Abstract

Tatanan kebiasaan baru menjadi isu aktual dalam merespon COVID-19 yang sedang mendera negeri ini. Tatanan kebiasaan baru ini muncul karena proses penyelesaian pandemi tidak bisa dilakukan secara cepat, namun di satu sisi diperlukan acuan untuk masyarakat beradaptasi melakukan kegiatan. Apalagi, saat ini fenomena pandemi bukan saja berpengaruh di sektor kesehatan, tetapi sudah menyerempet ke berbagi sektor di luar kesehatan. Dengan demikian, perlu upaya konkrit untuk memberi pemahaman kepada masyarakat dalam menyikapi tatanan kebiasaan baru tersebut. Pemahaman itu secara perlahan perlu disampaikan ke desa yang statusnya masuk kategori zona hijau COVID-19. Adapun mitra dari pengabdian kepada masyarakat ini adalah relawan desa COVID-19 di Desa Bukit Layang, Kabupaten Bangka. Permasalahan yang dihadapi mitra adalah masih terbatasnya pemahaman dan pengetahuan masyarakat mengenai konsep tatanan kebiasaan baru COVID-19. Desa yang statusnya zona hijau perlu adaptasi terhadap tatanan kebiasaan baru. Saat ini, Kabupaten Bangka merupakan zona merah yang kasus terkonfirmasi positif terbanyak di Provinsi Kepulauan Bangka Belitung. Sebaliknya, Desa Bukit Layang yang berada di Kabupaten Bangka masih dalam zona hijau. Salah satu strategi yang ditawarkan oleh tim adalah memberikan penyuluhan adaptasi tatanan kebiasaan baru desa tangguh COVID-19. Target luaran dari program pengabdian ini adalah peningkatan pengetahuan dan pemahaman masyarakat mengenai konsep tatanan kebiasaan baru di Desa Bukit Layang Kabupaten Bangka. Metode yang digunakan adalah ceramah, diskusi terarah mengenai konsep tatanan kebiasaan baru desa tangguh COVID-19 dan pengisian kuisioner penilaian resiko pribadi terkait COVID-19.

Abstract

Penelitian ini bertujuan untuk mengetahui sejauh mana pengembangan Badan Usaha Milik Desa (BUMDes) di Kabupaten Bangka Barat dan kendala yang dihadapi. Penelitian ini menggunakan metode penelitian kualitatif dengan analisa deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, dokumentasi dan observasi. BUMDes merupakan salah satu alat pemberdayaan ekonomi di level lokal desa yang tujuannya meningkatkan perekonomian masyarakat. Fakta yang ada, banyak desa belum siap untuk mendirikan, mengelola bahkan mengembangkan BUMDes. Hal tersebut dikarenakan lemahnya kesadaran masyarakat, terbatasnya sumber daya manusia pengelola hingga belum optimalnya pendampingan yang dilakukan baik oleh pemerintah daerah maupun pihak ketiga. Hasil penelitian menunjukkan bahwa pengembangan BUMDes di Kabupaten Bangka Barat berjalan belum maksimal. Hal ini sesuai dengan temuan lapangan masih ada beberapa desa yang belum terbentuk BUMDes dan pembentukan beberapa BUMDes hanya sebatas pada angka kuantitatif saja serta belum menyesuaikan dengan potensi-potensi yang dimiliki oleh desa tersebut. Untuk itu, pengelola BUMDes perlu mempunyai pengetahuan dan literatur memadai dalam mengembangkan BUMDes sehingga pengelolaan dan pengembangannya menjadi lebih profesional dan handal. Kata Kunci: Undang-Undang Desa, Pengembangan Organisasi, BUMDes

Abstract

Bangka Belitung is the largest national pepper producing area with the trademark Muntok White Pepper. In line with that, the Provincial Government of the Bangka Belitung Archipelagohas formulated the first strategic policy in Indonesia towards the warehouse receipt system on pepper commodities. The policy arose in an effort to improve the welfare of pepper farmers. This study aims to determine the implementation of the warehouse receipt system policy on pepper commodity in Bangka Belitung and the factors that influence it.This study uses qualitative research methods. This study focuses on discussing how to implement the warehouse receipt system policy in the pepper commodity in Bangka Belitung by looking at four aspects that serve as a reference in analyzing policy implementation, namely: communication, disposition, resources, and bureaucratic structure. Data collection techniques use in-depth interviews, observation and documentation techniques.The results show that the implementation of the warehouse receipt system policy on pepper commodities in the Bangka Belitung Archipelago Province was not running optimally. One of factors that affect that policy is the aspect of communication. There are still many farmers who do not get information clearly related to the warehouse receipt system. From the aspect of disposition, there is no synergy among stakeholders in running the program. From the aspect of resources, the competencies of the management team must be increased. From the aspect of bureaucratic structure, there is a split between organizational units, namely between the Bangka Belitung Archipelago Provincial Government and the Pepper Management, Development and Marketing Agency (BP3L).

