Abstract

The emergence of a debate about the village head elections, is it a form of democracy or not democracy? Because it is controlled by a handful of oligarchs, it has long occurred among village experts. Therefore, this article aims to find out the development of the democratic model and the source of oligarchic power in Sitimerto village, Kediri regency in the Pilkades 2016. This article uses a qualitative approach and takes a case study on the selection of Sitimerto village heads, Pagu District, Kediri District, East Java Province. The case was interesting because the Sitimerto Pilkades allegedly represented a village with Javanese cultural characters and the oligarchs were quite strong. The results of the study prove that material resources are still dominant in the political dynamics of Sitimerto village. Money politics is a material resource that functions to influence village voters with diverse meanings. However, oligarchs must also become as elites to be able to exploit non-material resources to better guarantee victory in the election of the Sitimerto village head. In this study, non-material resources are identical with Javanese sources of power which are spiritual powers or called kesakten.

Abstract

Indonesia is a country that is rich in culture, so it provides many ideas, ideas, and even insights for creative agencies, one of which is the Marjan Syrup Ad in 2011 and 2018 which successfully combines Indonesian local culture with Western culture. This study will examine the advertisement using Seymour Chatman's Narrative Structure Theory, which in-depth explains the plot, setting, characters, and main ideas in advertising using the Stories and Discourse components by showing the objectives of making 2011 and 2018 Marjan Ads. The results of the study show two things, in terms of story and discourse. First, the narratives in the two advertisements show the richness of Indonesian culture juxtaposed with Western cultures, such as pencak silat with hip-hop as well as puppet robotics. Second, in the flow of discourse, there is an atmosphere of togetherness, and the right moment of celebration to consume the product.

Abstract

After the Covid-19 outbreak, the emergence of an economic recession is the impact of various policies to prevent the spread of the virus, such as the extreme lockdown policy to Large-Scale Social Restrictions. Sampang, a small regency in Madura Island, Indonesia, has successfully maintained the low case of Covid-19. This article elaborates on the success of the Sampang Regency in maintaining its green zone status. More specifically, what is the Sampang government's communication strategy during the Covid-19 pandemics. This article used a qualitative method with a case study approach in ten villages of Sampang with a Focus Group Discussion. The results show that the local elite's communication strategy in Sampang during the pandemic situation does not only physically come directly to the field or meet villagers but also virtually using mass media effective to maintain the low index Covid-19 transmission.

Abstract

The purpose of this article is to understand the implementation of village fund policies for the response to the Covid pandemic in Sampang Regency. The formulation of the problem is to find out what factors influence the success of programs funded by village funds in the midst of a pandemic in the Sampang case. The main theory used as an analysis is Edward III's policy implementation theory. This article uses a qualitative method with a case study research type. The data was collected using interview techniques and digital documents, online news, and the official website of the Sampang government. The results showed that the implementation of the village fund policy for the Covid-19 pandemic was going quite well. The factors that support the success of the communication dimension are the socialization of programs and information about the Covid-19 pandemic running optimally. Then another dimension, namely the bureaucratic structure, coordination between the implementers is quite intensive, the relationship that occurs is collaborative between policy actors or implementers. The inhibiting factor arises from the resource dimension due to the limited budget for village funds in dealing with Covid-19 in Sampang Regency so that infrastructure is not sufficient in order to prevent the spread of the corona virus.Keyword: Policy; Implementation; Pandemic; Covid-19.

Abstract

This article discusses the model of community empowerment during the COVID-19 pandemic in Jelgung village. As for the two questions that arise, what is the model of community empowerment and the actors involved of the Jelgung village government during the pandemic? The theory used is the theory of social empowerment related to the actors involved in the program. By using qualitative methods and a case study approach at the village level. Two data models in this study are primary data and secondary data. Primary data collection by interview and focus group discussion (FGD), the informants consist of village heads, village officials and community leaders. The results showed that empowerment in Jelgung village was driven by two main actors, namely individuals from community leaders and local and village governments. While empowerment activities are divided into two forms, namely labor intensive including training and capital intensive covering small and medium business capital.

Abstract

One of the duties of the Office of Religious Affairs (KUA) refers to the Regulation of the Minister of Religion No. 2 of 2019 is to register marriage. The registration process is free if the marriage is carried out at the KUA office. This article answers the inhibiting factors from the resource aspect of the free marriage program at KUA Pakal District. Because based on marriage data from 2019 to 2020 people prefer to carry out marriages outside the KUA office. This article uses a qualitative method with a descriptive approach in the case of KUA Pakal District. Data collection techniques were carried out through observation, in-depth interviews with KUA employees, and secondary data in the form of KUA Pakal profiles and KUA documentation. This article finds the obstacles to free marriage services at the KUA due to the lack of resources for implementing the program. The resources are viewed from four main components, namely: (1) human resource problems related to the lack of number of employees. (2) limited budget resources for renovation of buildings in poor condition. (3) inadequate equipment resources in providing convenient services. (4) information resources and authority. Abstract

One of the duties of the village head is to protect the safety of residents and maintain village security, especially during the COVID-19 pandemic. This article answers how the leadership of the village head in the COVID-19 emergency response situation? More specifically, what abilities should the village head have in order for village government to run effectively in dealing with the threat of the spread of the corona virus in the village. This study uses Weber's leadership theory, because the village head is the authority of the highest formal leader in the village who acts as the protector of the village. This article uses a qualitative method with a descriptive approach, the research location is in Jelgung Village, Robatal District, Sampang Regency. Data collection techniques were carried out through interviews with key informants of the village head and village officials, and secondary data was taken from local media and documentation at the Jelgung village office. This article finds that the leadership model of the Jelgung village head during the COVID-19 emergency response was quite successful. The results of the study reveal three categories of expertise that village leaders must have in a COVID-19 pandemic situation. First, namely knowledge skills. Second, expertise in using communication technology devices. Third, expertise in providing solutions to villagers' problems.

Abstract

This article will understand the role of the village’s head during the COVID-19 pandemic in Sampang regency in 2020. This article utilizes status and role theory by Linton to elaborate role, role facilities, and role-set the village head status as an analytical tool. Then the patron-client theory by Scott is used to understand the village head’s position as the “father” of the villagers. This article uses a qualitative approach and takes a case study of ten villages in Sampang Regency, East Java Province. The data collection technique was carried out through in-depth interviews with ten village heads and secondary data from the internet, namely the Sampang local government’s official website and local news online media. This article discovers that the role of village heads during a pandemic includes: the role of shaping public opinion to be aware of the COVID-19 virus, the role of consolidation through volunteers and information centers (Call Center), and the role of facilitators in the COVID-19 social assistance program. Besides, this article finds that the patron-client relationship between the village head and residents is still strong enough that the village head as the formal leader as well as the informal leader as the village protector during the pandemic.

Abstract

The research will be purposed to review the news regarding amandemends narration created by online media Tempo.co. The qualitative research will use Robert N. Entman’s Framing Analysis model. The results of the research implicate that there are refutation of amandemend narratives of UUD 1945 proposed by People’s Consultative Assembly of Indonesia. The cause of this phenomena lies within the public’s rejection regarding the amandemend due to it’s danger’s posed. Every assembly’s desicion relies on every stakeholder’s perspective, which makes the decision not one sided nor biased. The author recommends to Tempo.co that PPHN and GBHN has to be explained more comprehensively. The amandemend narrative of UUD 1945 offers a room for both the people’s assembly and Indonesians, which involve interviewees of both sides to create the news article. Tempo.co has to maintain the balance and accuracy of news production as it stands with their ideology.
