Abstract

This research describes the Government of Indonesia policy to rativication extradition treaty with Singapore in 2008-2012. Extradition treaty are one of most intternational teraty that have function to keep and catch the corruptor that move money from Indonesia to Singapore to invest. Without extradition teraty the Government of Indonesia prohibited to jail the corruptor because that the extradition treaty are important classiffied for Indonesia to destroyed the corruption.The writer collects data from books, encyclopedia, journal, mass media and websites to analyze the Government of Indonesia policy to rativication extradition treaty with Singapore. The theories applied in this research are foregin policy decision theory from William D. Coplin and national interest concept from Donald. E. Nuchterlain and extradition concept in international law.The research shows that Government of Indonesia policy to rativication extradition treaty with Singapore are because the increase of corruption Indonesia that move the money from Indonesia to invest in Singapore and amandement content of extradition treaty between Indonesia and Singapore about the extradition treaty may the Government of Indonesia to take the corruptor from 15 years ago and extradition treaty also may to other criminal form likes robbery, blackmail or extortion by means of threats, kidnapping and any other offence which is made extraditable by the extradition laws of bothParties and laws enacted to give effect to obligations under an international convention to which both are parties.Key words: extradition, policy and treaty.

Abstract

This study analyzes the factors that motivate Indonesia signed a cooperative relationship with Spain in the fields of defense and military in 2013. The reasons which prompted Indonesia to cooperate with Spain and the benefits to be gained by Indonesia. The study also will explain the process from the beginning and cooperative relations between Indonesia and Spain on defense and military aircraft industry that has been initiated in 2007, by the two countries.Keywords : cooperative relationship, process, reasons, aircraft industry.

Abstract

This study is focused on the effectiveness of the cooperation of eradicate illegal drugstrafficking (Merida Initiative) between the United States and Mexico in 2006-2012. Theactivity of Drugs Trans Organizations (DTOs) in the U.S. and Mexico have caused negativeimpacts on both countries. Mexico's DTOs are major supplier of cocaine, heroin,methamphetamine, and marijuana into U.S. territory. The competition between DTOs in therace for the distribution area in Mexico has caused thousands of deaths each year. Thiscommon problem eventually became cooperation between U.S. and Mexican governments,which is called Merida Initiative.This study uses a qualitative research method that uses books, journals and competentwebsites to explain the effectiveness of the Merida Initiative cooperation beetwen U.S. andMexico in 2006-2012. The writer uses the theory of cooperation by KJ Holsty andneoliberal’s perspective. The writer also uses nation state as the level of analysis.This study found that the Merida Initiative cooperation of U.S. and Mexico in 2006-2012 is not operating effectively. The benefits of this cooperation is only perceived by theMexican government. Through Merida Initiative programs, there is a very significantimprovement in the judicial system and law enforcement in Mexico. As for the U.S.government who has provided assistance over U.S. $ 2 billion during the year of 2006-2012,the Merida Initiative programs have failed to reduce consumption and demand for drugs inthe United States.Keywords: Drugs Trans Organization (DTO), cooperation, effectiveness.

Abstract

This research analyzes the role of United Nations Mission (UNAMA) on protecting the human rights in Afghanistan, especially during 2009 until 2012. Afghanistan is well known with its conflicts. Since the departure of Soviet Union in 1989, Afghanistan has fallen into civil wars. Many groups tried to take the seat of government until the Taliban rose. The Taliban became the most powerful group in Afghanistan until its major defeat in 2002 by Anaconda Operation of United States and its allies. UNAMA has been playing a positive role in Afghanistan since its formation in 2002. In realizing its goal to protect human rights staying respected as mandated in the United Nations’ Charter, UNAMA is supported by human rights unit. UNAMA is also supported by other international organizations. UNAMA made four priority areas of work in protecting human rights. They are protection civilian,violence against women, peace and reconciliation (transitional justice and impunity), and detention. The datas were collected from many sources like books, journals, and websites that can support this research. In this research, the reseacher uses pluralism perspective to describe the role of UNAMA in Afghanistan. This research is supported by international organization theories. Abstract

This study will describe how an undestanding the student of Riau University about ASEAN Community 2015. ASEAN Community is an International Cooperation of Southeast Asia region which aims to improve the economy. The importance of student to know about ASEAN Community because many of the challenges to be faced, especially in employment.This study used a qualitative descriptive research method. This page is more subjective with use the information, especially for the personal,and then use the interview and give a questionnaire to the subject.This reaserch shows that an understanding of the student in University of Riau is still low based from result of questionnaire.Keywords : ASEAN, ASEAN Community

