Abstract

This study used a qualitative descriptive approach. The data is collected by doing observation, interview, and documentation. This research has five informants. The data analysis techniques in this study follows the three stages, namely : data reduction, data display, and conclusion or verification. Theory of George R.TerryWhich is included four aspects of Planning-Organizing, Actuating and Controlling is choosen as a framework theory in improving the discipline of apparatuses. From the research found the fact that the KPU organization has done a plan to improve the discipline apparatuses based on the regulation of ASN. So that the apparatuses can adapt to the changing demands of technology. KPU organization also has been organizing the discipline improvement of apparatuses based on the regulation of ASN therefore personnel can carry out organizing well. Mobilization ( Actuating) personnel who work within an organization (In KPU) has a different background either education, expertise, experience and their culture, so that, they be able to improve the discipline in an integrated vision. ( Controlling ) Leadership element, which has the authority to supervise the discipline of apparatuses in the office of KPU, has not been going well. There are still exist apparatuses who have not been discipline in completing the work on time.

Abstract

The research is aimed to find out and analyze simultaneous and partial influence of goverment internal controlling system on the performance of goverment officials that include controlling enviroment, risk assesment, controlling activities, information and communications, and monitoring of service qualities. The research verifies the relationship of variables by involving 84 respondents who were selected through census method. The rest result show that: 1). controlling enviroment, risk assessment, controlling activities, information and communication, and monitoring of service qualities simultaneosly have influence on the performance of the goverment working units in Sigi; 2) controlling enviroment has significant influence on the performance of the goverment working units in Sigi; 3) risk assessment has significant influence on the performance of the goverment working units in Sigi; 4) controlling activities have significant influence on the performance of the goverment working units in Sigi; 5) information and communication have significant influence on the performance of the goverment working units in Sigi.

Abstract

The goal of this research is to analyze and provide an overview Prevention Program Implementation Malnutrition in Children Under Five Years On Donggala District Health Office of Central Sulawesi Province. This study refers to the opinion of Edward III of Implementation which includes elements of Interest, Communication, Resources, Disposition, and Bureaucratic Structure. This type of research in achieving the purposes and objectives of the research are descriptive method qualitative approach. The research location in Donggala Health Office. Informants in this study were selected purposively as many as five people. Data collection techniques used were observation, interview, and documentation. The data analysis was performed with data reduction procedures, presentation of data and draw conclusions. The results of this study explained that the implementation Program countermeasures Malnutrition Children Under Five Years On Health Office Donggala, judging by the theory of policy implementation raised by Edward III, which includes Communications, Resources, Disposis and Strukutur Bureaucracy has not overall have not been going well. This is because of all these factors there is still a factor Source Day that has not gone well, while the communication factor, disposition, and structural Bureaucracy has been well implemented.

Abstract

This research aims at determining the quality of academic services at the Faculty of Social and Political Sciences of Madako University. This research uses the theory of service quality proposed by Zenthaml Parasuraman. Type of research is qualitative. The informants of this research consist leccturers, teaching staff, students and alumni who are determined purposively, with data collection methods consisted of observation, interviews and documentation. Data analysis techniques include data reduction, data verification and drawing conclusions. Research results indicate that the quality of academic services in the context of teaching and learning process in Faculty of Social and Political Sciences of Madako University is not qualified yet. This is evidenced by five dimensions used as a benchmark; barely four dimensions go well namely the dimensions of Reliability, Responsiveness, Assurance and Empathy. While the dimension of tangible is inadequate therefore the academic services are not running properly. This is due to the unavailability of sufficient facilities that can support the lecturing process, such as unavailability of representative study room, unavailability of lecture rooms, unavailability of parking space, unavailability of worship facilities and library facilities that are not functioning.

Abstract

The research was to identify the roles of provincial Government of Central Sulawesi in the line with authority to grant rock mining permit pursuant to Law Number 4 year 2009 about Mineral and Coal Mining and Law Number 23 Year 2014 about Provincial/City/Regency Government, in the line with environmental control  to realize sustainable eco-friendly mining governance. It was a normative or legal research adopting  statute approach by reviewing all laws and regulations related with rock mining permit and environmental protections and conceptual approach by observing various problems arising and related with rock mining permits synchronized with environmental protection measures. The results of the research showed that the Provincial Government of Central Sulawesi is fully authorized and the control to secure eco-friendly mining govenance was not yet maximal due to overlapping and incomplete mining laws and regulations, limited human resources to cover such a wide geographical mining area and lack of coordination of control among the related authorities and institution concerning with mining control  and environment. The recommended step is to revise the Law Number 4 year 2009 about Mineral and Coal Mining and Law Number 23 Year 2014 about Provincial/City/Regency Government to secure a sustainable and eco-friendly development.

