Abstract

Ease of investing supports the competitiveness of the region. Currently the licensing process in Boyolali Distric has a number of problems, among others, not all head of regions/head of Departments agree to delegate their authority to the head of Department of the One Stop Integrated Service (DPM-PTSP), insufficient human resources, and conflict between the licensing agency in the region with the technical unit (formed by the decision of the District Head that consists of elements of the related Regional Work Unit in charge of carrying out the field examination, technical discussion and provide recommendations/considerations regarding a license). The purpose of this study is to describe the efforts of the regional government in solving problems in the delegation of authority to the DPM-PTSP, overcoming the limitation of human resources and the conflict between the technical unit of the licensing services, transparency, accountability and certainty for the applicant. This study is using the qualitative case study approach. Data collection methods were conducted through in-depth interviews, secondary data and field observations. For the validity of the data, the researchers perform data triangulation. The sources of this study are the Head of Boyolali District, the Head of DPMPTSP and its officers. For data processing, the researchers perform open coding, axial coding and selective coding. The findings of this research are that some of the problem are solved by issuing the Boyolali Head of District Regulation Number 10 of 2013 Regarding Implementation Guideline of the Head of District Regulation Number 4 of 2012 (on the Integrated Licensing and Non-Licensing of Boyolali District) to delegate the District Head authority and synchronize the OPD. To overcome the limitations of their human resources, an online licensing application was created to provide an effective and efficient licensing process in Boyolali District.

Abstract

Abstract The purpose of this research was to describe and find the Techniques of playing Pupuik Batang Padi. This research was conducted by using descriptive qualitative method.The research found the Technique of playing Pupuik Batang Padi performed by Rajo Bonsu Azwir.In this technique, the air was inhealed through the nose and would produced continuos sound when Pupuik Batang Padi was blown. Furthermore, in playing the melody, the higher the instrument blown, the lowder the sound produced. And the Three level of Direction were made of resonators.   Kata kunci:  Pupuik Batang Padi, Rajo Bonsu Azwir.

Abstract

Abstrak. Artikel ini mendeskripsikan penggunaan media sosial sebagai strategi politik untuk pemenangan kandidat Jokowi-Ahok pada pemilihan gubernur dan wakil Gubernur DKI Jakarta tahun 2012. Media sosial seperti facebook dan twitter merupakan medan perang politik pada dunia informasi. Kajian ini mengamati dan menginterpretasi bagaimana kandidat gubernur dan wakil gubernur menggunakan media sosial sebagai instrument poilitik, bagaimana untuk mengkonstruksi tim public yang sukses dengan menggunakan media sosial. Kajian ini dilakukan dengan menggunakan metode penelitian kualitatif. Kajian ini mendiskusikan makna dari penggunaan media sosial.Abstract. This article describes online social networking usages as a political strategy for winning candidates Jokowi-Ahok the Jakarta gubernatorial election of 2012. Social networks such as Facebook and Twitter are medium of political warfare in the information world. This study observes and interprets how the gubernatorial candidate uses social networking as a political instrument, how to construct a successful team public by using social networking. This study conducted by qualitative method. This study discusses the meaning of social networking usage.

Abstract

Early Studies about Indonesian Republic Regional Representatives has been done frequently, for instance, Purnomowati (2005), Ali Safa‟at (2005), and Efriza and Syafuan Rozi (2010) respectively finished studies covering Bicameralism Implementation, Comparative Study on Bicameralism, and The Development of Indonesia Parliament from Volksraad to DPD RI. But a research on the process of authority reinforcement by DPD RI within constitutional amendment itself has rarely done. This research objected to acknowledge the process of authority reinforcement by DPD RI within Indonesian Bicameralism through constitutional amendment consisting some primary forces, formal amendment, judicial interpretation, and convention. This research is using qualitative method with descriptive approach. Result of this research is DPD RI actuating authority reinforcement through constitutional amendment consisting of some primary forces, formal amendement, judicial interpretation, and convention but each of those posses particular characteristic on the implementation and differ one another at their functional aspects achievement in order to equalize DPR RI authority under Indonesian bicameralism.

Abstract

Badan Penelitian dan Pengembangan Kementerian Dalam Negeri telah mengupayakan sistem daring dalam mencapai kinerja yang lebih baik. Sejauh ini sistem daring yang berkembang di Badan Penelitian dan Pengembangan Kementerian Dalam Negeri adalah sebagai berikut: Portal litbang.kemendagri.go.id, PuJa Indah, Tuxedovation, e-library dan Open Journal System  di kedua Jurnal Kementerian Dalam Negeri. Artikel ini bertujuan menganalisis upaya badan penelitian dan pengembangan kemendagri dalam meningkatkan kinerja dengan menggunakan sistem daring. Penelitian ini menggunakan metode kualitatif-deskriptif dengan menghasilkan simpulan bahwa Badan Penelitian dan Pengembangan Kementerian Dalam Negeri telah berupaya memanfaatkan sistem daring hanya saja belum mengarah pada identitas BPP Kemendagri sebagai penghasil Evidence Based Policy bagi Kemendagri.

