Abstract

The Research intends to determine the influence of work satisfaction, work dicipline, and work culture on the official performance in The Department Of Manpower And Transmigration Central Sulawesi Province, both positively and significantly. This research, is considered a survey, and conducted from March to April 2016. Its population consists of 132 officials, who are civil sevants, in The Department Of Manpower And Transmigration and Respondents are selected based on census technique. Data collecting methods are questionnaire, documentation, interviews, and observations. The data used in this research is qualitative and quantitative included the primary and secondary data. Methods of analysis, is multiple regression analysis. The result of the test show that work satisfaction, work discipline, and work culture simultaneously have positive and significant influence on officials performance in the Department Of Manpower And Transmigration Of Central Sulawesi Province. Partial test shows that work satisfactions, work discipline, and work culture partialeously have positive and significant influence on official performance in The Department Of Manpower And Transmigration Central Sulawesi Province.

Abstract

One of the most important assets of the organization can not be separated from the employee's performance. To obtain good performance, it is necessary to improve employee motivation. In developing the organization, people often focused on how to develop the business, while on the management of human resources is still less attention.This study was conducted to determine how  the Employee Work Motivation In Learning Activity Implementation Unit Office of Non-Formal and Informal Education In the province of Central Sulawesi. Researchers used the theory of Frederick Herzberg and The basis of this research is qualitative descriptive type of research. The technique used in data collection is observation, in-depth interviews and documentation. Then the data and the interviews were analyzed by descriptive qualitative. The results showed that, motivation of employees working in On Learning Activity Implementation Unit Office of Non-Formal and Informal Education In the province of Central Sulawesi has been very good. It is based on several aspects of the increased motivation of employees working on extrinsic and intrinsic factors.

Abstract

The research intends to find out the implementation of Ship Measurement at Harbormaster and Harbor Authority Class III Policy of Pantoloan. The research setting was conducted at the office of harbormaster and harbor authority class III of Pantoloan. This was a descriptive qualitative research with 95 people as the population consisted of 70 employees and 25 ship owners. Sample was selected using purposive sampling with 3 employees and 2 ship owners. Data collection was primary and secondary.The data were collected through observation, interview and documentation. Then, they were analyzed using qualitative approach with procedures namely data reduction, data display and drawing conclusion (verification). The results reveal that communications called transmission, clarity are consistent; resources which staff (ship measurement expert and facility) still look unwell, whereas disposition such as willingness, commitment, honesty, authority resources and bureaucratic structure covering Standard Operational Procedure and authority fragmentation already be good Therefore, based on the findings, it can be concluded that implementation of ship measurement is still less effective.

Abstract

The purposes of this study are: 1) to capture the development of regional revenue, general allocation funds, specific allocation funds, and profit sharing funds on capital expenditure at the district/city governments in Central Sulawesi; 2) to determine and analyze the simultaneous influence of regional revenue, general allocation funds, specific allocation funds, and profit sharing funds on capital expenditure at the district/city governments in Central Sulawesi; 3) to determine and analyze the partial influence of regional revenue, general allocation funds; specific allocation funds, and profit sharing funds on capital expenditure at the district/city governments in Central Sulawesi. The method of research is descriptive verification with multiple regressions analysis. Sample in this study involves all disctricts and cities in Central Sulawesi with a period of study for four years, from 2010-2014. The results show that the contribution of regional revenue, general allocation funds, specific allocation funds, and profit sharing funds on capital expenditure at the district/city governments in Central Sulawesi is 44.6%; 55.4% is influenced by other variables. Simultaneously, regional revenue, general allocation funds, specific allocation funds, and profit sharing funds have significant influence on capital expenditure at he district/city governments in Central Sulawesi. Partially, specific allocation funds as significant influence on capital, while regional revenue, general allocation funds, and profit sharing funds have insignificant influence on capital expenditure at the district/city governments in Central Sulawesi.

Abstract

This study aims to identify and analyze the relationship between direct and indirect between the effectiveness of internal control, equity compensation and understanding of government accounting standards for indications of fraud through the commitment of the organization as an intervening variable. The results showed that the seven hypotheses have met the statistical criteria for the analysis of PLS (Partial Least Squares). Respondents in this study is the head managers, Head of Sub Division of Finance, Treasurer and Treasurer Revenue Expenditure amounted to 140 people from each SKPD and techniques of data collection with questionnaires. The analytical tool used is the analysis of PLS (Partial Least Squares) with the help of statistical program WarpPLS version 2.0. The results showed that the seven hypotheses have met the statistical criteria for the analysis of PLS (Partial Least Squares). The results of this study stated that, directly or indirectly, the effectiveness of internal control, equity compensation and understanding of government accounting standards had a significant influence on the indication of fraud through the commitment of the organization as an intervening variable in financial managers in Central Sulawesi province.

