should plan to increase those capabilities to a variety of training or technical assistances.

Abstract

Purpose of this study are : 1) to determine and anlyze simultaneous influence of rural-urban property taxes and land acquisition fess to capital expenditure in district/ towns in Central Sulawesi Province; 2) to determine and anlyze partial influence of rural-urban property taxes on capital expenditure in district/ towns in Central Sulawesi Provinc; 3) to determine and analyze partial influence of land acquisition fees on capital expenditure in district/ towns in Central Sulawesi Province. The study applies verificative approach and select 11 district/ towns inCestral Sulawesi Provinceas it samples. Mtehods of data collection applied are: interviews, observations, and documents. Data is analyze with multiple linear regressions. The results show that: 1) rural-urban property taxes and land acquisition fees have silmutanoeus influences on capital expenditures in district/ towns in Central Sulawesi Provinces; 2) rural-urban property taxes partially have significant on capital expenditures in district/ town in Central Sulawsi Province; 3)land acquisition fees partially have significant influence on capital expenditures in district/ towns in Central Sulawesi Province.

Abstract

The study aims to determine and analyze simultaneous and partial influence of competency and career development on officals’ performance in The Department of Education and Culture, Sigi District. Sample of 27 officials selected with census method. Type of study is decriptive causal; data is analyzed with multiple linear regressions analysis. The result shows that competency and career development simultaneously and partially have significant influence on officials’ performance in The Departement of Education and Culture of Sigi District.

Abstract

This study aimed to examinethe effect of Simultaneous and partial clarity budgetary targets and internal control system toward the accountability of Government Performance. Population and sample of the study was 35 SKPD in Parigi Moutong District. The research data collection using questionnaire survey. The technique of data analysis used multiple regression analysis by using Statistical Package for Social Science (SPSS) program. The results of this study indicate that the budget goal clarity and internal control system effect of the performance accountability of government agencies. Partially, clarity of budget targets and internal control system positively and significantly influence officials performance accountability.

Abstract

This research aims to describe the influence of apparatus competence, utilization of financial information systems and the role of internal audit on the quality of local government financial statements of Palu City. This research type was quantitative with survey research method. The sample in this research was the leader and staff of the regional finance management unit as much as 70 respondents, the sample was taken using purposive sampling technique. The research data were collected by using questionnaires and interviews. Validity Test of questionnaire using product moment and reliability test using split half. Hypothesis test was used multiple regression analysis. The research  results show that; First, apparatus competence have a significant effect on the quality of the financial statements of Palu city government. Second, the utilization of financial information system have insignificant effect on the quality of financial statements of Palu city government. And the last, the internal audit role has a significant effect on the quality of the financial statements of Palu city government.

Abstract

The study aims to determine and describe the process of grant-budgeting and social assistance planning based on the local Revenue and Expenditure Budgets of Morowali Districts. It also means to explore and analyze "policy" in grant-budgeting and social assistance planning in the year of 2011-2015. Tipe of study is qualitative; data collecting method include observation, documents and in-depth interviews to selected informants that are considered to have better understand and directly participated in the processof grant-budgeting and social assistance planig. Study results show that the cause of irregularities in budgetplanningis the lack of understanding from the executive and legislative in the planning process of both budgets and is elitist. In addition, the interactions or "indications" that occur tend to be collaborative because each has its own interests in the form of cooperation and accommodation for self-image of political elites and the interests of the group, rather than representing the public interest. Most of the grants and social assistance expenditures are used for organizational operations and the construction of worship houses with a nominal range of hundredsmillions to billions of rupiah. The mode of deviation or "indications" that have occurred so far in the form of placing the targeted or occupying key  positions in the nepotism beneficiary and the lack of oversight of the legislature.

Abstract

The Research aimed was to determine and analyze the policy Implementation of the  minimum service standards in Health Service in Palu City Study of Birobuli health center. The main theory in this study is Policy Implementation theory of Edward III that includes; (1) communication, (2) resources, (3) disposition, (4) Structure of Bureaucracy. The research methods using descriptive qualitative descriptive approach. The research location is in Health Centre Birobuli, informant as much as 5 people were selected purposively. Data collection was done by interviewing, observation, and documentation. Data analysis methode using the Interactive Miles and Huberman models. Based on the research result, policy implementationn of Minimum Service Standards of health in Palu (Study of Community Health Centres Birobuli), when viewed from the aspect (1) communication, (2) resources, (3) disposition, and (4) the bureaucratic structure, indicating that it is not effective, because there are still aspects that have not been adequate, namely communication, resources, disposition and bureaucratic structure which is still not running properly and optimally, it can be seen from the communication on policies SPM in Puskesmas Birobuli still have not touched understanding of the community as a user policy. Human resources still need to be improved in terms of quantity and budgetary resources are inadequate in implementing programs SPM as a whole, as well as in terms of disposition, which is still firmly in providing services according to the standard procedures and bureaucratic system of convoluted in the implementation of the program and budget financing in the Minimum Service Standards in Puskesmas Birobuli.

Abstract

The purpose of this research was to reveal the evaluation of prostitution control in Palu based on the Local Regulation Number 21, 1998, and to find out the inhibiting and supporting factors of the growing prostitution practices in Palu based on the policy evaluation model by William N Dunn using these aspects: 1) effectiveness, 2) efficiency, 3) Adequateness, 4) Equality, 5) Responsiveness, and 6) Precision. This is a qualitative research. There were 7 informants taken purposively. These research shows that the implementation of the local regulation number 21, 1998 concerning the prohibition of prostitution acts and practices in Palu City was not optimal due to the fact that: 1) the team intended to control the prostitution did not work effectively, 2) the control of prostitution was not fair because of only focusing on prostitutes, not controlling the prostitution-related workers such as pimps and others. The inhibiting factors have made it less optimal such as the personnel was not strict in providing the punishment, the police persons and the city guards were not serious in doing theirs jobs and operational cost was insufficient.

Abstract

The study aims to determine and analyze simultaneous and partial influences of human resource, administration, and monitoring on securing local-owned properties in govermental working units in Buol Regency. Population consists of 52 units in Buol, sample determined with census sampling. Respondents of 104 people consist of heads of financial and assets divisions and properties caretakers. Data collected through questionnaires and analyzed with statistical package for social science program. Method of analysis is multiple linear regressions. The study finds that: 1) human resource, administration, and monitoring simultaneously have significant influence on securing local-owned properties in governmental working units in Buol Regency; 2) human resource partially has insignificant influence on securing local-owned properties in governmental working units in Buol Regency; 3) administration partially has significant influence on securing local-owned properties in governmental working units in Buol Regency; 4) monitoring partially has significant influence on securing local-owned properties in governmental working units in Buol Regency.

Abstract

This study aims to find out the Implementation of Management Village Fund Allocation Policy in Siboang Village, Sojol Sub-district, Donggala RegancyBy using theory of Edward III. In this study we use 7 informants by using purposive method. Data are collected by Observation, Interview, and Documentation. The results show that Implementation of Management Village Fund Allocation Policy In Siboang Village less run well. Because the four dimensions which have been examined, explained that the four dimensions are all running less good. They are the dimensions of communication (socialization Less implemented), Resources (human resources, infrastructure and other supporting facilities are inadequate), Dimensions Desposition (less commitment) Bureaucratic structures (Coordination between related parties is less established).
