Poverty is one of the fundamental problems that become the center ofattention of the government in any country. One important aspect to support povertyreduction strategies is the availability of accurate data on poverty and on target. Goodpoverty data can be used to evaluate government policies on poverty , comparingpoverty across time and regions, as well as determining the target the poor with theaim of improving their condition. Poverty reduction by focusing on communityempowerment as the operational approach , commits the government in realizingwelfare for society. One of the poverty reduction program is Program NasionalPemberdayaan Masyarakat ( PNPM). To improve the effectiveness of povertyalleviation and job creation , the government launched Program NasionalPemberdayaan Masyarakat ( PNPM) started in 2007. These results indicate that theprogram in the district in the implementation of Siak Hulu has not done well.Implementation of empowerment that do still right on target, there are still poorpeople who have not been helped by the PNPM Mandiri , the poor economy is stilllow and should be considered as well as PNPM assistance in order to create wellbeingofsociety.Keywords : evaluation , input , policy process , output, outcome , impact damfeedback.

Consideration of the author in using this method of qualitative methods are able to explain the phenomena through the collection of data obtained through interviews. Any data that can be processed and clearly defined using a language that is easily understood. This method does not use the sample population, because if the data collected has been profound and explain the phenomenon under study, it is not necessary to find other sampling. This study used a descriptive approach, where this research provides a detailed overview of the Dara Single Role In Promoting Tourism in the city of Pekanbaru. While data collection techniques in this research using techniques of observation, interviews and documentation. Based on the research that has been done, Single Dara has memepromosikan tourism in Pekanbaru. Promotion is done to help the development of tourism. This study examines the role of imo in empowering women, especially in the Malaysian maritime community. Comprehensive maritime industry policies that can be adequately monitored to achieve competitive advantage are important. Malaysia's maritime industry is made up of multiple sectors regulated by fragmented government bodies. In this study, the researcher attempts to analyze the Malaysian maritime industry cluster which consists of three main sectors: Shipping, Ship Industry, Ports and Terminals.The Strength Indicator Model has been developed to reveal maritime industry clusters. The author finds that the factors of Competition, Location, Connection, Government, and Opportunity affect the ability of Malaysian maritime industry clusters. The result of this research is the existence of a framework for the Regulatory Body and various stakeholders to support the progress of the Malaysian maritime industry towards the development of a more competitive and sustainable industry with the aim of becoming a developed maritime country.The method used in this research is qualitative research with descriptive method. The level of analysis used is the level of analysis of the nation-state group, so that the perspective used is feminist and uses international organization theory.Keywords: Rule Theory, IMO, Feminist, Maritime Community.

This thesis is submitted in order to quality holds a bachelor of sociology. With the title”The role of the center for study and child’s protection (PKPA) in the process of assisting victims of child sexual exploitation in city medan province north sumatera. Realities of everday life, criem of sexual esploitation of children is happening. Children are the group most vulnerable to. Child victim is often overlooked by various parties. Legal instruments in addressing the issue of sexual explotation is still minim. As children they also have the right to get the award and the best interests of her. For example, children have the right to be heard or been rewarded for her. For example, children have the right to be heard or been rewarded for his opinion it is intended thah the growth can be achieved to the maximum. Issues raised in this research is “ How the role of role of the center for study and child’s protection (PKPA) in the process of assisting victims of child sexual exploitation in city medan province north sumatera. This research aims to determine how the role of role of the center for study and child’s protection (PKPA) in the process of assisting victims of child sexual exploitation in city medan province north sumatera. Methods in this research using the case study method with qualitative approach. This research conducted center for study and child’s protection (PKPA) Province of north sumatera area surrounding child victims of sexual explotation. The data collection techniques with in depth interviwa and field observations. Then narrated the data obtained qualitatively using an inductive approach. Fact sheets on child victims of sexual explotation in disguise in research for the sake of the child protection. Data based on the data that has been collected and analyzed can be concluded the center for study and child’s protection (PKPA) in is effors to provide assistance to child victim have given the best thing for him climbers from center for study and child’s protection (PKPA) to assist and in accordance with the Standard Operating Procedures (SOP) that has been determind by the center for study and child’s protectionKeywords: Sexual Exploitation, child, Mentoring
