Abstract

The background of this study is the abuse of public trust in officials and state officials both national and local level. It can be seen from the various corrupt cases done by public officials. Since 2004-2013, it has been revealed at least 291 district head from provincial or even city. Therefore, as a prevenentative measure for the younger generation, especially for students who will be future leaders need to be instilled the values of good governance, so that they can manage the country well.Students as a group of public intellectuals are expected to be an agent of change, because the mission and functions of higher education is to protect and strengthen social values to train students in order to form the basis of democratic citizenship and internalize the values of good governance through Islam. The research method is the result of research development modules. The data collection was done by Focus Group Discussion lecturers subjects citizenship and Islamic Studies, interview, test and training result. The results showed that to instill the values of good governance required courses individually or custom. During this time students understand the concept of good governance from civic education as well as citizenship. In addition, to facilitate the understanding of the values of good governance, Islamic approach as an alternative to socialize good governance.

Abstract

The objective of this study was to determine the management of the handling of refugees in North Sumatra in the perspective of Human Security. Handling refugees internationally is regulated in international refugee conventions, The 1951 convention Relating the Status of Refugees, The 1967 Protocol Relating to the Status of Refugees, the Convention Relating to the Status of Stateless Person (1954), and Convention Governing the specific Aspects of Refugees Problems In Africa (1969). These conventions are a form of protection for refugees. However, the problem is that Indonesia has not ratified the 1951 convention and the 1967 protocol on refugees, so that Indonesia cannot directly determine the status of the foreign arrivals, but the UN agency UNHCR. Meanwhile, Indonesia, especially North Sumatra, is a transit point for foreign refugees to save themselves. Humanely, the Indonesian government cannot refuse or forcibly repatriate the refugees. Therefore, based on the Regulation of the Republic of Indonesia No. 125 of 2016 concerning the Handling of Overseas Refugees, policies have been formulated in handling refugees which include finding, sheltering, securing and monitoring immigration so that the management of the handling of refugees reflects a positive dimension of human security, namely paying attention to the safety of individual refugees. and at the same time provide protection to Indonesian citizens. The research method used is descriptive qualitative. The results of the study indicate that the management of the handling of refugees in North Sumatra has been carried out in a coordinated manner according to existing regulations.

Abstract

The Law on Teachers and Lecturers is a government policy in improving the quality of teachers, namely by providing certification as an acknowledgment of teachers as professionals, accompanied by certification allowances that can be used by teachers to improve their quality or competence. With the implementation of the Law on Teachers and Lecturers, the government targets the realization of superior teacher resources in the sense of being able to meet all the requirements set out in the law. As the party who is given the obligation to have educator certification, it is necessary to know how the teacher's perspective on the implementation of the Law on Teachers and Lecturers in realizing superior teacher resources in the city of Medan, as an effort to measure the successes and weaknesses in the implementation of the Law on Teachers and Lecturers . This research was conducted using a qualitative descriptive research method. The selected resource persons came from teachers from various levels of education units and school supervisors as parties directly involved in the implementation of the Law on Teachers and Lecturers. The results of the study indicate that the teacher's perspective on the implementation of the Law on Teachers and Lecturers has been going well and has an impact on increasing teacher competence and motivation in carrying out their duties, but there are several weaknesses such as: there are still teachers who do not understand the Law on Teachers and Lecturers, find it difficult in teacher certification procedures, do not meet the required qualifications, weak teacher administration, limited certification quotas, remote PPLG implementation sites.

Abstract

Graduating is not only about taking compulsory education, but also fulfilling the qualifications of graduates' abilities which include attitudes, knowledge, and skills. This is in accordance with the provisions of the education system contained in Government Regulation 32 of 2013. The lack of understanding of graduate quality standards is due to minimal socialization carried out by the government and related institutions. Therefore, this community service is important in order to provide knowledge to the society, so that it can further increase its participation to help in realizing high-quality education. The implementation model is carried out through the partnership method, by involving the government of Pematang Johar Village in several stages, namely: 1) pretest; 2) socialization; and 3) posttest to measure the success rate of the program. The results show that there is an increase in knowledge for the society about the quality of graduates in accordance with national education standards and there is a better awareness that society participation is needed to help realize high-quality education.