Abstract

The research aims to: (1) find out and analyze factors that support working women in weaving industry in Palu; (2) find out the factors that influence women income in weaving industry in Palu; (3) find out and analyze the income proportional and working women income in industry on total income of household. Population was working women or housewives live in Ulujadi district who devote their time at business sector called weaving industry of Sarong Donggala numbered 27 women selected throught census. The data were analyzed using descriptive qualitative analysis. The research results indicate that: 1) the factors support the women (housewives) working in weaving industry in Palu is time devotion and income level; (2) that factors influence working women income in weaving industry in Palu is age of them, the length of work and experience of the work; and (3) the proportional of household income received by the working women (housewives) in weaving industry in Palu is 34.78 percent of non weaving silk or sourced from husband income is 65.22 percent of total household income is Rp.2.300.000,-.

Abstract

This study aims to determine the characteristics of social capital and poverty in fishing communities of boat lift nets fisherman and to aknowledge the relationship between the variables of social capital and poverty in fishing communities of boat lift nets in Labean Village. This research is categorised as descriptive quantitative. This study intends to get a description and a picture of the social capital relationships with poverty of fishing communities of boat lift nets. This study was conducted in 2015 and the data were collected by using: observation, interviews, literature and documentation. Then, the data were analyzed by several methods of analysis, namely: 1) The characteristics of social capital of fishing communities of boat lift nets in Labean Village are categorised as middle category on average. It indicates that fishing communities of boat lift nets have  good social capital. Especially, the social capital related to the level of reciprocity and proactivity. 2) The characteristics of poverty or the level of prosperity of of fishing communities of boat lift nets in Labean Village have also  middle category. However, this midlle category on the property and prosperity level is categorised as low level (unsecure) and;3) according to statistical results show that chi-square level is 2.861, with P value is 0.091. The results also show that the P-value is less than α=10%, so that there is correlation between social capital and proverty or the level of prosperity of  fishing communities of boat lift nets in Labean Village in Balaesang District.

Abstract

This research intends to find out and analyze the influence of commitment, competency, and work environment on teachers’ performance in Districk of Mamuju Regency (case study in SMAN Pasangkayu and MA DDI Pasangkayu). Population in this study consists 41 teachers’as civil servants. The research employs multiple linear regressions analysis to explain the influence of independent variables towards dependent variable, both simultaneously and partially. Hypothesis test is conducted on significant level α≤0,05 by using SPSS 16. The test results show that commitment, competency, and work environment simultaneously have positive and significant influence on teachers performance with the adjusted R2 of 0,825 or 82,5%. The remaining is explained by other variables that are not studied. Commitment positively and significantly influences teachers’ performances with regression coefficient of 0,051 with sig. 0,003; competency positively and significantly influences teachers’ performances with regression coefficient of 0,650 with sig. 0,000; work environment positively and significantly influences teachers’ performances with regression coefficient of 0,282 with sig 0,000.

Abstract

The study is aimed to explore simultaneous and partial influences of work discipline, motivation, and career development on officials’ performance in the Agency of Women Empowerment and Family Oplanning in Central Sulawesi. Type of research is desciptive causal. As many 60 respondents werre selected through census method. Instrumen of data collection is questionnaire and method of analysis is multiple linear regressions. The results concludes that work discipline, motivation, and career development simultaneously and partially have positive and significant influence on officials’ performance in The Agency Of Women Empowerment And Family Planning In Central Sulawesi.

Abstract

Cooperation between an autonomous city/regency government and third parties in this reformation era is unavoidable, due to many problems unsolvable by the government. The concept of city/regency cooperation is crucial since it is represented in an agreement under private law or contract law. On the other hands, the city/regency cooperation is in fact  has to be executed by a public official in the line with existing legality principles pursuant to the administrative law. In other words, in city/regency cooperation the contract law is not fully enforceable. The action taken by the city/regency government is under diffusion theory. The city/regency cooperation which is strongly affected by discretion entails many problems due to lack of observance as to when the state administration is involved in public law and when the private law is potential to lead to authority abuses.  The principle of no authority without accountability also affects to free authority or discretion by city/regency government. It was a normative research adopting law and conceptual approaches. The legal materials were analyzed by first collecting primary legal materials, secondary legal materials and non-legal materials. Next, the normative concepts in those materials were studied, analyzed, described, estimated and explained. Based on the results of the research, it was concluded that It was prohibited for a city/regency government to cooperate with central government and associate with other business entities.  The city/regency government simply needed to adopt the concept of official assistance or central government facilitation. The cooperation between a city/regency government and a third party and any other parties as provided in Article 363 Section (2) letter b of Law Number 23 Year 2014 about City/Regency Government providing that a city/regency government remains accountable and litigable both officially and individually in compliance with the principle of no authority without accountability.
