Abstract

There are two main problems of population administration system in Indonesia. Firstly, population data is not well managed and overlapped among many government institutions. Secondly, many people do not possess population documents because they did not report any vital events that have been occurred in their family, such as birth, death, move in and move out. These problems then cause list of election voters (DPT) in 2009 general election (Pemilu) are not valid. This study would like to know geographic maps of people that do not possess population documents by province. In addition, this study also search factors affecting people that do not possess paper official identities, using logistic regression. The results show that out of six independent variables used in this study; age and education of head of household, distance to village office, village status (urban/rural), household income and number of household members, only distance to village office which is significant in influence people do not possess population documents.

Abstract

ABSTRAK Bank Sampah menawarkan sistem pengelolaan sampah terpadu pada tingkat desa atau kelurahan. Penelitian ini bertujuan untuk mengetahui perilaku penduduk terhadap keberadaan Bank Sampah. Analisis data dilakukan dengan menggunakan metode regresi logistik dan uji chi square. Hasil penelitian menunjukkan tingkat pendidikan dan umur mempunyai pengaruh positif dan nyata terhadap perilaku penduduk dalam memilah sampah. Penduduk yang berpendidikan Diploma dan Sarjana mempunyai kecenderungan sebesar 1,41 kali lebih besar untuk memilah sampah dirumah, dibandingkan dengan penduduk yang berpendidikan SMA atau kurang.   Kata Kunci: Bank Sampah, perilaku penduduk, pendidikan lingkungan      ABSTRACT The Trash Bank offers integrated solid waste management system in village level. The aims of this research is to find out people’s behaviour about the Trash Bank. Logistic regression and Chi Square test of independence were employed to analyse the data. The results show that educational attainment have positive effect and significant on people’s bahaviour to separate organic and inorganic waste at their household. People graduated from colleges or universities tend to separate organic and inorganic waste as much as 1,41 times, compared to people graduated from high school or less.      Keywords: trash bank, people’s bahaviour, environmental education

Abstract

Linear equation system, Ax = b, may be consistent or inconsistent. The approximate solution of  inconsistent of linear equation system can be determined. Gauss elimination or Gauss-Jordan elimination can be used to determine the solution of the consistent of linear equation system, but can’t for the inconsistent of linear equation system. Singular Value Decomposition (SVD) is matrix factorization method that closely associated with the singular value of the matrix. SVD analysis can be used to determined the orthonormal bases for the four fundamental subspaces associated with matrix A. That bases can be used to compute thesolution of the consistent and inconsistent of  linear equation system.

Abstract

Fiscal dependence has been critized as one of the obstacles in the success of economic development post the regional autonomy. This paper evaluates the level of fiscal independence in districts and cities in East Java Province and the impact of General Allocation Fund and Special Allocation Fund on tax effort of regional government in East Java Province. The result shows that General Allocation Fund significantly affects tax effort, while Special Allocation Fund does not significantly affect tax effort. It also finds that General Allocation Fund influences economic growth, where for one percent increase in General Allocation Fund, regional economic growth increase by 0.28 percent. Abstract

Pelaksanaan Pemilu 2009 yang lalu ditandai dengan banyaknya penduduk yang kehilangan hak pilihnya karena namanya tidak terdaftar pada Daftar Pemilih Tetap (DPT), jumlahnya diperkirakan mencapai 49,6 juta pemilih. Salah satu penyebab tidak terdaftarnya nama penduduk pada DPTkarena mereka atau keluarganya tidak melaporkan peristiwa kependudukan yang terjadi (karena pindah, datang maupun meninggal). Penelitian ini ingin mengetahui apakah ada perbedaan proporsi penduduk yang melaporkan peristiwa kependudukan (kelahiran, kematian, pindah atau datang, menikah dan bercerai) pada tiga desa dengan menggunakan media komunikasi yang berbeda-beda,yaitu antara desa yang menggunakan media komunikasi spanduk dengan desa yang menggunakan media komunikasi stiker serta desa yang tidak menggunakan media komunikasi. Spanduk dan stiker digunakan untuk menyampaikan pesan kepada masyarakat agar mereka mau melaporkan peristiwa kependudukan yang terjadi dalamkeluarganya. Metode penelitian yang digunakan adalah survei, sedangkan pemilihan sampel dilakukan dengan cara three-stage random sampling. Analisis data dilakukan dengan menggunakan pengujian hipotesis perbedaan proporsi dua populasi. Hasil penelitian menunjukkan bahwa tidak ada perbedaan yang significant dalam pelaporan peristiwa kependudukan antara penduduk yang tinggal di desa yang menggunakan spanduk sebagai media komunikasi dengan penduduk yang tinggal di desa yang menggunakan stiker sebagai media komunikasi serta penduduk yang tinggal di desa yang tidak menggunakan media komunikasi.

