Abstract

This article will understand the role of the village’s head during the COVID-19 pandemic in Sampang regency in 2020. This article utilizes status and role theory by Linton to elaborate role, role facilities, and role-set the village head status as an analytical tool. Then the patron-client theory by Scott is used to understand the village head’s position as the “father” of the villagers. This article uses a qualitative approach and takes a case study of ten villages in Sampang Regency, East Java Province. The data collection technique was carried out through in-depth interviews with ten village heads and secondary data from the internet, namely the Sampang local government’s official website and local news online media. This article discovers that the role of village heads during a pandemic includes: the role of shaping public opinion to be aware of the COVID-19 virus, the role of consolidation through volunteers and information centers (Call Center), and the role of facilitators in the COVID-19 social assistance program. Besides, this article finds that the patron-client relationship between the village head and residents is still strong enough that the village head as the formal leader as well as the informal leader as the village protector during the pandemic.

Abstract

Public services is one of the citizen’s necessity must have been fulfilled by the government. To do this job getting done, government in the reformation era must change the old paradigm ‘wishing services’ become ‘to provide services’ for citizens, and government must keep better quality for the public services. To increase the quality of public services is purpose to decreasing or terminating the real phenomenon of gap of services in Indonesia’s bureaucracy. Public services in Indonesian’s reformation era must suitable with public service in other countries, it is must be concerned and focused about a standard services principals and the qualities can be measured by using certain defice standards. So that citizens can using public services in many aspects, and to increase their participation to formulate or arranging of public policy or services programs in the future.

Abstract

ICT (Information and Communication Technology) has a goal to create an electronic-based government, which is expected to produce public service a fair, transparent, efficient, and the benefits felt by all citizens without exception. One form of public service as a result of the development of electronic government is the e-ID (Electronic Identity Card). Approaches or methods used by researchers is a qualitative approach to the type of research is descriptive, because the purpose of this study was to determine the implementation of e-ID cards in the city of Surabaya and to seeing whether the implementation of electronic government policy be used to facilitate public services, or simply as a tool for political purposes certain. The creation of the accuracy of population data to support development programs (in e-ID); Can be used as a data base in the elections to prevent double voting list. In the implementation in the field, district officers and officials assembled in the region (eg Department of Population and Civil Surabaya City) can not innovate in developing e-ID service, because there has been SOP from the main government.

Abstract

The purpose of this study was to determine the strategy for improving the service quality of PDAM Kab. Gresik and to find out strategic recommendations to improve the service quality of PDAM Kab. Gresik. The background of this research is the number of complaints from customers to PDAM Kab. Gresik as these complaints have the same point but have not been resolved optimally. This study uses a qualitative research method with a descriptive approach. The research location is at the Head Office of the Giri Tirta Regional Drinking Water Company, Gresik Regency. Data collection techniques through interviews, documentation, and observation. The focus of the research is the service quality strategy, while the research dimension used is the quality of service by parasuraman with 5 dimensions, namely Direct Evidence, Reliability, Responsiveness, Assurance, and using SWOT Analysis. Testing the 5 dimensions of Empathy which has a weak point from the dimensions of reliability, responsiveness, and empathy that many customers complain about and the results of the SWOT analysis, namely Strength includes the availability of online services so that you don't have to come to the office. The weakness is that the complaint service information system has not functioned optimally. The opportunity is not having the competitiveness of any party, whether private or government. The threat is that there is a slow response given by the complaint service officer so that the level of complaints is getting higher. The conclusion of this study is that the service quality of PDAM Giri Tirta is still not good when viewed from the strengths, weaknesses, opportunities and threats so that the researchers recommend strategies, namely creating automating quality, developing / upgrading service information systems, educating consumers about complaint services, developing a quality culture, adding qualified technical personnel (HR).

Abstract

The development of the agricultural sector in order to increase rice production to ensure the availability of rice as the main food source is important and very strategic for the Indonesian people. The Strategy for Adding Planted Areas (LTT) for rice commodities carried out by the Government of Indonesia as well as improvements to irrigation infrastructure and agricultural machinery are strategic steps to optimize rice yields. The government is collaborating with Kodim 0816 Sidoarjo to optimize the achievement of the National Rice Self-Sufficiency target with the strategy of adding rice planting area. With the potential to reduce the amount of agricultural land in Sidoarjo Regency, it is hoped that it will not affect rice production and can even increase through the Rice Added Area (LTT) strategy. However, the existing strategy needs to be evaluated so that it can be more optimal in its implementation. The purpose of the study was to analyze the success of the strategy that had been carried out by the 0816/Sidoarjo Kodim and identify the factors that hindered the success of the Expanded Planting Area Program in the 0816 Sidoarjo Kodim area in increasing the assistance of the Special Effort Program (UPSUS) for Food Self-Sufficiency. This study uses a qualitative method, taking a case study of the 0816 Sidoarjo Kodim Special Efforts program in implementing the Rice Added Area (LTT) strategy in Sidoarjo Regency. The results of the study show that the area added-plant strategy has an impact on the achievement of the area-added-planting program in Sidoarjo Regency in the period 2014 – 2019 which is going well and shows increasing results every year. The inhibiting factor encountered at the beginning of the LTT strategy was the lack of coordination and collaboration between stakeholders, but after assistance from the 0816 Sidoarjo Kodim, which also acted as a liaison between related parties, the LTT strategy became more successful.

Abstract

This research was intended to identify community empowerment program for the ex “Dolly” localization, Surabaya to the development of empowerment models which are effective for the affected communities of the localization. The closure of the localization of in surabaya (and some other cities) left behind problems on the affected communities (fuel price hike worried investors localization of extricating a person who begins) who termarginalyze from the economic life of cause have lost employment opportunities. Needed capable of bridge empowerment intermediate profession affected communities on a new job in normal life. Empowerment is the provision of capacity to target that can and able to solve the matter in more independent. Public empowerment be able run well and be more successful if the group seen as collective the community target. On that perspective be related to be concerned with community ecology context, where success empowerment also determinated by intervation of the concerned with character of society. Institutional ecology perspective allows the development of partisipatori of subjects in empowerment process. The research is qualitative study was conducted within the framework of post positivist paradigm. Approach that is used is phenomenology, intented capturing reality and meaning, and reveal that is behind the empowerment process to the people who affected communities of the cover-up were “Dolly” localization. The results of the analysis data expected to model empowerment to develop effective in the localization affected communities in particular.
