Abstract

This   study   aimed   to   determine   the   implementation   of   Village   Fund Allocation   (Alokasi   Dana   Desa  -  ADD)  Policy  in   Doda Village   Central  Lore District Poso Regency. The method used in this study was qualitative method in which the main instrument in this study was the researcher itself. The data used were primary and secondary data relating to the empirical situation and condition of   the   policy  implementation.  This   study  used  the theory of   Edward  III. The results showed that the implementation of Village Fund Allocation Policy in Doda Village   Central   Lore   District   Poso   Regency   had   not   been   running   optimally because it was showed that from the 4 (four) aspects studied, there were two (2) aspects that were not running well, namely the communication aspect, (lack of socialization)   and   the   resources   aspect   (inadequate   human   resources   and infrastructures), while the two (2) aspects that had been running well enough were the   aspect   of   implementers   disposition   (enough   to   support   the   policy implementation)   and   the   aspect   of   the   bureaucratic   structure   (where   all   the implementers had been working in accordance with the duties and functions of each).

Abstract

This Study Aims To Determine Dikmen's Performance On Departement Of Education And Culture Central Sulawesi Province. The research method is descriptive qualitative to obtain in-depth information from informants. Determination of informants using purposive sampling as many as 7 people, namely the Head of Secondary Education, Section Head Coaching School, 1 staff Section Coaching School, Section Head of Vocational Guidance, 1 staff Section of Vocational Guidance, Section Chief P2PTK Dikmen and curriculum, and 1 staff section P2PTK Dikmen and Curriculum. The theory used is the theory Dwiyanto (2002: 48-49). Observation and study documents are also conducted to obtain data necessary. The results showed that the performance Dikmen Affairs at the Department of Education and Culture of the Provincial Central Sulwaesi not maximized. This is evident from the results of research based and proven to five aspects of the benchmark study focused only two studies that met and that indicator Responsibility and Accountability. While the Productivity Indicators, yet said to be optimal due to the lack of technical and human resources personnel participation is still lacking. While the Service Quality Indicators said is not optimal due to the lack of facilities and infrastructure to support service activities. Similarly Indicators Responsiveness can also be said not optimal because of the facilities and infrastructure was also back a bottleneck in responding to public education.

Abstract

This study aims tio describe the management of health operational support grants in the area of Sigi District. It is a qualitative study with naturalistic method. The result shows that the management of health operational support grants has been running well according to Operational Support Grants technical guidance, which consist of. 1) Planning of Health Operational Support Grants program. It begins with the arrangement of Plan Of Action by the person in charge of the program, then discussed in the community health center mini workshop with Health Operational Support Grants team. 2)  Organization of Health Operational Support Grants program. The Health Operational Support Grants manajemen team at the health centers whitin the area of work of Sigi Health Office, which consists of the chairman and the financial manager has performed their duties and functions. Clear division of tasks facilitate the team to manage the Health Support Grants program so as to optimize the use of Health Operational Support Grants. 3) Implementation of Health Operational Support Grants program. There is a lack of understanding of the Health Operational Support management team on the technical guidelines. The Health Operational Support Grant is not used froim the beginningof the year and there is a significant increase in health services both in quinity and quality after the Health Operational Support Grants. 4) Supervision of Health Operational Support Grants program. Monthly mini-workshop are used as a way supervision  at the health centers levels. The Health Operational Support Grants accounting and reporting is reported monthly to the Health Operational Support Grants team leader as the person in charge of the puskesmas.

Abstract

The study intends to determine and analyze simultaneous and partial influence of transformational leadership style, work culture, and discipline in marine and fishery Departmet in Donggala District. Sampel consists of 41 officials. Method of analysis is descriptive verificative with multiple linier regressions analysis. The result shows that transformational leadership style, work culture, and discipline simultaneously influence officials’ performance significantly with f value of 24.717 on sig 0.000; transformational leadership style influence performance significantly with t value of 2.337 on sig 0.025;, work culture influence performance significantly with t value of 2.753 on sig 0.009, discipline influence performance significantly with t value of 2.344 on sig 0.025.