Abstract

The COVID-19 pandemic has had a tremendous impact around the world. The impact that occurs is not only in the economic field, but also in the social field. Research on the social impact of COVID-19 can assist in formulating the necessary policies more effectively. This study uses qualitative research methods with primary data collection by survey and secondary data collection through the relevant agencies. The results of this study explain the analysis of social impacts arising from the COVID-19 Pandemic as seen from the impact on individuals, workers, poverty, families, security, and society. Based on the survey results, COVID-19 against individuals, in a response of shock, disbelief and frustration. The Covid-19 pandemic in the city of Bekasi forced restrictions on activities outside the home to stop the economy and lead to layoffs, a decrease in income which led to the potential for new poor people to be born, conflicts in the family and an increase in crime. However, in the community structure of Bekasi City, this outbreak can also shape mutual cooperation behavior in caring for the prevention of the spread of COVID-19.

Abstract

This research is motivated by the existence of a new paradigm in local government services. The old paradigm, service in the area, the Apparatus still positions itself not as a public servant but someone who has to wait. The new paradigm encourages the citizen to demand innovative public services to be implemented. This research aims to increase community empowerment in villages by policy and technology intervention. This study uses a qualitative method. Data collection is done by using data triangulation. Researchers involved observations (participation observation), by conducting interviews and collecting data in the form of written documents, images and archives. While processing data is done by data reduction process. The results obtained in this study are the District Government of Hulu Sungai Selatan conducted several social interventions to increase community empowerment at the village level. Social intervention in this context is the village community directed at the renewal of river fish farming and Balanting Paring tourism (bamboo rafting tourism). The effort to change the planning process towards individuals, groups, or communities that approve the change by using innovative policies and support from technological innovation. Hulu Sungai Selatan Regency makes the Regulation No. 17/2005 concerning Protection of Fish Resources and Prohibition of Fishing with Stun and Putas Devices and to form a Community Monitoring Group (Pokmas) to help increase the river flow from illegal fishing and support the search technology of Pandu to make tourism services more organized , easier and faster. Abstrak Penelitian ini dilatarbelakangi oleh adanya paradigma baru dalam pelayanan pemerintahan daerah. Paradigma lama pelayanan di daerah, aparatur masih memposisikan diri bukan sebagai pelayan publik tetapi seseorang yang harus dilayani. Paradigma baru menyebabkan masyarakat menuntut pelayanan di daerah dapat dilakukan secara inovatif. Penelitian ini bertujuan untuk meningkatkan pemberdayaan masyarakat di desa dengan melakukan intervensi kebijakan dan teknologi. Penelitian ini menggunakan metode kualitatif. Pengumpulan data dilakukan dengan menggunakan trianggulasi data. Peneliti melakukan observasi terlibat (participant obervation), dengan melakukan wawancara dan mengumpulkan data berupa dokumen tertulis, gambar dan arsip. Sedangkan pengolahan data dianalisis dengan melakukan reduksi data. Hasil yang didapatkan dalam penelitian ini adalah Pemerintah Kabupaten Hulu Sungai Selatan melakukan beberapa intervensi sosial untuk meningkatkan pemberdayaan masyarakat pada tingkat desa. Intervensi sosial dalam konteks ini adalah masyarakat desa diarahkan pada penciptaan inovasi dalam menciptakan budidaya ikan sungai dan wisata Balanting Paring. Upaya perubahan terencana terhadap individu, kelompok, maupun komunitas mencakup pada perubahan dengan menggunakan kebijakan inovatif dan dukungan dari inovasi teknologi. Kabupaten Hulu Sungai Selatan membuat Peraturan Daerah Kabupaten Hulu Sungai Selatan Nomor 17 Tahun 2005 tentang Perlindungan Sumber Daya Ikan dan Larangan Penangkapan Ikan dengan Alat Setrum dan Putas atau Sejenisnya, membentuk Kelompok Masyarakat Pengawas (Pokmaswas) untuk membantu mengawasi sungai dari gangguan illegal fishing dan penciptaan inovasi teknologi Si Pandu Wisata yang menawarkan konsep mengubah sitem pelayanan pariwisata menjadi lebih terorganisir, lebih mudah dan lebih cepat.
