Abstract

Pajak Kendaraan Bermotor (PKB) merupakan salah satu sumber pendapatan asli daerah yang memberikan kontribusi yang cukup besar bagi pembiayaan pemerintahan dan pembangunan di setiap daerah. Semakin besar jumlah kendaraan yang berada di setiap daerah, semakin besar peluang untuk berkontribusi pada penerimaan di wilayah tersebut. Selain kendaraan pribadi, kendaraan umum dan kendaraan dinas juga wajib membayar Pajak Kendaraan Bermotor. Jumlah penerimaan Pajak Kendaraan Bermotor untuk kendaraan dinas di suatu daerah berbanding lurus dengan jumlah kendaraan dinas yang ada di wilayah tersebut. Kendaraan dinas dapat dikenali dengan plat berwarna merah, dan besarnya Nilai Pajak Kendaraan Bermotor cenderung lebih rendah dibandingkan dengan kendaraan pribadi maupun kendaraan umum. Metode penelitian yang digunakan adalah deduktif kualitatif, dengan responden yang terdiri dari kepala UPT Pendapatan Maros dan Bagian Aset Pemda Maros. Hasil penelitian menjelaskan bahwa penerimaan pajak kendaraan dinas di Kabupaten Maros belum efektif, hal ini terlihat dari masih adanya tunggakan pembayaran pajak kendaraan dinas yang dimiliki oleh pemerintah daerah.

Abstract

The aim of this research is to determine the level of community participation in development in the Barakkae Village, Lamuru District, Bone Regency. In this study, the author employs a descriptive method using a qualitative approach. The research was conducted in Barakkae Village, Lamuru District, Bone Regency, with primary data collected from 8 individuals. Data collection techniques involved field studies, literature reviews, and included observations, in-depth interviews, as well as documentation. The research took place over a period of 1 month. The findings of this research indicate that community participation in human resource development in Barakkae Village, Lamuru District, Bone Regency, is not entirely consistent with the views expressed by Cohen and Uphoff in 1977. Barriers to community participation in human resource development in Barakkae Village can be identified, particularly in decision-making, where there appears to be a lack of space provided by the village to accommodate the aspirations of the community. Efforts to overcome barriers to human resource development include the provision of proposal repositories, especially on a priority scale, involving the participation of village officials who encourage community involvement on a voluntary basis.

Abstract

Penelitian ini merupakan penelitian deskriptif kuantitatif yang bertujuan untuk mengetahui dan menjelaskan peranan pemerintah negeri dalam upaya Implementasi Kebijakan Pembangunan Infrastruktur Desa di Negeri Pelauw Kecamatan Pulau Haruku Kabupaten Maluku Tengah. Penelitian ini dilaksnakan di negeri pelauw Kecamatan Pulau Haruku Kabupaten Maluku Tengah. Teknik yang di pakai dalam pengumpulan data primer dilakukan dengan teknik wawancara, beberapa aparat pemerintah Negeri dan masyarakat Negeri Pelauw. Sedangkan pengumpulan data sekunder adalah berupa dokumen, artikel, dan buku yang mendukung penelitian. Dari hasil penelitian ini dapat dilihat bahwa pelaksanaan tugas pemerintah negeri dalam Implementasi Kebijakan Pembangunan Infrastruktur Desa di Negeri Pelauw belum berjalan dengan maksimal. Dalam mejalankan kebijakan pembangunan yag dibuat oleh pemerintah sendiri masih kewalahan dalam pembangunan karena kurangnya sumber daya manusia dan tradisi dari Negeri Pelauw sendiri yang menjadi penghambat serta kurangnya tingkat kerja sama antara Pemerintah Negeri Pelauw dan masyarakat, Sehingga embangunan di negeri Pelauw Menjadi Tertunda. Sehingga perlu adanya perhatian penuh dari Pemerintah Negeri Pelauw agar lebih memperhatikan Kebijakan Pembangunan  tersebut dengan lebih baik lagi.

Abstract

 The study is dedicated to comprehending the strategies employed for addressing slum areas in the city of Ambon, with the goal of contributing to urban development and enhancing the living conditions of its residents. Employing a qualitative descriptive research design, this research seeks to delve into the various strategies implemented to handle slum areas in Ambon. The qualitative approach enables an in-depth exploration of the multifaceted aspects involved in addressing and preventing slum settlements. In conclusion, the spatial planning and slum prevention initiatives in Ambon exemplify a comprehensive and adaptable approach to urban development. These initiatives underscore the city's dedication to sustainability, environmental conservation, and the active involvement of the community. While effectively addressing immediate challenges related to slum areas, these plans also serve as a groundwork for Ambon's future growth and resilience amid the ever-changing dynamics of urban development. The research findings provide valuable insights into the strategies employed by Ambon to create a more livable and sustainable urban environment, demonstrating a commitment to the well-being of its residents and the long-term prosperity of the city.