Abstract

This study aimed to analyze employee performance based on duties and functions and to analyze factors inhibiting employee performance based on duties and functions, at sarudu District Office North Mamuju Regency. The concept used in this study to examine determinants of employee performance based on duties and functions was Handoko’s Theory, comprising efficiency and effectiveness.This study used purposive sampling with specified informants as much as 5 people and key informant was head of Sarudu District, Mamuju Utara Regency. The data collection technique was observation, interview, and documentation. The results showed that employee performance based on dutes and functions at sarudu District office North Mamuju Regency had not been good seen ftrom the Efficiency aspect comprising understanding and mastering tasks, for the employees did not fully understand and master; and seen from the Effectiveness aspect, for the performance of services given had not been maximal evidenced by the presence of complaints form the public due to the unfamiliarty of the people and the bureaucracy faced by the employees. While, the factors inhibiting employee performance due to duties and functions were cultures reflected in the behavior of the employees; the internal side of the employee measured from work ethic, motivation, discipline, and dependence of the employees to the leaders who was still very high, both in terms of discipline and work; as well as the external side of the employees, that the interaction pattern in providing services had not been professional.

Abstract

This study aims to determine the performance of employees in the Tondo district office in Palu. This study was designed qualitatively. The informants are Secretary Lurah, Section Head of Government, staff / pegwai and community Tondo Village residents were determined using purposive data collection method consists of observation, interviews and documentation. The technical analysis of the data, including data collection, data reduction, data presentation, and conclusion. The results of the study showed that, Employee Performance Employees at the Village Office Tondo seen from five aspects: (1) Quality of Work, (Quality of work) performance of employees / staff has been good, although not optimal, because, as finishing work, file handling troubled and delay, it is in because the working hours of staff / employees are not in accordance with the existing provisions in the office in general, this is what causes the Village office Tondo employee performance is not maximized. (2) Timeliness (Pomptnees) of the office hours staff / employee do not correspond, it is their show, sometimes they go in at half past nine and sometimes hours of 9 passes, of things kesuian assigned task is not appropriate for this show in their work often No errors, file problems and no delays. It also researchers felt with what is perceived by the public. (3) Aspects Initiatives, (Initiative) resolving employee response has been good enough job, such as job sipatnya urgent and society want them to be resolved immediately. But sometimes there are still people who do not feel satisfied with the results of the work, as there is still a delay in completing the work. (4) Aspects of Capability (Capability), the dominant educational backgrounds owned pegwai is appropriate, namely in terms of the number of employees 12 7 between berijzah strata one, 1 Megister and the rest of certified high school and junior high. But sometimes there are still people who do not feel satisfied, as there is still problematic file and a delay in serving the community. (5) Aspect Communications (Communication, employer responses in completing his work is good enough, like Every meeting is always held input/opinions of staff / employee to know what their complaints are looking for solutions when there are problems. But sometimes there are still people who do not feel satisfied with the results of the work are often late in working on files such as the delay in completing the work.

Abstract

The purpose of this study is to find out How Quality Services Regional Uwe Lino Water Company District Donggala. Types of data used are primary data and secondary data. The Data collection techniques is done through observation, interviews, documentation. Informants using purposive sampling technique for the employees and for the community accidental. Informants in this study as many as five (5) persons. Analysis of the data used that model of Miles and Huberman, namely data reduction, data presentation, and conclusion. The theory used is the theory of Parasuraman in Zeithami. Quality of service Regional Uwe Lino Water Company District Donggala still not good. This in the know of all five aspects have direct evidence (Tangibles) namely infrastructure inadequate, realibility, service is provided is less precise and faster time to handle the service interruption. Responsiveness is employer responses were very slow in dealing with customer complaints interference experienced by PDAM Uwe Lino Costumers. Assurance is namely that employees PDAM Uwe Lino District Donggala already showed his polite and friendly in serving the community. Emphaty is said to be less well. Because the service is not yet fully in accordance with what is expected by the customer.

