Jurnal Administrasi Negara menyediakan media untuk mempublikasikan artikel asli berupa pengetahuan baru yang unik dalam bidang administrasi negara. Jurnal ini membuka kesempatan seluas-luasnya untuk publikasi dan berbagi penelitian serta pengembangan upaya berkelanjutan di bidang administrasi. Jurnal Administrasi Negara menerbitkan artikel di bidang admnistrasi negara dengan pendekatan antar disiplin dengan berbagai topik kajian yang meliputi tata pemerintahan, organisasi publik, kebijakan publik pelayanan publik, manajemen, etika birokrasi, serta hukum administrasi/tata pemerintahan. Artikel harus dikirim ke kantor redaksi. Informasi lengkap mengenai cara mengirimkan artikel dan petunjuk untuk penulis tersedia di setiap edisi. Semua artikel yang disampaikan akan diseleksi oleh mitra bebestari (peer reviewed) dan dapat diedit oleh redaksi. Sejak tahun 2014 jurnal ini akan dipublikasikan tiga kali dalam setahun yaitu pada bulan April, Agustus, dan Desember. Tidak ada biaya yang dikenakan untuk publikasi dalam jurnal ini.

Abstract

AbstrakPermasalahan yang dibahas dalam penelitian ini adalah masih rendahnya efektivitas kinerja pegawai pada Dinas Pendidikan Pemuda dan Olahraga Kabupaten Takalar. Berdasarkan permasalahan tersebut maka penelitian ini bertujuan untuk mengetahui efektivitas kinerja pegawai pada Dinas Pendidikan Pemuda dan Olahraga Kabupaten Takalar. Metode penelitian bersifat deskriptif kualitatif.Jenis data yang digunakan pada penelitian ini dititik beratkan pada data sekunder. Guna mendapatkan hasil objektif ilmiah, maka metode pengumpulan data dilakukan dengan cara mendapatkan data awal (data mentah) yang didapatkan langsung kemudian disimpulkan, sedangkan alat pengumpulan data yang digunakan adalah wawancara, observasi dan telaah dokumen. Hasil penelitian menunjukan efektivitas kinerja pegawai pada Dinas Pendidikan Pemuda dan Olahraga kabupaten Takalar dengan melihat indikator kualitas hasil kerja, ketepatan waktu, prakarsa, kemampuan kerja dan kemampuan membina komunikasi dengan pihak lain telah dapat dinyatakan efektif. Kendala yang dihadapi seperti kurangnya kemampuan pegawai dalam penguasaan bahasa asing dan masih kurang dan pemberian tugas kepada pegawai yang tidak sesuai dengan kemampuannya sejauh ini masih bisa diatasi oleh kantor Dinas Pendidikan Pemuda dan Olahraga kabupaten Takalar dan tidak mempengaruhi kinerja pegawainya.Kata Kunci: Kinerja Pegawai, Dinas Pendidikan Pemuda dan Olahraga, Efektivitas AbstractThe problem discussed in this research is low effectiveness of employee performance in youth education and sport agency of Takalar district. Based on this problem, this study aims to determine the effectiveness of employee performance in youth education and sport agency of Takalar district. The research method is descriptive qualitative. The type of data used in this research is secondary data. In order to obtain objective scientific results, the data is collected by obtaining initial data (raw data) directly and concluding it. is Instrument to gather the data are interviews, observation and document review. The results showed that the effectiveness of employee performance in youth education and sport agency of Takalar district by researching based on the indicators of the work quality, timeline, initiative, work competence and ability to communicate with other stakeholders have been declared effective. Abstract