Abstract

Bangka Regency of Bangka Belitung is one of the positively confirmed areas of the 2019 Corona Virus Disease (COVID-19). However, it is one of the highest cure rate areas in Indonesia dealing with COVID-19 positive patients. This study focused on discussing how the COVID-19 resilient village policy innovation in Bangka Regency looked at three aspects that became a reference in analyzing policy innovations, namely: process aspects, method and product. This study used qualitative research method and described it descriptively-analytically. Data were collected by using in-depth interviews, observation and documentation techniques. The results showed that the innovative COVID-19 village policy in Bangka Regency was well implemented. Several factors that influenced the good implementation of COVID-19 resilient village policy innovations namely from the aspect of the process, work processes internally and externally that went well either with the certificate of village volunteers in fighting COVID-19 or not. The aspect of the method, a village gate guarded post that has been built for 24 hours to record and mobilize residents and guests. The product aspect, there was a COVID-19 resilient village program supported by village funds to explore the potential of the community so that they were empowered and able to play an optimal role for COVID-19 control.

Abstract

In developing the agricultural sector, the potential of the Bangka Belitung Islands Province as an agricultural area has been stipulated in the Regional Spatial Plan (RTRW) of the Province of Bangka Belitung Islands for 2014-2034. This research is entitled Implementation of Agropolitan Program in Bangka Belitung Islands Province. The purpose of this study was to determine how to implement agropolitan programs in Bangka Belitung and to identify supporting factors for agropolitan programs in Bangka Belitung. The benefits of this research can provide insight and contribution of thought to the development of state administration science, especially public policy, namely on policy implementation. This study used qualitative research methods. Data collection techniques using interviews, observation and documentation. The results showed that the implementation of the agropolitan program policy in the Province of Bangka Belitung Islands had gone well. This is indicated by very clear communication carried out by the policy implementer. The recommendation given is to provide understanding to the implementing apparatus and farmers so that they can follow the stages of the agropolitan program by applying the existing standard operating procedures, starting from conducting socialization, workshops or training on the correct application of SOPs.

Abstract

Penelitian ini berjudul Efektivitas Pelaksanaan Fungsi Legislasi Dewan Perwakilan Rakyat Daerah (DPRD) Bangka Belitung Periode 2009-2014. Tujuan penelitian ini adalah untuk menjelaskan efektivitas pelaksanaan fungsi legislasi DPRD Babel Periode 2009-2014. Hasil penelitianini menunjukkan bahwa pelaksanaan fungsi legislasi DPRD Babel Periode 2009-2014 kurangefektif. Upaya–upaya untuk pengefektivitasan pelaksanaan fungsi legislasi adalah harus ada mekanisme baku dalam menyelesaikan Raperda, penambahan dan peningkatan sumber daya manusia pendukung, memperkuat koordinasi dengan alat kelengkapan lain sehingga kedudukanbadan legislasi sebagai pusat pembentukan Raperda berjalan efektif.

Abstract

Bangka Belitung Islands Province is the second largest tin producer that has been widely known in the international market. It has been exploited since the 18th century. In the New Order era, tin mining was exploited by two large companies, namely PT. Timah, Indonesia Tbk and PT. Koba Tin, Malaysia. The purpose of this study was to analyze the polarization of conflicts and stakeholders interests in tin mining policies in Bangka Belitung Islands Province between 2000 and 2019. This study used a qualitative approach with phenomenological analysis techniques. Data collection was carried out by conducting interviews with key informants, Focus Group Discussion, with 30 supervisors, in-depth interviews, and documentation. This study concluded that the polarization of various interest groups in tin mining policies is related to how the stakeholders in the policy reacted to the direct and indirect impact of certain policies to their values ??and interests. The implication of this research is that the central government must consider the stakeholders relationship interests in formulating mining policies and implementation.