Abstract

Penelitian ini bertujuan untuk meningkatkan keakuratan perhitungan beban pokok penyelenggaraan pendidikan pada masing-masing program studi di Universitas Sintuwu Maroso melalui penerapan metode sistem akuntansi manajemen kontemporer Activity Based Costing (ABC). Penelitian ini merupakan penelitian deskriptif dengan pendekatan kuantitatif. Data dikumpulkan melalui wawancara, observasi dan analisis dokumen universitas terkait dengan penelitian. Data tersebut kemudian dianalisis dengan menggunakan metode ABC yang diawali dengan me-review sistem manajemen keuangan perguruan tinggi, identifikasi proses bisnis dan aktivitas, identifikasi cost component, penentuan cost driver, dan mengalokasikan institution overhead cost ke masing-masing aktivitas serta menghitung besarnya total cost dan variansi biaya antara metode existing terhadap metode ABC. Hasil penelitian memperoleh besaran beban pokok penyelenggaraan pendidikan di Universitas Sintuwu Maroso tahun 2015-2016 berdasarkan metode ABC per semester adalah sebesar Rp5.871.039.799. Penerapan metode ABC telah mampu mengalokasikan biaya aktivitas pada masing-masing program studi secara tepat berdasarkan konsumsi masing-masing aktivitas serta dapat meningkatkan keakuratan perhitungan beban pokok per semester masing-masing program studi dengan terdeteksinya distorsi biaya berupa over/under costing dari metode existing yang diterapkan selama ini.

Abstract

The Problem raised within the society in the process of issuing building license (IMB) is what is the performance of the bureacracy apparatus in issuing the IMB. This research is aimed at analyzing the performance of the bureaucracy apparatus in issuing building license and it is expected to provide a description concerning the performance of the bureaucracy apparatus in issuing building license at the City Housing and Space Management Office of Palu. This research used qualitative method in order ti find out the evidences and phenomena in relation to the performance of bureaucracy apparatus in issuing the IMB. In order to measure the performance of the apparatus, the researcher uses five indicators suggested by Agus Dwiyanto, namely: productivity, service quality, responsiveness, responsibility, accountability. The informantsin this research are those who understand and are resposible for issuing the IMB. The primary data were taken directly from the informants and the secondary data were also used. Thetecniques of data collection were interview, observation, and documentation. The data were analyzed in the three stages: data reduction, data presentation, and drawing conclusions. It is found that doing observation, it showed that the performance of the bureaucracy apparatus of the City Housing and Space Management Office of Palu was not optimal. The apparatus productivity was not efficient and effectivity, the quality of service was little bit discriminative, the apparatus responsiveness was optimal, being ready and responsive in addresing the problem raised, the apparatus responsibility was carried out according to the regulations even though there were some difficulties, and the apparatus accountability ws low, meaning that the apparatus did not understandwell their jobs and the goverment policy for those who deal with the IMB seemed unfair.

Abstract

This study aimed: to determine and to analyze the implementation of Village Fund Policy at Karave Village Bulutaba District North Mamuju Regency. This study used the theory of van Metter and van Horn, stating six indicators of policy implementation, namely (1) Policy standards and targets, (2) Resources, (3) Interagency relationship, (4) Characteristics of implementing agencies, (5) Disposition, and (6) Conditions of social, political, and economical environment. The research method used was qualitative, and the informants were determined purposively deemed to understand the problems studied, they were Head of Village Governance Division of North Mamuju Board for Community and Village Governance Empowerment, Head of Karave Village, Secretary of Karave Village, Speaker of Karave Village Consultative Body, and Public Figures of Karave Village. Types of data used were primary and secondary data. Data were collected through observation, interviews, and documentation. The results showed that (1) the Policy standards and targets could be concluded that it had been fulfilled marked by the of priority determination process of public needs before conducting Village Fund Policy. (2) Resources: the implementing staff were critically incompetent and lacking ability and skill in the implementation of Village Fund Policy resulting in unoptimal management of Village Fund. (3) Communication and implementing activities: uncommitted implementers in communication and coordination with related parties resulted in unoptimal implementation of Village Fund Policy. (4) Characteristics: the implementing agencies were not cooperative in the program implementation, resulting in unoptimal implementation of Village Fund Policy. (6) The indicator of economical, social, and political environmental conditions was unmet due to the existence of actors or community and community groups who rejected Village Fund Policy because they considered that the implementers did not favor local communities.