Untuk mempertahankan dan meningkatkan jumlah pendapatan nasional yang bersumber dari pajak diperlukan langkah-langkah khusus atau terobosan kebijakan agar penerimaan pajak di tahun-tahun berikutnya semakin meningkat dan mencapai target penerimaan. Salah satu upaya yang dilaksanakan adalah Pengampunan Pajak (Tax Amnesty). Dari ke tiga tahapan tax amnesty yang dilaksanakan pada Kantor Pelayanan Pajak (KPP) Pratama Makassar Utara, diketahui bahwa para wajib pajak cukup antusias mengikuti program ini. Antusiasme yang tinggi dari para wajib pajak ini merupakan wujud pelaksanaan kepatuhan sukarela wajib pajak. Tinjauan ini dilakukan oleh peneliti terhadap elemen-elemen kunci yang dianggap mampu mewujudkan kepatuhan sukarela wajib pajak yang meliputi : (1) Program pelayanan yang baik kepada wajib pajak, (2) Prosedur yang sederhana dan memudahkan wajib pajak, (3) Program pemantauan kepatuhan dan verifikasi yang efektif, dan (4) Pemantapan law enforcement secara tegas dan adil. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang dilakukan adalah wawancara mendalam, observasi dan telaah dokumen. Hasil penelitian menunjukkan bahwa kepatuhan sukarela wajib pajak dalam implementasi tax amnesty pada Kantor Pelayanan Pajak (KPP) Pratama Makassar Utara berjalan efektif meskipun target untuk tax amnesty tidak ditetapkan dalam skala regional melainkan terpusat (nasional). Kata Kunci : Tax Amnesty, Kepatuhan Sukarela, Implementasi   Abstract                 To maintain and increase the national income from taxes, special measures or policy breakthroughs are required in order to increase tax revenues in subsequent years and achieve acceptance targets. One of the efforts implemented is the Tax Amendment (Tax Amnesty). From the three phases of tax amnesty held at Kantor Pelayanan Pajak  (KPP) Pratama Makassar Utara, it’s known that the taxpayer are quite enthusiastic to follow this program. The high enthusiasm of the taxpayers is a from of voluntary taxpayer compliance implementation. This review is conduct by the researcher on the key elements that are considered capable of realizing voluntary taxpayer complience which include : (1) Good service program to taxpayer, (2) Simple and easy procedure of taxpayer, (3) Complience monitoring program and effective verification, and (4) Enforcement of law enforcement explicitly and fairly. The research method use is descriptive with qualitative approach. Techniques of collecting data is done in depth interviews, observation, and document review. The result show that taxpayer voluntary complience in the implementation of tax amnesty at Kantor Pelayanan Pajak  (KPP) Pratama Makassar Utara is effective eve though the target for tax amnesty is not set in the  regional scale but centralized (national scale). Key word: Tax Amnesty  ,Voluntary Complience , Implementation

Abstract

AbstrakTujuan dari Penelitian ini adalah menganalisis dampak gaya kepemimpinan atas keterikatan kerja pegawai Pusat Penelitian dan Pengembangan Sumber Daya Air, Kementerian Pekerjaan Umum dan Perumahan Rakyat. Metode yang digunakan yaitu metode deskriptif dan verifikatif. Pengumpulan data primer dilakukan dengan menggunakan kuesioner. Responden dalam penelitian ini adalah 100 orang pegawai negeri sipil kantor pusat Puslitbang Sumber Daya Air yang diambil secara proporsional. Adapun metode penentuan sampel yang digunakan adalah convenience sampling. Hasil penelitian menunjukkan bahwa gaya kepemimpinan situasional di Puslitbang SDA lebih termasuk kedalam gaya kepemimpinan selling, terutama jika dibandingkan dengan gaya kepemimpinan telling, participating, dan delegating. Studi ini menunjukkan bahwa keterikatan kerja di Puslitbang SDA termasuk dalam kategori tinggi. Selain itu, hasil analisis regresi sederhana pada penelitian ini mengungkap dampak yang bermakna penting dari gaya kepemimpinan atas keterikatan kerja.  Keragaman varian penjelas keterikatan kerja yang ditinjau dari gaya kepemimpinan tergolong moderat, sehingga hal ini membuka peluang yang lebih besar untuk studi lebih lanjut di masa mendatang. Kata Kunci: gaya kepemimpinan, keterikatan kerja, pegawai AbstractThe purpose of this research was to analyze the effect of leadership style to work engagement at the Centre for Water Resources Research and Development, Ministry of Public Works and Public Housing. Findings show that work engagement at the Centre is relatively high. As expected, there is significant effect of the leadership style on work engagement. The relatively medium variance founded from linier effect of leadership styles on work engagement. Abstract

Capacity Building menggambarkan suatu ragam stategi untuk meningkatkan efisiensi, efektivitas dan responsivitas kinerja organisasi. Penelitian ini bertujuan untuk mengetahui pengaruh capacity building terhadap Kinerja Satuan Kerja Perangkat Daerah (SKPD) Pemerintah Kota Makassar. Teknik pengumpulan data dikumpulkan dengan menggunakan kuesioner dan dokumentasi. Analisis data menggunakan regresi berganda dengan uji hipotesis parsial dan simultan. Populasi yang digunakan adalah 53 SKPD Pemerintah Kota Makassar dan responden pada setiap unit analisis adalah pegawai SKPD Pemerintah Kota Makassar.Hasil penelitian menunjukkan bahwa terdapat pengaruh yang positif dan signifikan pada pengembangan sumberdaya manusia, penguatan organisasi dan pembaruan institusi terhadap kinerja organisasi. Hal ini berarti bahwa kinerja SKPD pemerintah kota Makassar, mayoritas dipengaruhi oleh pengembangan sumberdaya manusia, penguatan organisasi dan pembaruan institusi serta selebihnya dipengaruhi oleh faktor lain yang tidak dimasukkan dalam model penelitian ini.