Abstract

This research aimed at to know the policy implementation of Gender Responsive Planning and Budgeting (PPRG) on Women Empowerment and Family Planning Office of Central Sulawesi Province. The type of this research is descriptive with qualitative method. Informants research are the policy implementers in Women Empowerment and Family Planning Office of Central Sulawesi. Methods of data collection consisted of participant observation, in-depth interviews, documentation and triangulation, and the technique of data analysis covers data reduction, data presentation and conclusion / verification. The main guided as theory analytic is a model of policy implementation developed by Van Metter and Van Horn which consists of aspect of measure aspect and policy objectives, resources, characteristics of the executing agency, the attitude / tendency (disposition) of the executor, the executor of communication between organizations and activities as well as the economic, social and political. The results of the research showed that the Gender Responsive Planning and Budgeting policy implementation has been executed, but not maximized yet because of the resources and characteristics of the implementer has a lack understanding of this policy, as well as communication between the organization and activities of the implementing done only when the policy is issued so make these policies become less consistent in its implementation in the field, while the size and aspect of policy objectives, attitude / tendency (disposition) of the implementers as well as the economic, social and political already running optimally.

Abstract

The research was to identify and analyze whether or not the assignment of authorities in governance of mining affairs from the City/Regency Government to Provincial Government or National Government has been consistent with the objectives of local autonomy policies and identify and analyze the implications of the assignment of authorities in governance of mining affairs from the City/Regency Government. It was a normative research adobting legal approach, historical approach and conseptual approach. With reference to the research findings, it was concluded  that (1) the assignment of authorities in governance of mining affairs from the City/Regency Government to Provincial Government or National Goverment was not consistent with the objectives of local autonomy policies, and (2) the assignment of authorities in governance of mining affairs form the City/Regency Government to Provincial Government or National Government brought implicationts to modification of institutional structures in the City/Regency, adjustments to prevailing law and regulationts, loss of authority to issue Mining Business Permit, modifications to development plans, decrease of City/Regency revenues, and trigger of conflicts among City/Regency Government, Provincial Government and National Government.

Abstract

This study aimed to describe and analyze the structural position promotion of third and fourth echelon at Parigi Moutong Local Development Planning Agency. The method used in this study was descriptive qualitative method. The social situation in this study was the work environment of Parigi Moutong Local Development Planning Agency as well as the interactions occured in it. The informants in this research were the head of the Advisory Board for Position and Rank’s team and from the Organizing Committee’s secretariat, amounting to 3 (three) persons. The informants were determined using purposive method or selected purposively, for they were the subjects who mastered the problems relating to the purposes of this research. The results showed that in the structural position promotion at Parigi Moutong Local Development Planning Agency, based on the theory of SP. Hasibuan, the experience or seniority aspect had been noticed but still needed to be enhanced, meanwhile the work skill aspect, could be said, had not been running well because the indicator components had not been used entirely as considerations in the promotion process. Also, the combined aspects of experience and skill had not been noticed in the promotion process so that it had not been implemented well. The promotion process was still affected by Spoil and Nepotism System. Meanwhile, in the implementation of competency test based on the Law Number 5 Year 2014 on State Civil Apparatus, the local Organizing Committee had not been carrying out its tasks properly due to its inconsistencies to the administrative conditions issued for the participants of the test. The structural position promotion of third echelon had not been fully in accordance with the procedures, for the requirements for participating the competency test of administrator position, like having ranked Class IIId and having participated in Fourth Leader Training or having educated in the second stratum, were not applied in the reality because there were still some participants, who ranked Class IIIb and IIIc as well as having never participated in Fourth Leader Training, participated in the test. While, the competency test for superintendet position (fourth ecelon) was not carried out by the Committee for various reasons, the main reason was ‘no budget’ so it was not implemented. The implementation of this competency test was eventually just a mere trial where the local Committee was not transparent to the results of the competency test by not announcing it publicly so it was never known who was eligible and who was not eligible for being inaugurated as the position promoted. It raised questions and disappointments from the majority of participants, for not knowing the test results, whether meeting the standards prescribed for occupying the third echelon position or not.

Abstract

This research intends to define and analyze the simultaneous and partial influence of motivation, commitment, work environment, and job stress on civil servants’ performance in Madani Hospital of Central Sulawesi Province. It involves 218 officials as respondents and uses descriptive approach with multiple regressions analysis. The results find that motivation, commitment, work environment, and job stress simultaneously and partially have significant influences on civil servants’ performance in Madani Hosptila of Central Sulawesi Province.

Abstract

The purpose of this study was to determine how the effectiveness of Governor Regulation on Standard Operating Procedures (SOP) Administrative Governance in Central Sulawesi Provincial Government, who studied based on theoretical models measure the effectiveness of Duncan by using variables: 1). Achievement, 2). Integration, 3). Adaptation. This type of research used qualitative decision-informants purposively and the number of informants as much as 5 people with data collection techniques, 1). Observation, 2). Interviews, 3). Documentation. Catalysts data using Miles and Huberman opinion. Results is Indicates that the preparation of Standard Operating Procedures (SOP) Administration In Central Sulawesi Provincial Government does not operate effectively under Regulation Governor of Central Sulawesi Central No. 17 Year 2012 on Standard Operating Procedures in the Government of Central Sulawesi province. Judging from the three measures of effectiveness proposed by Duncan, who runs a good criterion, namely adaptation. While the criteria have not been running well in the preparation of Standard Operating Procedures (SOP) Administration in the Government of Central Sulawesi province, namely Achievement and Integration because of ineffective socialization preparation of Standard Operating Procedures Administration that resulted in delayed ratification of the Standard Operating Procedure Administration, which should be legalized in 2016.
