Abstract

Batas administrasi desa memiliki peran yang sangat penting dalam berbagai kegiatan pemerintahan. Batas desa di Kabupaten Gunungkidul didelineasi ulang pada tahun 2018 melalui kegiatan yang difasilitasi oleh Dinas Pertanahan dan Tata Ruang Provinsi Daerah Istimewa Yogyakarta. Acuan utama untuk membuat Peta Kerja Batas adalah Peta Desa Lama skala 1:5.000 yang dibuat antara tahun 1932-1938. Batas desa pada Peta Desa Lama tersebut diinterpretasi dan didigitasi di Citra Tegak Resolusi Tinggi dari Badan Informasi Geospasial. Penelitian ini menganalisis perbedaan batas dalam hal karaksteristik segmen batas, pergeseran segmen batas, dan perubahan luas wilayah. Terdapat perubahan karakteristik segmen batas yang berupa titik temu, segmen berbatasan dan segmen tidak berbatasan. Pergeseran posisi segmen batas yang terjadi sampai 1.773 m pada Peta RBI, dan 997 m pada hasil identifikasi peta desa lama. Luas wilayah Kabupaten Gunungkidul mengalami penurunan dibandingkan dengan luas menurut Peta RBI sebesar 287,79 hektar, dan 269,22 hektar jika dibandingkan dengan data BPS. Dalam hal luas wilayah desa terdapat 71 desa mengalami penambahan luas wilayah dibandingkan dengan Peta RBI dan 67 desa jika dibandingkan dengan data BPS. Perbedaan sumber data, skala, dan metode pembuatan batas di Peta RBI dan hasil kesepakatan menghasilkan perbedaan karakteristik batas, posisi garis batas, dan luas wilayah. Berdasarkan hasil ini, batas desa definitif perlu disegerakan penyediaannya untuk menggantikan jenis batas lain yang terpaksa digunakan.

Abstract

Abstrak Alamat merupakan salah satu komponen wajib pada identitas penduduk dan dokumen legal-formal lain yang digunakan dalam berbagai kepentingan serta kegiatan sehari-hari. Dalam dunia nyata terdapat variasi penulisan alamat. Variasi penulisan alamat ini memiliki elemen yang terkait aspek lokalitas wilayah maupun yang terkait dengan ketiadaan standar pengalamatan. Variasi penulisan alamat diinventarisasi melalui survei lapangan dan survei secara daring. Survei dilakukan di wilayah perdesaan dan perkotaan untuk dapat memotret berbagai tipe penulisan alamat. Tipologi penulisan alamat tersebut kemudian diklasifikasikan berdasar dua model. Berdasarkan fungsinya, ada alamat yang digunakan untuk kepentingan legal-formal dan alamat yang digunakan untuk penunjuk atau penanda lokasi. Berdasarkan karakteristik wilayahnya terdapat tipologi alamat perdesaan dan alamat perkotaan. Di model alamat perdesaan terdapat 18 komponen sedangkan di model alamat perkotaan terdapat 16 komponen. Selanjutnya, berdasarkan tipologi alamat yang diperoleh dan kebutuhan alamat dalam kegiatan legal-formal ditetapkan sifat kewajiban setiap komponen alamat. Tiga sifat yang ditetapkan meliputi wajib (W), bersyarat (B), dan opsional (O). Hasil penetapan ini selaras dengan RSNI2 tentang Pengalamatan di Wilayah Perdesaan dan Perkotaan di Indonesia.Abstract Address is one of the mandatory components of resident identity and other legal-formal documents used in various interests and daily activities. In the real world, there are variations of writing addresses. This variation of address writing has elements related to regional locality aspects and those associated with the absence of addressing standards. Address writing variations were inventoried through field surveys and online surveys. The survey was conducted in rural and urban areas to portray various types of address writing. The typology of address writing is then classified based on two models. Based on its function, there are addresses used for legal-formal purposes and addresses used for pointers or location markers. Based on the characteristics of the region, there are typologies of rural addresses and urban addresses. In the rural address model, there are 18 components, while in the urban address model, there are 16 components. Furthermore, based on the typology of addresses obtained and the need for addresses in legal-formal activities, the nature of the obligations of each component of the address is determined. The three defined properties include mandatory (W), conditional (K), and optional (O). The results of this determination are in line with the RSNI2 concerning Addressing in Rural and Urban Areas in Indonesia.

Abstract

Gunungkidul Regency has a karst area of approximately 807 km2 or 53% of the total area of its territory. There is a tendency for expansion in karst mining leading to a number of potentials, including damage to the water system which is a pollution of karst water sources. Temperature, turbidity, Total Dissolve Solid (TDS), PH, hardness, manganese, iron, and chloride are parameters affecting groundwater quality. Measurement of the concentration of each parameter is performed through a long process and expensive costs. Therefore, not all measurements are performed in the entire area of Gunungkidul. Hence, it is important to interpolate the eight parameters using the geostatistical method. Geostatistical kriging method is an estimation method that reduces the error of variance estimation by a cross-correlation between primary and secondary variables. The best semivariogram for a five-year period with the smallest RMSE value is the temperature in 2018 using an gaussian model, turbidity in 2018 using a IDW model, Total Dissolve Solid (TDS) in 2017 using a gaussian model, PH in 2016 using a linear exponential, hardness in 2019 using a exponential model, manganese in 2017 using a circular model, iron in 2017 using a exponential  model, and chlorides in 2015 using a RBF. Monitoring points of groundwater quality using these eight parameters have different variances so that five parameters are producing more than one RMSE value. To resolve this, besides comparing several interpolation methods, natural logarithmic transformations and the correlation of actual values with estimates were also performed. The correlation between the actual value and the estimation indicates that the estimation produced by the non-transformed data is more accurate than the transformed data. The estimated results of each parameter are visualized in the form of a map so that changes in groundwater quality every year can be seen. Besides the maps, the results of this study are shown in graphs of changes in the form of cross-sections of each parameter from 2015 to 2019. Visualization of changes in the quality level groundwater is expected to give input for relevant agencies in the conservation of water resources. Abstract

The recent advances of remote sensing technology development can support government needs including cadastral related purposes. One of the purposes is to supply geospatial data especially land parcel maps for land and tax value inventory. This research tries to evaluate the utilization of Quickbird Satellite image for updating land and building (PBB-P2) block maps in Bantul Regency, Yogyakarta Province of Indonesia. The image was recorded in 2014 with resolution of 0.6 meter and has been ortho-rectified. Evaluation is conducted by analyzing the utilization of the image as the base map for deriving land parcel maps according to the Decree of Tax Director General number: KEP-533/PJ/2000. The process was firstly done by digitizing land parcel boundaries on Quickbird image to produce block maps. The process was done by the community through participatory mapping. The resulting block maps then were compared with land registration map from National Land Agency. The evaluation was focused on the accuracy of land parcel position as well as the resulting land areas. For this purpose the land registration map is regarded as the reference data. By focusing on the 51 sample data in Triharjo Village, statistical test was conducted to evaluate the accuracy of the resulting areas of the digitized land parcel map. The results show that 47 samples comply with a tolerance requirement of 10% according to the Decree of Tax Directorate number KEP-533/PJ/2000’. In addition, the t-test analysis with a significant level of 5% indicates that there is no significant difference of area between the digitized land parcel data with land registration map. Based on the results, it is concluded that ortho-rectified QuickBird image is sufficient for producing of land and building tax (PBB-P2) block maps.