Abstract

AbstrakInovasi merupakan kunci keberhasilan dalam sebuah organisasi. Tanpa inovasi organisasi tidak akan berkembang, Inovasi ini dimaksudkan untuk memperbaiki kinerja pelayanan publik. Oleh karena itu penelitian ini bertujuan untuk mengetahui penerapan inovasi pelayanan publik bidang perizinan di Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kota Palopo. Metode penelitian yang digunakan dalam penelitian ini menggunakan metode penelitian kualitatif, dengan pendekatan deskriptif, sumber data meliputi data yang diperoleh dari dokumen, wawancara dengan informan penelitian yang berjumlah 8 orang yang berasal dari Dinas Penanaman Modal dan pelayanan Terpadu Satu Pintu Kota Palopo dan masyarakat pengguna layanan yang mewakili. Hasil penelitian menunjukkan bahwa inovasi Sistem layanan Online Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Palopo merupakan sebuah inovasi yang bersifat inkremental, tetapi dapat memberikan manfaat lebih bagi masyarakat pengguna, meskipun dalam pelaksanaannya belum berjalan secara optimal, karena masyarakat kota palopo belum siap terhadap perubahan teknologi dan sosialisasi pemerintah yang masih pasif merupakan kendala utama dalam pengimplementasian inovasi sistem online ini. Oleh karena itu, dibutuhkan kerja sama dari semua pihak, masyarakat pengguna perlu dilibatkan dalam menilai kinerja inovasi pemerintah. Kata Kunci : Inovasi, Pelayanan, Inovasi Pelayanan Perizinan Online AbstractInnovation is the key to success in an organization. Therefore, this study aims to determine the application public service innovation of licencing section in capital investment and integrated one door office of palopo city. The research method used in this study was qualitative research methods, with a descriptive approach. Data obtained from documents, interviews with research informants with a total of 8 people from the Investment Service and One Stop Services in Palopo City and service users representing. The results showed that the innovation of Online Services of Investment Services and One Door Integrated Services of Palopo City was an incremental innovation, but could provide more benefits to the user community.  In addition, the implementation had not run optimally, because the people of Palopo were not ready for technology change, and the passive government socialization are the main obstacles in implementing this online system innovation. Therefore, cooperation from all parties is needed. Abstract

Abstract

Capacity development designed to improve the efficiency, effectiveness and responsiveness of organizational performance. This study aims to determine capacity building for the influence of capacitybuilding on the performacelocal apparaturwork units of the governmentmakassar city. The data were analyzed using questionnaire anddocumentation techniques.They were analyzed using multiple regression with partial and simultaneous hypothesis test. The popula-tion consisted of 53 Local Apparatur Work Units of the Government of Makassar City and 106 respondents of each unitLocal Apparatur Work Units of the Government.The results of the results indicate that there is a positive and significant influence of the development of human resources, the strengtehingof organization and the reform of institution on the performance of organization. This means that the performance of Local Apparatur Work Units of the Government of Makassar City is generally influenced, and the reform of institution. This remains are influenced by other factors which are not under the research model.

Abstract

Innovation is the key to success in an organization. Without organizational innovation will not develop, this innovation is intended to improve the performance of public services. Therefore, this study aims to determine the application public service innovation of licencing section in capital investment and integrated one door office of palopo city. The research method used in this study was qualitative research methods, with a descriptive approach. Data obtained from documents, interviews with research informants with a total of 8 people from the Investment Service and One Stop Services in Palopo City and service users representing. The results showed that the innovation of Online Services of Investment Services and One Door Integrated Services of Palopo City was an incremental innovation, but could provide more benefits to the user community. In addition, the implementation had not run optimally, because the people of Palopo were not ready for technology change, and the passive government socialization are the main obstacles in implementing this online system innovation. Therefore, cooperation from all parties is needed. The user community needs to be involved in assessing the government's innovation performance.
