Abstract

The study is aimed to determine and analyze simultaneous and partial influences of competency, motivation, and work satisfaction on the performance of officials in Public Works Department of Sigi District. The study selects sample of 85 officials with purposive sampling method and is analyzed with multiple linear regressions analysis. The result finds that competency, motivation and work satisfaction simultaneously have significant influence on the performance of officials in Public Works Deparment of Sigi District. Partial test shows that variables of competency, motivation, and work satisfaction have positive ang significant influence on the performance of officials in Public Works Deparment of Sigi District. Determinant coefficient indicates R-square value of 0.558, which means that 55.80% officials’ performance influenced by variables of competency, motivation, and satisfaction, while 44.20% influenced by variables that are not studied.

Abstract

The purpose of the study is to determine and analyze the performance of State-Owned Asset in the form of property and building assets at Tadulako University and to determine strategies to improve the asset performance. Government Regulation Number 27 of 2014 on State / Local Property Management changes the paradigm on asset management from Asset Administrator to Asset Manager. The asset managementis not only focusing on asset recording, but also in increasing non-tax revenue from asset utilization, particularly for the Public Service Agency unit. Tadulako University indicates a vertical work under the Ministry of Technology and Higher Education Research acting as a Service Agency General with a large asset ownership of property and buildings in the region of Central Sulawesi. The study applies a qualitative research. The researcher interviewedthe members who are involved in the administration and the management of State-Owned Assetin Tadulako University.Analysis of the performance of State-Owned Asset is based on the physical condition of assets, asset functionality, asset utilization and asset financial performance. The result of the study shows that the performance of State-Owned in Tadulako University is not optimal,because there are some amounts of assets indamages condition and disputes;there are unutilized assets which indicate as idle assets; and the data in the State-Ownwe Asset Report are less appropriate with the real assets condition. The utilization of State-Owned Asset in the form of property and building asset is not implemented optimally and it is not in accordance with the regulation of State-Owned Asset Management. The strategiesto improve the performance of State-Owned Assetis establishing Asset Power Proxy Unit in each Faculty, preparing assets portfolio and asset utilization through the mechanism of Operational Cooperation and Management Cooperation in accordance with the Regulation of the Minister of Finance Number 136/PMK.05/2016.

Abstract

Transformational Leadership Camat in Improving Performance Employees Office in Mantikulore District Palu.As for the purpose of this research is to know the leadership of transformational camat in improving the performance of employee of Mantikulore District Office of Palu City. The main theory of transformational leadership Benard M. Bass is used as a reference that includes Attributed Charisma, Inspirational Motivation, Intellectual Simulation and Individualized Consideration. Research method used in this research is qualitative approach. The place of the research in the Camat office of Mantikulore Kota Palu with informants of seven people selected purposively. Technique of collecting data by observation, interview and documentation. By method of data analysis through data collection, data reduction, data presentation, and conclusion. Based on the results of research obtained, it can be concluded that the leadership of Camat transformational in improving the performance of employee offices Mantikulore District Palu City has not run well. When viewed from the four indicators of transformational leadership, one indicator of which is categorized quite well is: the attribute of charisma, the staff assume that the leader has a good leadership style should be a role model. It can be seen that the staff responded admiringly, respecting and believing the advantages possessed by a leader. meanwhile, three indicators, inspirational motivation, intellectual stimulation and individual consideration categorized as still less good, this is caused by: weak internal motivation owned by the sub-district that has not been able to inspire subordinates in the aspect of work until the fulfillment of all the goals of the organization; lack of skills in terms of staff knowledge and skills; lack of sub-district heads concerned the staff's needs for education and career development.

Abstract

This study aimed to identify and analyze the simultaneous and partial influence of work motivation (the factors of motivator and hygiene) on employee performance at North Mamuju Department of Education, Culture, Youth, and Sports. The theory used to measure work motivation at North Mamuju Department of Education, Culture, Youth, and Sports was the motivation theory proposed by Hezberg dividing motivation into two factors, the factors of motivator and hygiene. While the theory used to measure employee performance at North Mamuju Department of Education, Culture, Youth, and Sports was the performance theory proposed by Bernardin and Russell (1993: 383) stating that the aspects of performance measurement that could be used as factors in performance were: (1) Quality; (2) Quantity; (3) Timeliness; (4) Cost Effectiveness; (5) Supervision Requirement; and (6) Interpersonal Influence. The population in this study was the staff of North Mamuju Department of Education, Culture, Youth, and Sports amounting to 96 people, but in the sampling process the Department Head was excluded and 2 employees were performing learning tasks, and the author himself. So, the total sample observed as data sources amounted to 92 people.This research was a survey with data analysis technique was multiple linear regression analysis. The results showed that the work motivation factors (the factors of motivator and hygiene) simultaneously had significant influence on employee performance at North Mamuju Department of Education, Culture, Youth, and Sports, with Fcount value = 93.727 at real level ά = 0.05 or Sig-F = 0,000 <α 0.05. The motivator factor (X1.1) had significant influence on employee performance at North Mamuju Department of Education, Culture, Youth, and Sports with tcount = 2.964 at real level ά = 0.05 or Sig-t = 0.004 <α 0.05; and the hygiene factor (X1.2) had significant influence on employee performance at North Mamuju Department of Education, Culture, Youth, and Sports with tcount = 2,617 at real level ά = 0.05 or Sig-t = 0,010 <α 0.05.