Abstract

This research aims to investigate the implementation of good governance through the supervisory role carried out by the Regional Inspectorate in Bone Regency. The primary focus of this study is to provide a description and explanation of how good governance can be realized through the supervisory function of the Regional Inspectorate in Bone Regency, with a specific emphasis on establishing a governance structure free from Corruption, Collusion, and Nepotism (CCN). The research methodology used in this study is a qualitative descriptive approach. Through this method, the research seeks to identify factors influencing the implementation of good governance, including constraints and obstacles faced by the Regional Inspectorate. The results of the research indicate that the implementation of good governance in the Regional Inspectorate of Bone Regency is still not optimal. Several factors, such as limited human resources, a vast supervisory area, inadequate facilities, and a structure controlled by the regional head (Bupati Bone), impact the effectiveness of supervision. The study also highlights the importance of establishing a governance structure free from CCN as an integral part of the goal to improve governance. In conclusion, efforts to achieve good governance in Bone Regency through the Regional Inspectorate require attention to these factors. Improvements in human resources, infrastructure, and organizational structure can enhance the effectiveness of supervision and support the establishment of a clean and efficient governance structure

Abstract

The conclusion of this study indicates that the implementation of offensive and defensive strategies in the Sub-District Office has proceeded adequately. Evaluation of offensive strategy indicators, such as the approach among colleagues, shows a significant improvement. Although it is already quite good, further improvement is necessary, especially in terms of employees giving warnings to colleagues who violate rules. The family approach has also positively contributed to efforts to prevent bureaucratic pathologies. The weekly evaluations conducted by the section head with the team can be seen as a proactive step in maintaining performance quality. Although it is already quite good, there is a need for improvement to make these evaluations more effective in preventing and addressing violations. On the defensive strategy side, implementing mild sanctions in the form of written warnings has been effective. These sanctions are given to employees who violate rules, such as being absent without notice for 6 to 10 days. Moderate and severe sanctions have also been well implemented when needed, indicating readiness to respond to more serious violations. Overall, offensive and defensive strategies in the Sub-District Office of Pitumpanua are already quite good, but continuous improvement is needed to ensure their effectiveness in dealing with various situations and cases of bureaucratic pathologies in the future.

Abstract

Penelitian ini bertujuan untuk menganalisis peran Badan Permusyawaratan Desa (BPD) dalam penyelenggaraan pemerintahan di Desa Massenrengpulu, Kecamatan Lamuru, Kabupaten Bone, serta faktor-faktor yang mempengaruhi peran tersebut. Untuk mencapai tujuan tersebut, penelitian menggunakan metode kualitatif dengan pendekatan deskriptif pada pengumpulan data. Teknik observasi, wawancara, dan analisis dokumen dan arsip digunakan untuk mendapatkan data yang diperlukan. Hasil penelitian menunjukkan beberapa temuan. Pertama, dalam analisis peran BPD dalam penyelenggaraan pemerintahan di Desa Massenrengpulu, Kecamatan Lamuru, Kabupaten Bone, BPD aktif dalam membahas dan menyepakati rancangan peraturan desa bersama kepala desa. Koordinasi yang terus-menerus antara pemerintah desa dan BPD memastikan kelancaran proses pembahasan dan pembuatan peraturan desa. Kedua, peran BPD sebagai penampung aspirasi masyarakat telah terlaksana sesuai harapan. BPD berhasil menjadi wadah yang efektif untuk menampung dan menyalurkan aspirasi masyarakat terkait pembangunan desa. Keaktifan BPD dalam melakukan rapat internal dan berkoordinasi dengan pemerintah desa menunjukkan kelancaran dalam proses tersebut, sesuai dengan tujuan yang diharapkan.

Abstract

The aim of this research is to gain an understanding of the strategies employed by the Department of Social Affairs in addressing street children in the city of Makassar, including the supporting and inhibiting factors influencing the implementation of these strategies. The research conducted is qualitative and descriptive in nature, utilizing sociological and communication approaches, with observation and interview techniques. Primary data sources include information obtained through direct observation at the research location and interviews, while secondary data is derived from documentation, mass media, and journals.The research findings indicate that the strategies of the Makassar City Social Affairs Department align with Regional Regulation No. 2 of 2008 related to the guidance of street children, homeless individuals, street musicians, and beggars. The department addresses these social issues through data collection activities and providing guidance. However, there are several obstacles in dealing with street children, such as the absence of facilities or rehabilitation centers in Makassar that can accommodate street children for personal development, aiming to reduce the number of street children in the area.
