Abstract

This paper examines the implementation of Laurence Capron’s business strategies Build, Borrow, and Buy at PT Telkom Indonesia, Tbk. Identify how relevant it is to the Covid-19 pandemic condition, then analyzed through the perspective of technological and social change. The research’s using qualitative methods through literature review by collecting data from previous research. The results show that PT Telkom Indonesia, Tbk has successfully implemented the Build, Borrow, and Buy strategies in its business operations and maintain company sustainability during the pandemic, technological and social changes related to the implementation of the Build, Borrow, and Buy strategy. The implications of this research are the Build, Borrow, and Buy strategy analysis can be a reference to be applied to other entities, and can be linked to different variables or perspectives with a more focused and stay relevant so that depth of analysis can be achieved.

Abstract

Key Performance Indicator merupakan serangkaian proses yang tertuju pada aspek-aspek kinerja pada suatu organisasi yang bertujuan untuk keberhasilan masa depan organisasi. Dalam melaksanakan kegiatan pengadaan barang, terdapat empat metode yang digunakan oleh PT. Telkom DIVRE III Jawa Barat, yaitu; pelelangan, pemilihan langsung, penunjukan langsung, dan pembelian langsung. Metode penunjukan langsung dan pembelian langsung, merupakan metode pengadaan barang yang dilakukan dengan pemilihan secara langsung kepada Mitra tanpa melalui proses seleksi menggunakan pemilihan langsung. Sedangkan metode pelelangan dan pemilihan langsung, dilakukan dengan cara menyeleksi calon-calon Mitra penyedia barang/jasa, pemilihan tersebut diawali dengan membuka kesempatan bagi penyedia-penyedia barang/jasa untuk melakukan presentasi yang dimana nantinya PT. Telkom Regional III Jawa Barat memilih Mitra terbaik berdasarkan dengan kriteria yang sesuai dengan kebutuhan pengadaan.PT. Telkom Regional III Jawa Barat memilih Mitra terbaik berdasarkan dengan kriteria yang sesuai dengan kebutuhan pengadaan. Dalam proses pemilihan Mitra tersebut, terdapat Key Performance Indicator yang digunakan oleh PT. Telkom DIVREE III Jawa Barat guna menentukan pemenang Mitra penyedia barang dan/atau jasa. Key Performance Indicator is a series of processes that are focused on the performance aspects of an organization that aims for the future success of the organization. In carrying out goods procurement activities, there are four methods used by PT. Telkom Regional III West Java, namely; auctions, direct selection, direct appointment, and direct purchase. The method of direct appointment and direct purchase is a method of selecting the procurement of goods which is carried out directly to Partners without going through an auction or selection process using direct election. While the auction method and direct selection are carried out by selecting prospective partners providing goods/services, the selection begins with opening opportunities for providers of goods/services to make presentations where later PT. Telkom Regional III West Java chooses the best partners based on criteria that suit procurement needs.PT. Telkom Regional III West Java chooses the best partners based on criteria that suit procurement needs. In the partner selection process, there is a Key Performance Indicator used by PT. Telkom Regional III West Java to determine the winner of goods and/or service provider Partners.
