Abstract

Public service is a form of service provided by the bureaucracy/government to the community. The implementation of public services is intended to meet the needs in accordance with the wishes and expectations of the community. One of the sources of regional income comes from the Motor Vehicle Tax (PKB). Motor Vehicle Taxes have an important role in regional development, so it is only natural that every individual or community owner of motorized vehicles is obedient and punctual in paying taxes in accordance with the law in order to facilitate programs and activities that have been planned by the regional government. And the bureaucracy in terms of service should also be free from deviant things so that services can run well. The research method is qualitative deductive. Respondents are the head of the Maros Revenue Unit and the taxpayer community. The results of the study explain that several factors that cause the less than optimal motor vehicle tax revenue for the apparatus that are considered are still lacking in discipline. Some of the factors that cause employees are often late, rampant brokers, and rewards and punishments that don't work well.

Abstract

Elections are also the will of the people or the desire of the people so that there is a change in the process of selecting leaders through elections with a better and open system both in the presidential and regional head elections. In every election, there will be novice voters who are taking part in the election for the first time or have their right to vote to participate in the implementation of elections, be it presidential elections or regional head elections. The target for this long-term service is the realization of democratic and political education so that political awareness is awakened and they have adequate knowledge so that they can think rationally in making decisions and using political rights consciously and rationally. This Service Program will have been carried out on October 1, 2021 in the form of indoor activities with the Socialization method. the socialization method provided is using a system of lecture methods, simulations, case studies, brainstorming, games, discussions and watching short films. The materials provided are as follows: (a) Democracy and challenges in the Millennial Era, (b) Development of Government Politics in Indonesia, (c) Elections, (d) Politics as a form of love for the homeland and (e) Follow-up plans.

Abstract

This study aims to describe and analyze the type of leadership that is applied and the factors that influence the leadership of Aras Tammauni in Central Mamuju District. This research was held in Central Mamuju District. The research method used is a qualitative method, with a descriptive type. Data collection techniques used were interviews, observation and documentation.The results of this study indicate that the leadership of Aras Tamauni succeeded with the type of leadership applied was a type of charismatic, democratic, militaristic and autocratic leadership. The most dominant type of leadership applied is the charismatic type, the dominant type is democratic and the non-dominant type is autocratic and militaristic. Factors that influence: aristocratic descendants, benefactors, community leaders and originators of transmigrants, and the most important figures in the process of forming Central Mamuju as an Autonomous Region.AbstrakPenelitian ini bertujuan untuk menggambarkan dan menganalisis Tipe kepemimpinan yang diterapkan dan faktor-faktor yang mempengaruhi kepemimpian Aras Tammauni di Kabuapten Mamuju Tengah. Penelitian ini diadakan di Kabupaten Mamuju Tengah. Metode penelitian yang digunakan adalah metode kualitatif, dengan tipe deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukan bahwa kepemimpinan Aras Tamauni berhasil dengan tipe kepemimpinan yang diterapkan adalah tipe kepemimpinan kharismatis, demokratis, militeristik dan otokratis. Tipe kepemimpinan yang paling dominan diterapkan adalah tipe kharismatis, tipe yang cukup dominan adalah demokratis serta tipe yang tidak dominan adalah otokratis dan militeristik. Faktor yang mempengaruhi : keturunan bangsawan, dermawan, tokoh masyarakat dan pencetus transmigran, dan tokoh yang paling berperan dalam proses pembentukan Mamuju Tengah sebagai Daerah Otonom.

Abstract

Pelayanan publik merupakan suatu bentuk layanan yang diberikan birokrasi/pemerintah kepada masyarakat. Pelaksanaan pelayanan publik dimaksudkanuntuk memenuhi kebutuhan-kebutuhan yang sesuai dengan keinginan dan harapan masyarakat. Salah satu sumber Pendapatan Daerah berasal dari Pajak Kendaraan Bermotor (PKB). Pajak Kendaraan Bermotor memiliki peranan penting dalam pembangunan daerah, maka sudah sewajarnya jika setiap individu pribadi atau masyarakat pemilik kendaraan bermotor untuk taat dan tepat waktu dalam membayar pajak sesuai dengan undang-undang guna memperlancar program maupun kegiatan-kegiatan yang telah direncanakan oleh pemerintah daerah. Dan Birokrasi dalam hal pelayanan juga seharusnya bebas dari hal hal menyimpang sehingga pelayanan bisa berjalan dengan baik. Metode penelitian adalah deduktif kualitatif. Responden adalah kepala UPT Pendapatan Maros dan masyarakat wajib pajak. Hasil penelitian menjelaskan bahwa beberapa faktor yang menyebabkan kurang maksimalnya penerimaan pajak kendaraan bermotor apparat yang dinilah masih kurang disiplin. Beberapa faktor yang mengakibatkan adalah pegawai sering datang terlambat, maraknya percaloan, serta reward dan punishment yang tidak berjalan dengan baik. Abstract

Regional expansion is argued to improve people's welfare, the quality of public services, create good and efficient local government, and build substantive democracy at the local level. Regional expansion must consider aspects of urgency and capacity. The policy process for regional expansion in Indonesia is bottom-up and is dominated by a political process rather than an administrative process. This issue raised in the momentum of the Pilkada, but until the 2018 period it had not yet been realized. This study aims to explain the issue of regional expansion of Luwu Raya during the regional elections for Governor and the Vice Governor of South Sulawesi in 2009, 2013 and 2018 and the obstacles. Data obtained from official government documents and reports. The data presented is the result of the clustering process, descriptive analysis of interview transcripts and processed as research results. The relationship between the elite is the focus of the analysis in this study. Researchers further explore the political dynamics of local elites in the discourse of regional expansion. It examines the issue of regional expansion becomes a political campaign maneuver aims to collect electoral votes. The concept of decentralization does not made the political process of regional expansion easily to realize. The practice of decentralization governance not only changing the implementation of governance in the regional administrative but also the implementation of politics at the local level. Political elites compete for electoral barns as a manifestation of local political practices that coincide with the issue of regional expansion.

Abstract

This paper aims to show how the parliamentary threshold's implications for simplifying the party system in Indonesia. In addition, this paper also shows the role of political parties in democracies. This is important because political parties are pillars of democracy. The simplification of political parties is carried out as a consequence of the ideals of reform and constitutional amendments to strengthen the presidential system, where the presidential system is considered incompatible with the multi-party system, and the parliamentary threshold is believed to be one way to simplify political parties. The study compared the parliamentary threshold of 2.5% in the 2009 election with the parliamentary threshold of 3.5% in the 2014 election against the simplification of political parties. In the end, this paper shows that the increase in the parliamentary threshold from 2.5% in the 2009 election to 3.5% in the 2014 election has no implications for simplifying political parties at the time.

Abstract

This study aims to examine and analyze smart governance in Makassar City and the factors that affect it. This research was a qualitative research method using descriptive data. Data collection techniques used were observation, interview and documentation, and the data were analyzed using qualitative descriptive analysis. The results of the study show that smart governance in Makassar City has not been maximized so far. The dimensions of smart governance include smart use of ICT, smart collaboration and participation, smart decision-making, and smart administration. Meanwhile, the factors affecting it include supporting factors and inhibiting factors. Supporting factors involve the support of technology and human resources as well as the support of stakeholders and social conditions of the community, while the inhibiting factors include less supportive service facilities and service systems as well as the changes of regulation.