Abstract

International trade that used in traditional and limited, now has progressed veryrapidly. The flow of goods can not be blocked even by doing a free trade agreement.Trade liberalization is intended for all countries in the world, has long been discussed bythe experts of the economy and also the leaders of the countries in the world. Attempts tobring this AFTA born of thinking about how to improve relationships (and also cooperation),especially in the economic field, which is closely among ASEAN membercountries. Entry AFTA will certainly impact the economic actors in each member state.The purpose of this study was to determine the influence of ASEAN Free Trade Area(AFTA) on the growth of Indonesias CPO exports Period 2003-2012. The results showedthat regional cooperation in the form of regional organization is still an option This isdue to the inability of developing countries to deal with the complex development ofinternational relations and the notion that regionalism can increase the level of theeconomy. Indonesia as a country that is known as a producer of CPO feel the influenceof the enactment of AFTA significantly to the development of palm oil exports. Given theopportunity CPO industry is promising, it is expected the Indonesian government tofocus on comparative and competitive advantages possessed.Kata kunci: Asean Free Trade Area, Crude Palm Oil

Abstract

This study describes the policy nagoya Indonesia ratified the protocol, this protocol governing access to genetic resources and equitable sharing of benefits arising from the balanced utilization on biodiversity convention, the Nagoya Protocol is important for Indonesia because this protocol is an instrument to prevent the theft of genetic resources (biopiracy), Indonesia is a country that has a wealth of genetic resources are very large. because of the wealth of Genetic Resources, Indonesia dubbed 'megadiversity'. Genetic Resource Wealth requires good management and protection, corporations from developed countries often take on Genetic Resources without the permission. For Indonesia Natural Resources is not only economic and technical issues, but rather the reflection of the demands of the cultural issues and foreign relations are dynamic, so it is important to be managed diplomatically. Abstract

This research explains the role of the Office of the High Commissioner for Human Rights (OHCHR) in the ethnic conflict that accurred in Rakhine State, Myanmar, between Arakanese Buddhist and Rohingya Muslims in mid 2012. The violence against the Rohingya Muslim minority has a very long felt. They were not granted citizenship and be oppressed minorities. They also got discrimination in various fields, economic, political and social.The research applies qualitative methods, and case study in this research the data collected through library research, literature studies, official documents, academic journal, and mass media.Therefore, as a form of international concern as the OHCHR human rights bodies providing assistance to the Rohingya Muslim minorities. Abstract

This research describes role of the World Health Organization in handle the spread of the Ebola outbreak in West Africa. World Health Organization has declared an emergency situation on the international health Ebola outbreak in West Africa, especially in Guneia, Lieberia and Sierra Leone which is a major threat to global security. World Health Organization has named the ebola virus as the virus must alert by the whole world. World Helath Organization asked all authorities to participate take the necessary action to prevent Ebola. World Health Organization wants a work programs and activities in the improvement of health services in countries affected Ebola is so far very bad. This study applies qualitative research method with library research. The data sources are from books, journals, and the internet. This study uses the role of international organizations theory and non-state level of analysis. The research shows that World Health Organization has an important role in handle with outbreaks Ebola in West Africa, especially in Gunie, Liberia and Sierra Leone. Through policy and strategy shape the draft strategy plan to eradicate outbreak of Ebola, the United Nations Mission for Ebola Emergency Response (UNMEER) to urgent international cooperation in eradicate Ebola in West Africa. Abstract

This research is about Indonesia diplomacy effort to UNESCO to inaugurate Subak in Bali as a world cultural heritage from Indonesia in 2012. Subak Bali is a cultural heritage, it is an irrigation system that regulates the division of water management based on the mindset of harmony and togetherness, it based on formal rules and religious values. Many claims by other countries that take Indonesian culture, such as batik claiming by Malaysia, its make Indonesian government ask to UNESCO to recognize Subak as Indonesian culture. Many participants help the government to get the legally, it’s come from local community and also the government. Subak get legally as a Indonesia heritage culture after 10 years by some process like selection, filtration and fit and proper test. This research applies realist perspective, where it focuses on state as the main actor in international politics. Indonesia wants show to the world that Indonesia also has a heritage culture. To explain this research, the author used theory of diplomacy. This research is a qualitative descriptive research. It uses the library method by taking the data from books, journals, articles, internet and other source. The author visit Department Cultural of Bali to direct research. The result of this research indicate that Indonesian government did multi-track diplomacy effort to get legally Subak as a world cultural heritage of Indonesia from UNESCO on 2012. The effort get a feedback from UNESCO on Mei 2012, when the Bali Heritage culture “The Cultural Landscape of Bali : Subak System as a Manifestation of The Tri Hita Karana” was approved to be a World Cultural heritage.