Abstract

Bank Sampah (BS) pertama kali didirikan tahun 2008 oleh penduduk desa di Kab. Bantul, Propinsi DI Yogyakarta. BS menerapkan system 3R (Reduce, Reuse dan Recycle), yang dimulai dari memilah sampah organik dan anorganik di rumah, dan disetorkan secara terpisah ke BS. Sampah organik diolah menjadi kompos (reduce), sedangkan sampah anorganik digunakan kembali (reuse) atau didaur ulang menjadi barang yang bermanfaat (recycle) atau disimpan sebagai tabungan yang dikonversi dalam rupiah oleh BS. Karena itu, motto BS adalah “From Trash to Cash”. Kelahiran BS telah menginspirasi lahirnya Peraturan Menteri Lingkungan Hidup (Permen LH) Nomor 13 tahun 2012 tentang Pedoman Pelaksanaan 3R melalui BS. Disatu sisi, Permen LH ini merupakan pengakuan resmi pemerintah terhadap BS, tetapi disisi lain dukungan pemerintah untuk mengembangkan BS belum sesuai dengan yang diharapkan, dan inilah rumusan masalah pada penelitian ini. Penelitian ini bertujuan melakukan evaluasi terhadap pelaksanaan kegiatan BS di Propinsi DKI Jakarta dan untuk mengetahui kontribusi pemerintah dalam mengembangkan BS. Metode penelitian yang digunakan adalah penelitian kualitatif terhadap 4 BS sampel. Data dikumpulkan melalui wawancara mendalam dengan pengurus BS. Hasil penelitian menunjukkan bahwa ada empat masalah yang menjadi kendala dalam melaksanakan kegiatan BS, pertama, masalah keuangan, kedua, rendahnya partisipasi warga menjadi nasabah BS, ketiga, kesulitan memasarkan hasil produksi BS, dan keempat, masalah kepemilikan lahan lokasi BS. Salah satu alternatif untuk mengatasi masalah tersebut adalah dengan melibatkan Perguruan Tinggi (PT) sebagai pendamping BS. Bagi PT, kegiatan sebagai pendamping BS adalah bagian dari pengabdian masyarakat, sebagai salah satu dari Tri Dharma Perguruan Tinggi. Dengan Sumber Daya Manusia (SDM) yang banyak (dosen dan mahasiswa), dan mempunyai kompetensi dalam berbagai bidang, PT diharapkan bisa mengembangkan BS menjadi sebuah unit usaha yang professional, menciptakan lapangan kerja, bermanfaat bagi pemerintah dan masyarakat yang tinggal di sekitar lokasi BS.ABSTRACTThe Waste Bank (WB) was first established in 2008 by a village community in Bantul Regency, DI Yogyakarta Province. The WB implemented 3R (Reduce, Reuse and Recycle), starting from sorting organic and inorganic waste in households, and depositing at the WB. Organic waste was processed into compost (reduce), while good inorganic waste was reused or recycled into useful and economical handicrafts or stored as customer savings which were converted into rupiah values. Therefore, the motto of the WB was "From Trash to Cash". The WB has inspired the issuance of Minister of Environment Regulation No. 13 of 2012 concerning Guidelines for Implementing 3R through WB. On the one hand, this regulation is the government's acknowledgment of WB, but on the other hand the government's support for developing WB has not been as expected, and this is the problem in this research. This study aims to evaluate the activities of WB in Jakarta and to find out the government's contribution in developing WB. Qualitative research was employed in this research while data was collected through indepth interview with management of the four samples of WB. The results showed that there are four main problems that became obstacles in carrying out the activities of the WB were, firstly, financial problems, secondly, the low participation of citizens to become customers of the WB, third, difficulty in marketing the products of WB, and fourth, ownership of land occupied by WB. One alternative to solve these problems is to involve a university as a companion to the WB. For the university, the WB assistance activities are part of community service which is one of the Tri Dharma of University. With adequate Human Resources (lecturers and students), universities are expected to be able to develop WB into professional business units, create many jobs, benefit the government and the people living around the WB

Abstract

In the way to face demographic bonus in Indonesia, it is important for the government to maximize the absorption rate of young people in the labor market. For this reason, it is necessary to conduct an analysis of youth in the labor market. Not in Employment, Education or Training (NEET) statistics can accommodate analysis of youth in the labor market. Compared to unemployment statistics, NEET statistics are able to provide a more comprehensive analysis of youth. In Indonesia, the NEET rate tends to be high and stagnant above twenty percent. However, the analysis related to NEET in Indonesia has not been widely carried out. In this study, analysis was carried out with a quantitative approach. The unit of analysis in this study is individuals aged 15-24 years with a coverage area throughout Indonesia. This study uses secondary data in the form of raw data, namely Sakernas August 2017 data. The analytical method used is the binary logistic regression method. In this study, it was found that the interaction variable between sex and marital status, the interaction variable between marital status and age, the parental education variable, and the disability variable affected the NEET status at a young age in Indonesia.

Abstract

Land certification provides land legal certainty for every citizen of the Republic of Indonesia, especially, farmers, who constitute the majority of the population of Indonesia. The importance of the agricultural land has been explained in the Republic of Indonesia’s Defense White Paper that the growing amount of agricultural land has a detrimental effect on the Indonesian nation which is agrarian. Decreasing agricultural land is the main factor causing reduced food security. Geospatial technologies such as remote sensing and terrestrial surveys are very helpful for Complete Systematic Land Registration (PTSL) activities. However, the implementation in the field of technology has not yet been optimized due to the lack of the support from Regional Government and the Community. By taking the PTSL implementation in two villages in Barabai Subdistrict, Hulu Sungai Tengah Regency, it was found that problems related to the absence of certaintyof village boundaries, accurate and scattered control points and community understanding of the importance of the legality of their land are inhibiting factors for PTSL activities. By combining this technology with community participation it will produce the right and ideal combination.

Abstract

This study aims to explore the various problems faced by stakeholders, especially decision makers, in overcoming the complexities at the border between Indonesia and Malaysia in West Kalimantan. We obtained the latest conditions from in-depth interviews with 12 informants who were directly related to decision making at the location. We also conducted a series of focus group discussions and roundtable discussions to sharpen the multidimensional problems faced. We found that the problems on the border of West Kalimantan cover the dimensions of ideology, politics, technology, public safety, socio-culture, and the most important and the underlying is the economy, while legislation is not included. This study also proposes a hierarchy of dimensions of threats faced in border areas, which may also be applied in a similar context. We conclude that in overcoming the problem of non-military threats, mutual awareness among decision makers, especially BNPP, which is the leading institution in border area management, must be prioritized.