Abstract

Tulisan ini bertujuan untuk mendeskripsikan Hak-Hak Anak dan Penerbitan Kartu Identitas Anak (KIA).  KIA merupakan merupakan identitas resmi anak sebagai bukti anak yang berusia kurang dari 17 tahun dan belum menikah yang diterbitkan oleh Dinas kependudukan dan Pencatatan Sipil Kabupaten/Kota.  Jenis penelitian yang digunakan adalah metode deskriptif dengan analisis kualitatif yaitu suatu jenis penelitian melalui prosedur pemecahan masalah yang diselidiki dengan menggambarkan, melukiskan keadaan sekitar dengan objek penelitian pada saat sekarang berdasarkan fakta-fakta. Berdasarkan hasil penelitian ini, diketahui penerbitan KIA di Dinas Kependudukan dan Catatan Sipil Kabupaten Langkat masih rendah hal ini disebabkan oleh masih banyak masyarakat yang menganggap Kartu Identitas Anak tidak penting, dan menganggap bahwa cukup menggunakan  akta kelahiran sebagai identitas. Oleh sebab itu  diperlukannya sosialisasi yang lebih intens tentang Hak-Hak anak yang salah satunya adalah  penerbitan KIA. Keterlibatan masyarakat sangat penting untuk mensukseskan penerbitan kartu dengan melibatkan partisipasi masyarakat dalam hal  perencanaan, pelaksanaan dan evaluasi dari kebijakan terkait Kartu Identitas Anak yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil sehingga masyarakat mengetahui dengan jelas dan pasti akan manfaat/kegunaan Kartu Identitas Anak. bebrapa rekomendasi dari penelitian ini adalah agar pemerintah daerah  lebih memfokuskan pada penerbitan kartu identitas anak sesuai dengan Peraturan Menteri Dalam Negeri Nomor 2 tahun 2016 sebagaimana dan melakukan sosialiasi terhadap pentingnya KIA kepada masyarakat dengan mengutamakan masyarakat yang berada di daerah terpencil, khususnya ke sekolah-sekolah yang ada di pedesaan agar masyarakat mengerti akan pentingnya kartu identitas anak tersebut kemudian sumber daya manusia lebih ditekankan dalam menjalankan kebijakan ini untuk memberikan pelayanan kepada masyarakat Kabupaten Langkat dan meningkatkan  pengawasan terhadap pelayanan penerbitan Kartu Identitas Anak

Abstract

Eksistensi UMKM memang tidak dapat diragukan lagi karena terbukti mampu bertahan dan menjadi roda penggerak perekonomian, terutama pasca krisis ekonomi. Disisi lain, UMKM juga menghadapi banyak sekali permasalahan, yaitu terbatasnya modal kerja, Sumber Daya Manusia yang rendah, dan minimnya penguasaan ilmu pengetahuan serta teknologi (Sudaryanto dan Hanim, 2002). Penelitian ini menggunakan jenis penelitian Deskriptif dengan menggunakan analisis data Kualitatif. Tujuan penelitian ini yakni untuk mengetahui perencanaan Desa dalam Pengembangan UMKM Desa Pematang Johar Kecamatan Labuhan Deli Kabupaten Deli Serdang. Dalam pengembangannya, UMKM desa sudah berjalan dengan baik dan sesuai dengan visi dan misi akan tetapi dari segi pemasaran hasil UMKM nya masih belum efektif hal ini dikarenakan belum tersedia nya tempat untuk mereka memasarkan hasil produk mereka.

Abstract

Violence against women is very disturbing and causes injustice to the victims. Women are often victims of violence, because they are seen as weak and unable to fight the perpetrators. One of the causes of violence against women is gender inequality which creates unequal power relations between men and women. Unfortunately, this condition is often not realized by women because of the wrong understanding of what is considered as nature, which is gender. For this reason, it is necessary to educate the public, so that women no longer experience subordination which makes them vulnerable to becoming victims. Thus, violence against women can be minimized. Through the Muhammadiyah Development Partnership Program (PKPM), training is packaged that can educate MHH 'Aisyiyah administrators’ representatives from branches throughout the city of Medan to better understand gender and violence against women. The method used in this community service activity is training which begins with orientation and pre-test to the participants. The activity ended with a post-test. The post-test results showed an increase in participants' understanding of gender, forms of gender inequality, as well as knowledge about violence against women and efforts to prevent and deal with it.