Abstract

The regulation No. 6, 2006 that rules the management of state/ local properties has changed the management of state assets. It is hoped that this rules can set a better asset structure and management. Fixed assets such as land and buildings are special concerns for the government. The value of land and building by 66% of total fix assets listed on LKPP 2015 illustrates their potentials. A well-managed assets is certainly necessary so that the assets can be organized effectively, efficiently, and provide added value. This study aims to determine the process of asset inventory, legal audit, asset valuation, asset optimization, as wel as the supervision and control of land and buildings in the central government units of Palu City. This is a qualitative research. Questionners distributed to 64 working units that manage land and buildingss. The result conclude that the inventory of assets, legal audit, asset valuation, also monitoring and control of land and buildings have been implemented very well. While the implementation of the asset optimization are at moderate level.

Abstract

Tujuan penelitian ini yaitu:1). Untuk mengetahui apakah citra toko, atmosfer toko dan pertunjukan toko berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu.2). Untuk mengetahui apakah citra toko berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu 3). Untuk mengetahui apakah atmosfer toko berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu. 4). Untuk mengetahui apakah pertunjukan took berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu. Penelitian ini menggunakan tipe penelitian deskriptif kausal dalam menjelaskan pengaruh antar variabel melalui pengujian hipotesis dengan melibatkan 80 responden yang diambil dengan teknik purposive sampling. Berdasarkan hasil pengujian dengan menggunakan metode analisis regresi linear berganda, disimpulkan bahwa: 1) citra toko, atmosfer toko dan pertunjukan toko secara simultan berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu;2) Citra toko berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu; 3) Atmosfer toko berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu. 4) Pertunjukan toko berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu.

Abstract

This research intends to describe and to analyze the inhibiting and driving factors of Sigi Regency government in the policy implementation of distinctive education allocation fund. Method used is descriptive qualitative where the informant were taken through purposive sampling. Data were collected through interview, observation, and document review related to the policy implementation of distinctive education allocation fund. The process of data analysis covered data reduction, data presentation, and conclusion. The result of this research revealed that the inhibiting and driving factor determined by the content of the policy, the form of the policy, and the reputation ofactor. Financial resources are the concern of the policy indicators being implemented, in addition to the policy benefits which with the assistance of DAK in the education sector can accelerate the distribution of education in Sigi Regency particularly in the difficult territory, as well as the involvement of public where the involvement of society and committee in the school is a part of society.  The form indicator policy can be seen through Self-managed form of P2S (The organizing committee at the school) in the implementation of distinctive education allocation fund. The reputation of actor becomes the inhibiting factor because the human resources that needs to be improved.

Abstract

This research aims to know and analyze the effects of  financing policy and working capital simultaneously on small medium enterprise profitability in Banawa District; to know and analyze the effect of financing policy on small medium enterprise profitability in Banawa District; to know and analyze the effect of working capital on small medium enterprise profitability in Banawa District. This study involves 172 small medium enterprise entrepreneurs in Banawa District, Donggala Regency  Analysis method employed in this research is descriptive verificative using multiple linear regressions. The results show that financing policy and working capital simultaneously perform significant effect on small medium enterprise profitability in Banawa District, financing policy performs significant effect on small medium enterprise profitability in Banawa District working capital performs significant effect on small medium enterprise profitability in Banawa District

Abstract

Comparative Financing Analysis of National Health Insurance Program and Regional Health Insurance in Achieving Budget Effektiveness in TheOffice of Health, Buol District. The study aims to compare the financing between national health insurance and Regional insurance program in Buol Districk by using a qualitative design. Informants of this study consist of 23 people hwo take part in the organization of national health insurance and Regional health insurance program in The office of health and community health centers in Buol District. The results of the study confirm that national health insurance funding concentrates on health and operational services at community health centers (Puskesmas); Regional health insurance funding allocates to providing health services at the local community health centers in Buol area and Hospitals in sentral Sulawesi in collaboration whit The Health offices ; it also funds activities in the Health office in Buol District. Budget allocation  for the national health insurance is relatively higher compared to Regional Health Insurance Program. Funding of the National Health Insurance is more sufficient that the allocation for the regional program. The national health Insurance program reaches SILPA every year, while the regional Health Insurance program  is always deficit. Management of the national health care programs in terms of budget utilization has not been effective in terms of service and budget  utilization but ineffective in terms of budget provision.

Abstract

Discipline Apparatus Civil State In Agency Staffing District Parigi Moutong have not been implemented optimally. The purpose of this research is knowing how the Implementation Policy Discipline Apparatus Civil State at the Agency Staffing District Parigi Moutong. Types of research used qualitative and selection informants techniques is purposively with 5 selected informants. Data collected through interviews, observation and documentation. Data analysis techniques through the stages of data reduction, data display, draw conclusions and verification. The theory used is the model of implementation of the policy of George C. Edwards III with 4 aspects of communication, resources, disposition and  bureaucratic structures. The results showed that the Implementation Policy Discipline Apparatus Civil State In Agency Staffing District Parigi Moutong not been implemented optimally due  to the aspect of communication, of resources, disposition and bureaucratic structure has not gone well because of less optimal time coaching, education is still minimal, information is slow and indecision of leadership led to less support policy the implementation of the Policy Discipline Apparatus Civil State In Agency Staffing District Parigi Moutong.
